Village of Millbrook 20 Front Street- Millbrook Firehouse Board of Trustees (BOT)- Budget- Front Office and Police March 16, 2022 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, trustee Herzog, Trustee Arbogast, Trustee Doro, Fire Department (FD) Chief Bownas, FD President Rochfort, PWS Collocola, TOW- Supervisor Ciferri, Councilman Murphy, Councilman Rochfort, Councilman Audia, Senior Account Clerk McLaughlin, OIC Witt, Deputy Clerk Zeko and Clerk Witt 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Fire Department (FD) Roof- Village and Town originally agreed to pay for half of the roof replacement during last budget season. The agreement is to pay $14,000 over four years. The FD would cover the cost of the project upfront. The bids that came in were double the price originally anticipated a year ago. The FD proposed the Village and Town pay $84,000 over six years ($14,000/ year) due to the project’s increase total. Some questions were raised concerning the warranty timeframe on the roof. The discussion and was tabled until the next meeting on March 23rd. 4. Budget on Police Department: The Board met with OIC Witt to discuss the figures for 2022/2023 Police Budget (attached). There were only minor increases to the expense figures presented last year. The fuel budget was raised significantly due to the rising and unpredictable cost of fuel. Deputy Clerk Zeko also did a fuel and diesel analysis giving a more accurate portrayal of the fuel usage between all departments. 5. Capital Projects- Pump Station and Retaining Wall: The Board authorized Clerk Witt to solicit banks for a loan for $400,000 over a 10, 15, or 20 year period. Bids received will be read and awarded at the April meeting. 6. Budget on Front Office and A Fund Expenses and Revenues: Senior Account Clerk, Deputy Clerk Zeko, Clerk Witt, and the Board reviewed the attached budgets for the Front office and A Fund. Revenues will come in higher than expected due to a mortgage tax increase. The Board approved the upgrade to the General Ledger software system for $2995. The Board approved budgeting for a website upgrade. Clerk Witt says she can probably find the money for the website upgrade and for the Code book update in the current budget. Motion made by Mayor Collopy to accept the proposal from General Code to update the code book, seconded by Trustee Herzog and all were in favor. 7. Public Comment: There was none. 8. Next Scheduled Budget Meeting: March 23, 2022, at 6 PM- Fire House roof, Overall budget review, and executive on salaries. 9.
