Village of Millbrook Board of Trustees Wednesday, 2/08/2023 - 6 PM Millbrook Firehouse, 20 Front Street, Millbrook NY,12545 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, Trustee Murphy, Robert Collocola Public Works Supervisor (PWS), Matt Rochfort (FD President), Officer Witt (OIC), Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Administrative Business: Minutes Approval: Motion made by Trustee Herzog to accept the 1/11/23 minutes, seconded by Trustee Doro and all were in favor. Voucher Approval: Motion made Trustee Herzog by to accept the fund totals for Vouchers as presented, seconded by Deputy Mayor Contino and all were in favor (attached). Public Assembly Permit: The Board authorized Mayor Collopy to sign the Public Assembly permit for St. Joseph’s church for the date of April 2,2023. Arbor Day Proclamation: Mayor Collopy read and signed the 2023 Arbor Day Proclamation for the record. (Attached) 4. Bennett Park- George Whalen III: Gave a progress update on the park. It will be a multi-phase process and they are currently in phase 1. 5. Department Reports: a. Fire & Rescue – Read from attached report. FD Chief Bownas said they received a donation of $40,000 as a grant towards the oxygen tank fill station. Motion made by Mayor Collopy, seconded by Trustee Murphy to pass Resolution 2023-003 Introducing Local Law No. 2 of 2023 for Property Tax Exemptions for Volunteer Firefighters and Ambulance Workers- Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, and Trustee Murphy voted AYE- no unopposed votes. Public Hearing for the Local Law set for March 8th. b. Police – OIC Witt: read from attached monthly report. Is working on policies and procedures with Mayor Collopy and Trustee Doro and working on filling the open officer positions. c. Highway – Hwy Super Collocola: read from attached monthly report. Reported the sump pump issue on Linden Lane has been corrected. d. Water & Sewer – S. Osborne: read from attached monthly report. Motion made by Mayor Collopy to institute a quarterly non-compliance penalty for water users who have failed to make arrangements to get their water meter replaced, seconded by Deputy Mayor Contino and all were in favor. The penalty will be lifted as soon as the consumer makes the arrangements for replacement. e. Treasurer & Building Dept – Clerk Witt: read from attached reports. 6. Old Business Updates: a. Resolution 2023-002 Local Law 1 of 2023 Amending chapter 220 (Vehicle and Traffic) Code- Motion made by Mayor Collopy to accept the resolution as presented (attached), seconded by Deputy Mayor Contino- Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, and Trustee Murphy voted Aye. Trustee Doro voted nay. Public Hearing set for March 8 th. b. Short Term Rentals- Trustee Doro: Likes the Village of Rhinebeck Code and will work on bringing something similar to the Board for review. 7. New Business a. Fence at Water Tower: Motion made by Mayor Collopy to accept the proposal from Salem Fence ($4800), seconded by Trustee Herzog and all were in favor. 1|P a g e February 08, 2023- Village Board of Trustees- www.villageofmillbrookny.com- for video of meeting 8. Public Comments- None. 9. Executive Session- Potential Legal Matter: Motion made by Mayor Collopy to enter into executive session at 8:08 PM, seconded by Deputy Mayor Contino and all were in favor. No motions made during executive session. Motion made by Mayor Collopy to exit executive session at 8:24 PM, seconded by Trustee Doro and all were in favor. 10. Board Member Updates: Please see attached 11. Next board meeting: Wednesday, 3/8/2023 12.
