Village of Millbrook Board of Trustees Wednesday, 3/09/2022 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Arbogast, Trustee Doro,Fire Chief Ted Bownas, Matt Rochfort (FD President), Officer Witt (OIC), Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt Absent: Trustee Herzog 2. Open meeting – 6:00 PM with Pledge of Allegiance. The Board had a Moment of Silence for Frank Viacava, a former Millbrook Fire Dept Chief. 3. Administrative Business: Minutes Approval: Motion made by Trustee Arbogast to accept the 2/9/2022, 2/23/2022 (budget), and 3/2/2022 (budget) minutes, seconded by Trustee Doro and all were in favor. Voucher Approval: Motion made by Deputy Mayor Contino to accept the fund totals for Vouchers as presented, seconded by Trustee Arbogast and all were in favor (attached). 4. Department Reports: a. Fire & Rescue – Fire Chief Ted Bownas: Read from attached monthly report. FD President Rochfort said he will be gathering two more quotes to get the blinds done in the Firehouse for this fiscal year. b. Police – OIC Witt: read from attached monthly report. Mayor Collopy says the speed signs that were approved in October were never shipped and there has been poor communication with the company that sold them to the Village. The order has been cancelled and we will look elsewhere for different signs. No money exchange occurred. c. Highway: Mayor Collopy read from attached monthly report as PWS Collocola was out salting the roads. d. Water & Sewer – S. Osborne: read from attached monthly reports. e. Treasurer & Building Dept – Clerk Witt: read from attached reports. Mayor Collopy read Resolution #2022- 002 concerning renaming the Bedrock Account to the Water Reserve Account (attached). Motion made by Deputy Mayor Contino to accept Resolution #2022-002 as presented, seconded by Trustee Arbogast and all were in favor. f. Attorney – Attorney MacDonald: Motion made by Mayor Collopy to open the Public Hearing on Resolution 003 of 2022 Enacting Local Law #1 of 2022 Amending Chapter 180 “Sewer and Water” of the Village Code (attached), seconded by Trustee Doro and all were in favor. No public comments were made. Motion made by Mayor Collopy to close the public hearing, seconded by Trustee Doro and all were in favor. Motion made by Deputy Mayor Contino to accept Resolution #2022-003 as presented, seconded by Trustee Arbogast and all were in favor. The Board reviewed the Short Environmental Assessment Form 1&2 (attached) with a Negative Declaration- Mayor Collopy signed the forms. Clerk Witt to file Local Law # 1 of 2022 with New York State. 5. New Business Updates: Topics were COVID tests available at the Village Hall, Turkey Vulture Update, and a Parkinson’s Awareness Proclamation (attached)- Mayor Collopy 6.
