MIDDLETOWN TOWN COUNCIL MEETING MINUTES The Middletown Town Council held a meeting on August 6th 2024. The council approved the minutes from the July 16th meeting Approved claims 39826 - 39926 totaling 544,530.42 1. Ryan Smith motioned and Dan Fountain seconded approving Ordinance 2024-4, which creates a sidewalk replacement program, on its’ third reading. Motion carried 5-0. 2. There was more discussion about the IMPA service agreement. It was agreed to schedule a meeting with IMPA to work it out face to face instead of through emails. 3. Dave Wagner appointed Joseph Turner to the Park Board as a replacement for Sue Cooper. 4. Dave Wagner opened a public hearing on the Main Street OCRA Planning Grant. After a presentation from the Main Street Organization and some comments from the public, the hearing was closed. 5. Resolution 08-06-2024-2, which authorizes the submission of the OCRA grant application, was presented. Dan Fountain motioned and Jake Smith seconded approving. Motion carried 5-0. 6. Ryan Smith motioned and Dan Fountain seconded approving the town to pay up to 2500.00 for costs involved in the OCRA application. Motion carried 5-0. 7. Bowen pay application #4 for 256,482 was presented. Dan Fountain motioned and Ryan Smith seconded approving. Motion carried 5-0. 8. Dan Fountain motioned and Ryan Smith seconded giving Pavement Solutions a notice to proceed with work on CCMG 2024-1. Motion carried 5-0. 9. Resolution 2024-08-06-1, which authorizes a car loan for a 2024 Durango police vehicle, was presented. Dan Fountain motioned and Ryan Smith seconded approving. Motion carried 5-0. 10. Dan Fountain motioned and Ryan Smith seconded approving the sale of a 2017 F- 150 police vehicle to a police agency in Pennsylvania for 18,500. Motion carried 5- 0. 11. Jake Smith motioned and Dan Fountain seconded giving Ryan Surguy back pay for utility worker grade 6. He was being paid as part time summer help. Motion carried 5-0.
