1. Roll Call: Mayor Collopy, Deputy Mayor Contino, Trustee Herzog, Trustee Doro, Trustee
Murphy, Robert Collocola Public Works Supervisor (PWS), Matt Rochfort (FD President), Officer
Witt (OIC), Scott Osborn (VRI), Attorney MacDonald, and Clerk Witt
2. Open meeting – 6:00 PM with Pledge of Allegiance.
3. Administrative Business:
Minutes Approval: Tabled.
Voucher Approval: Motion made Trustee Herzog by to accept the fund totals for Vouchers as
presented, seconded by Deputy Mayor Contino and all were in favor (attached).
Budget Adjustments: Motion made Deputy Mayor Contino to accept the Budget Adjustments as
presented (attached), seconded by Trustee Herzog and all were in favor.
Public Assembly Permit: The Board authorized Mayor Collopy to sign the Public Assembly permit
for the VFW Memorial Day Parade- May 29 at 11 AM.
4. Department Reports:
a. Fire & Rescue – Read from attached report. The oxygen fill station will be ordered in the next few
weeks and there is a 6-8 week window for installation.
Local Law 2- Volunteer Firefighter and Ambulance Worker Property Tax Exemption:
Motion made by Mayor Collopy, seconded by Trustee Doro to open the public hearing and all
were in favor. No public comments made. Motion made by Mayor Collopy, seconded by Trustee
Doro to close the public hearing and all were in favor. Motion made by Mayor Collopy to accept
Local Law No. 2 of 2023 as presented, seconded by Deputy Mayor Contino- Mayor Collopy,
Deputy Mayor Contino, Trustee Herzog, Trustee Doro, and Trustee Murphy voted AYE. No
unopposed votes. Clerk Witt to file the Local Law with NYS.
b. Police – OIC Witt: read from attached monthly report. Discussion on extending the yellow no
parking curb in the intersection of Front and Franklin due to visibility issues- decision to be made
at the April 12th meeting. Mayor Collopy asked OIC Witt to move the speed sign to the
monument.
Local Law 1- Revising Chapter 220 Vehicle and Traffic: Motion made by Mayor Collopy, seconded
by Deputy Mayor Contino to open the public hearing and all were in favor.
Mayor Collopy read from the attached letter from the Millbrook Central School District- they do
not support the alternate side parking on Alden Place change for safety reasons. Trustee Doro
does not support passing the Local Law as there was no engineer study done. Trustee Murphy
says he talked with bus drivers who do not support the alternate side parking. Deputy Mayor
Contino is in support of the resolution as is. Resident Skip Ciferri asked the Board why the school
doesn’t use the road they put in 2006 for the high school and suggested a traffic engineer review
at least that portion of the code change- Trustee Doro agreed. Mayor Collopy to follow up with
the school. Deputy Mayor Contino would like a representative of the school board present at the
next meeting. Motion made by Mayor Collopy, seconded by Deputy Mayor Contino to close the
public hearing and all were in favor. This Local Law was tabled, but because of the potential
changes, it would need to be re-introduced as a different Local Law and restart the process.
c. Highway – PWS Collocola: read from attached monthly report. Motion made by Mayor Collopy to
purchase a new water fountain with bottle fill at the Village Hall to be paid out of the Tribute
Garden Donation bank account, seconded by Trustee Herzog and all were in favor.

d. Water & Sewer – S. Osborne: read from attached monthly report. Explained the EPA has new water
pipe regulations and the Village will have 2 years to do a lead pipe inventory in the system. Mayor
Collopy said he would look into potential grants to help with the funding of this project. Deputy
Mayor Contino and Mayor Collopy are working on applications for grants to go towards the
Wastewater Treatment Plant upgrades.
e. Treasurer & Building Dept – Clerk Witt: read from attached reports. Announced Community Day
will be October 7th and would like the word to get out any questions concerning Community Day
can be directed to the MBA.
5. Public Comments- None.
6. HNL Excel Trust: Motion made by Mayor Collopy to cash out the Lamont Trust through Excel
Energy, seconded by Trustee Doro- Trustee Herzog and Trustee Murphy voted AYE. Deputy
Mayor Contino voted NAY. Mayor Collopy’s plan is to use the money to go towards holiday
decorations.

9. Adjournment Motion to adjourn at 8:34 PM made by Trustee Doro seconded by Deputy Mayor
Contino and all were in favor.
