MIDDLETOWN TOWN COUNCIL MEETING MINUTES The Middletown Town Council held a meeting on August 20th 2024. The council approved minutes from the August 6th and August 12th meetings. The council approved claims 39927 – 39963 totaling 186,058.22 1. There was discussion about the IMPA service agreement. Dan Fountain motioned and Jake Smith seconded approving the agreement once the Utility Manager title is changed to Utility Superintendent. Motion carried 5-0. 2. Dan Fountain motioned and Jake Smith seconded approving a one year contract with IAMGIS for 6,000. Motion carried 5-0. 3. Ryan Smith motioned and Dan Fountain seconded approving Bowen pay application #5 for 681,375.00. Motion carried 5-0. 4. Dan Fountain motioned and Jake Smith seconded making Dave Wagner as the signature authority for SRF documents. Motion carried 5-0. 5. Resolution 08-20-2024-1, which approves the Henry County Planning Commission decision an creating a downtown TIFF district, was presented. Dan Fountain motioned and Ryan Smith seconded approving. Motion carried 5-0. 6. Carl Spears will attend an IMEA conference in Bloomington on October 8,9 and 10. 7. The alarm system for sulfur in the sewer plant is not working correctly.
