Village of Millbrook 20 Front Street- Millbrook Firehouse Board of Trustees (BOT)- Budget- Police & Highway March 1, 2023 1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, Trustee Murphy, Officer in Charge (OIC) Witt, PWS Collocola, Senior Account Clerk McLaughlin, and Clerk Witt 2. Open meeting – 6:00 PM with Pledge of Allegiance. 3. Budget on Police: There is a 3% salary bump placeholder for all employees. OIC Witt is requesting administrative time be built into the budget, the Board recognized and agreed with the need for admin time for OIC Witt. Police car replacements will be discussed in the 24/25 Budget. 4. Budget on Highway: The Board reviewed the Highway Proposed Budget with PWS Collocola. PWS Collocola is planning on Reservoir Drive to be on the schedule for oil and stone in the 2023/2024 Budget- estimated cost $75,000 and will apply to CHIPS for the money. The 2011 Highway Truck cost nearly $17,000 in repairs. The 2011 will be in the 23/24 budget to be replaced- estimated $95000 for a new truck. The trade in for the 2011 truck has been estimated to be $20,000. Estimated amount for a 5-year Serial Installment Bond (SIB) to be $75,000. SIB payments to begin 24/25 Budget. 5. Sidewalk Replacement Project: There is a three-phase plan for the Sidewalk Replacement Project. Phase 1 to start in the 23/24 Budget. Phase 1 of the project is estimated at $150,000. The Village has applied for a Community Development Block Grant (CDBG) for $100,000. With CDBG money, the Village will be $50,000 short. Senior Account Clerk McLaughlin suggested seeing where the Village is financially in August and using Fund Balance for the $50,000 and check for bank rates to begin the financial planning for Phase 2 of the project. 6.
