OFFICIAL COUNCIL PROCEEDINGS
A regular meeting of the City Council of the City of Menomonie, Dunn County, Wisconsin, was held in open
session on March 20, 2023, and called to order by Mayor Knaack at 7:00 p.m. in the City Council
Chambers. The following members were present: Burstad, Yonko, McCullough, Schwebs, Solberg,
Schlough, Erdman and Sommerfeld. Chase and Sutherland were absent.
MOTION made by Erdman, seconded by McCullough, and carried unanimously to approve the minutes of the
March 6th, 2023 council meeting.
PUBLIC HEARING – Daniel Johnson, Chair of the Airport Commission was present to answer any questions
regarding agenda item 5(A); the airport aid petition. Darrel Gibson and Jason Frank spoke in support of
agenda item 5(A).
PUBLIC COMMENTS – None.
MOTION made by McCullough, seconded by Schwebs, and carried unanimously to adopt the resolution petitioning
the Secretary of Transportation for airport aid at the Menomonie Municipal Airport.
MOTION made by Yonko, seconded by Schlough, and carried unanimously on roll call vote to approve the
proposed employment agreement and appointment of Eric M. Atkinson to serve as City Administrator
effective April 16, 2023.
MOTION made by Schwebs, seconded by Solberg, and carried unanimously on roll call vote to approve the
developer agreement with Menomonie Development, LLC (Estover Terrace) for a residential housing
development south of the terminus of 17th Street East.
MOTION made by Burstad, seconded by Erdman, and carried unanimously to approve the 2022 Municipal
Separate Storm Sewer System Permit annual report.
MOTION made by McCullough, seconded by Burstad, and passed unanimously on roll call vote to award the
Community Services Department replacement fueling system bid in the amount of $226,500 to Advanced
Tank Service, Inc, contingent on insurance and bonding.
MOTION made by Solberg, seconded by Erdman, and carried unanimously to execute a lease with Workforce
Development Board of West Central Wisconsin on third floor of City Hall effective April 1, 2023.
MOTION made by Burstad, seconded by Erdman, and carried unanimously to approve the lease amendment with
Foundations Therapy, LLC for a right of second refusal on the third floor of City Hall.
MAYOR’S REPORT – The Mayor gave an update on the ash bore tree cutting project within the city and shared
that the city will be working on replacing a number of trees that were eliminated. The Mayor shared that
Megen Hines, Environmental Program Coordinator for the City, submitted and was awarded a grant from
the Public Service Commission of Wisconsin in the amount of $141,025 in the Energy Efficiency and
Demand Response Category for energy improvements to City Hall’s HVAC system.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS – Prange highlighted the 2022 annual report for the
library, included in the city council packet. Solberg commented that she has been receiving positive
feedback from constituents regarding the Stout Road project.
CLAIMS - MOTION was made by McCullough, seconded by Burstad, and carried unanimously on roll call vote to
approve payment of the following claims:
