The Borough Council Meeting of the Milltown Borough Council was held on August 18, 2025, at
Milltown Borough Hall, 39 Washington Avenue, Milltown, New Jersey. The meeting was called to order
by Mayor Murray at 7:00 pm.
The Borough Clerk read the following statement: Adequate notice of this meeting has been provided as
required under Chapter 231, P.L. 1975, specifying the time, date, and location of this meeting by
posting a copy of the notice in the Municipal Building, on the Municipal Website, and providing a copy
of the Annual Notice Schedule to the official newspapers of the Borough. Notice is also on file in the
Office of the Municipal Clerk.

ORDINANCE 25-1571
AN ORDINANCE TO AMEND CHAPTER 11, ESTABLISHMENT OF POLICE DEPARTMENT OF THE
REVISED GENERAL ORDINANCES OF THE BOROUGH OF MILLTOWN TO ESTABLISH THE
POSITION; POWERS AND DUTIES OF CAPTAIN OF POLICE; AMEND THE POWERS AND DUTIES
OF LIEUTENANT OF POLICE; AND ESTABLISH THE DUTIES OF SERGEANT OF POLICE.
WHEREAS, the Chief of Police of the Borough of Milltown ("Borough") has determined and
recommended that it would be in the beneficial to establish the position of Captain of Police; and
WHEREAS, the Chief of Police of the Borough of Milltown ("Borough") has determined and
recommended that it would be in the beneficial to expand the position of Lieutenant of Police; and
WHEREAS, the Chief of Police of the Borough of Milltown ("Borough") has determined and
recommended that it would be in the beneficial to clarify certain positions within the Police
Department; and
WHEREAS, the Borough concurs in this determination; and believes that the creation of the
position of Captain of Police; the expansion of the position of Lieutenant of Police; and the clarification
of certain positions within the Police Department are in the best interests of the residents of the
Borough of Milltown.
NOW, THEREFORE, BE IT ORDAINED by the Borough of Milltown of the County of Middlesex
and State of New Jersey that the Revised General Ordinances of the Borough of Milltown be amended
as follows:

Section 1. Chapter 11, Establishment of the Police Department, of the Revised General
Ordinances of the Borough of Milltown, Article 1, Establishment; Department Head; Membership, is
hereby revised as follows:
§11-1 ESTABLISHMENT; DEPARTMENT HEAD; MEMBERSHIP. There shall be a Police
Department of the Borough, the head of which shall be the Chief of Police. The Chief shall be directly
responsible to the appropriate authority for the efficiency and routine day to day operations thereof.
The Department shall consist of a Chief of Police, a Captain of Police, up to three Lieutenants, up to
eight Sergeants, Corporals and such other patrolmen, probationary officers, special police officers and
employees as the Council may appoint.
Section 2. Chapter 11, Establishment of the Police Department, of the Revised General
Ordinances of the Borough of Milltown, Article 5, Head of Department, is hereby revised as follows:
§11-5 HEAD OF DEPARTMENT. The Chief of Police shall be the head of the Police Department
and shall be responsible to the Borough Council. In the temporary absence or disability of the Chief of
Police, the Captain of the Department or the Lieutenant of the Department may act in place of the
Chief of Police for the duration of the temporary duty.
Section 3. Chapter 11, Establishment of the Police Department, of the Revised General
Ordinances of the Borough of Milltown, Article 13, Captain of Police, is hereby added as follows:
§11-13 CAPTAIN OF POLICE.
§11-13.1 Responsibility in Absence of Chief. The Captain of Police, in the absence of the Chief of
Police, may be charged with and be responsible for those duties prescribed for Chief of Police.
§11-13.2 Duties of Captain. The Captain of Police holds an administrative supervisory position
under the supervision of the Chief of Police. The Captain of Police shall supervise Lieutenants who are
in charge of Administrative and Daily/Field Operations. The Captain of Police shall supervise the
accreditation program in the role of accreditation manager. The Captain of Police shall assist the Chief
of Police with formulating and implementing policy, regulations, goals, and objectives of the Police
Department. The Captain of Police inspects personnel and equipment to ensure that both meet
Department standards; and performs such other duties as are directed by the Chief of Police and/or set
forth in the Police Department's Standard Operating Procedures and Rules and Regulations.
Section 4. Chapter 11, Establishment of the Police Department, of the Revised General
Ordinances of the Borough of Milltown, Article 15, Lieutenant of Police, is hereby revised as follows:
§11-4 LIEUTENANT OF POLICE.

§11-14.1 Responsibility in Absence of Chief and Captain. The Lieutenant of Police, in the
absence of the Chief of Police and/or Captain of Polce, may be charged with and be responsible for
those duties prescribed for Chief of Police and/or Captain of Police.

Police; and revised as follows:
§11-15 SERGEANT OF POLICE.
§11-15.1 Duties of Sergeant. The Sergeants(s) hold an administrative supervisory position(s)
under the supervision of the Chief of Police, Captain of Police and Lieutenant(s) of Police. Sergeant
duties shall include supervision of all officers of lesser grade; including Corporals, Patrolman and Public
Safety Telecommunicators. Sergeants inspect personnel and equipment to ensure that both meet
Department standards and performs such other duties as are directed by the Chief of Police and/or set
forth in the Police Department's Standard Operating Procedures and Rules and Regulation.
Section 6. Each clause, section or subsection of this Ordinance shall be deemed a separate
provision to the intent that if any such clause, section or subsection should be declared invalid, the
remainder of the Ordinance shall not be affected.
Section 7. All Ordinances or parts of Ordinances inconsistent with this Ordinance are
hereby repealed as to the extent of such inconsistency.
Section 8. This Ordinance shall take effect immediately upon adoption and publication
according to law.

The Clerk read Resolution 2025-267 by title.
Authorizing Payment of Municipal Obligations
WHEREAS, the Borough Council of the Borough of Milltown, County of Middlesex, State of New
Jersey finds and declares that certain municipal obligations have come due and are now payable; and
WHEREAS, the Borough Council further finds and declares that said obligations have been
itemized on the annexed schedules, which are hereby deemed part of this resolution.
NOW THEREFORE BE IT RESOLVED that the Borough Council of the Borough of Milltown,
County of Middlesex, State of New Jersey does hereby authorize payment of said municipal
obligations, in accordance with the recommendations of the Chief Financial Officer in the total amount
of $6,250,836.85.

WHEREAS, the Borough Council by Resolution No. 2024-316 dated November 25, 2024,
authorized the award of a contract to Black Rock Enterprises, LLC, for the Albert Avenue Park Bike Path
Improvements in the amount of $245,392.09; and
WHEREAS, the Borough's Engineer, CME Associates has determined that the work contained
within this application for Payment No. 1 is complete; and
WHEREAS, the Borough's Engineer, CME Associates recommends that Payment No. 1 of
$203,288.19 should be made in accordance with N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, sufficient Funds are available.
NOW THEREFORE IT BE RESOLVED by the Borough Council of the Borough of Milltown, County

Resolution 2025-270
Authorizing Block Party and Road Closure – Chestnut Street
WHEREAS, Bob Balland has requested a street closing for Chestnut Street from the intersection
of Van Liew Avenue & Chestnut Street and the intersection of Chestnut Street & E. Lawrence Street for
the purpose of a Block Party; and
WHEREAS, the closing will occur on August 30, 2025, between the hours of 12:00 PM and 12:00
AM; and
WHEREAS, the aforesaid proposal has been reviewed and approved by the Chief of Police.
NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Milltown, that a
block party is hereby authorized as follows: Chestnut Street will be closed as aforementioned to all but
emergency vehicle traffic on August 30, 2025, between the hours of 12:00 PM and 12:00 AM.

RESOLUTION AUTHORIZING PURCHASE OF 9-1-1 CALL TAKING EQUIPMENT FOR THE

WHEREAS the Township needs to purchase 9-1-1 call handling, call taking, and other emergency
communications equipment to ensure the safety of the public and,
WHEREAS Tactical Public Safety, 1036 Industrial Drive, West Berlin, NJ 08091, has delivered
quotes for t he pur ch as e of 9-1-1 call handling, call taking, and other emergency communications
equipment, and is an authorized NJ State Contract distributor of the needed equipment:
WHEREAS Tactical Public Safety has delivered quotes for the provision of items in total amounts
not to exceed $141,000.00 under NJ State Contract No. T-0109, Radio Communications Equipment and
Accessories, and
WHEREAS the Chief of Police and the Qualified Purchasing Agent recommend the purchase of the
equipment from the NJ State Contract as it represents the best price available for the items needed, and,
WHEREAS, the Chief Financial Officer has certified that funds are available for said purpose in
account numbers:
NOW, THEREFORE, BE IT RESOLVED T H A T the Governing Body of the Borough of Milltown
authorizes the 9-1-1 equipment purchase from Tactical Public Safety, 1036 Industrial Drive, West Berlin,
NJ 08091, in an amount not to exceed $141,000.00.
BE FURTHER RESOLVED THAT a certified copy of this resolution be forwarded to the
Administrator, Chief of Police, and Tactical Public Safety.
Resolution 2025-273
Authorizing Payment No. 2 for the Contract with Lancha Construction Corporation
for the North Brook Drive Improvement Project.
WHEREAS, the Borough of Milltown advertised and received bids for the North Brook Drive
Improvement Project on December 17, 2024; and

WHEREAS, the Borough Council by Resolution No. 2024-336 dated December 23, 2024,
authorized the award of a contract to Lancha Construction Corporation for the North Brook Drive
Improvement Project in the amount of $638,027.96; and
WHEREAS, the Borough's Engineer, CME Associates has determined that the work contained
within this application of payment is complete; and
WHEREAS, Payment No. 2 of $37,144.23 should be paid; and
WHEREAS, the Township's Engineer, CME Associates recommends that Payment No. 2 be made
in accordance with N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, sufficient Funds are available.
NOW THEREFORE IT BE RESOLVED by the Borough Council of the Borough of Milltown, County
of Middlesex, State of New Jersey that Payment No. 2 to Lancha Construction Corporation in the

services that will be provided to the Borough of Milltown; and
WHEREAS, copies of said expenditure requests have been provided to the Borough Administrator and
Borough Council for their review; and
WHEREAS, the Borough of Milltown Council has deemed it appropriate to authorize the estimated

Resolution 2025-278
Authorizing Certain Consumer Utility Refunds
WHEREAS, pursuant to Borough Ordinance, certain Electric Utility Customers are required to post
deposits when opening a new account with the Borough of Milltown Electric Utility, and;
WHEREAS, upon the closing of such account the utility customer is entitled to a refund of moneys
not used to settle their account, and;
WHEREAS, the Electric Utility Department has prepared a list of those deposits that can be either
refunded to the utility customer or used as credit to a Utility account.
NOW, THEREFORE, BE IT RESOLVED, by the Borough Council of the Borough of Milltown, County
of Middlesex and State of New Jersey that the Milltown Electric Utility Department has made the
disbursement of electric consumer deposits as per the following list prepared by the Electric Utility
Department.

Resolution 2025-279
Authorizing Refunds Related to Tax Title Lien Redemption
WHEREAS, at a sale for delinquent taxes and all liens held by the Collector of Taxes for the Borough of
Milltown, County of Middlesex, various blocks and lots were sold; and
WHEREAS, said property and/or liens have been redeemed by the owners or those persons having an
interest, and the purchasers of said property are legally entitled to a refund of monies paid at the time
of redemption in the following specific amounts;
NOW, THEREFORE, BE IT RESOLVED that the amount covering the Certificate of Sale, together with all
the charges due the said individuals at the time of redemption be and the same are hereby ordered
refunded to the said individuals, and the proper officials of the Borough of Milltown, Middlesex County,
New Jersey, are hereby authorized and empowered to execute a check to the said individual in the

WHEREAS, at a sale for delinquent taxes and all liens held by the Collector of Taxes for the
Borough of Milltown, County of Middlesex, various blocks and lots were sold; and
WHEREAS, said property and/or liens have been redeemed by the owners or those persons
having an interest, and the purchasers of said property are legally entitled to a refund of monies paid at
the time of redemption in the following specific amounts;
NOW, THEREFORE, BE IT RESOLVED that the amount covering the Certificate of Sale, together
with all the charges due the said individuals at the time of redemption be and the same are hereby
ordered refunded to the said individuals, and the proper officials of the Borough of Milltown, Middlesex
County, New Jersey, are hereby authorized and empowered to execute a check to the said individual in

WHEREAS, the Borough of Milltown requires the services of a Laborer for the Department of
Public Works; and
WHEREAS, the Borough solicited applications for the position of Laborer in the Department of
Public Works; and
WHEREAS, the DPW Supervisor interviewed candidates, and an offer of full-time employment
was made to Tyler Lawless; and
WHEREAS, Tyler Lawless has accepted the position; and
WHEREAS, the Borough wishes to hire Tyler Lawless as a full-time DPW Laborer 1 within the
Department of Public Works effective August 25, 2025; and

Authorizing Award of Contract under “Fair and Open Process”
Borough Planner – MJ Planning, LLP
WHEREAS, the Borough of Milltown (the “Borough”) has advertised a Request for Qualifications
(“RFQ”) for Professional services for the remainder of 2025 under a “fair and open process” pursuant
to N.J.S.A. 19:44A-20.4, et seq; and
WHEREAS, submissions for the Borough Planner were received by the Borough on August 12, 2025;
and
WHEREAS, in accordance with the “Fair and Open Process,” N.J.S.A. 19:44A20.1 et. seq. and the criteria
set forth in the above RFQ, the Borough evaluated the above sealed proposal(s)
WHEREAS, the anticipated term of said contract is for a period of one year and shall run from August
21, 2025, through December 31, 2025; and
WHEREAS, MJ Planning, LLP has submitted a proposal for Professional Services as Borough Planner.
WHEREAS, Certification of Availability of Funds has been received from the Chief Finance
Officer.
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Milltown that in
accordance with "Fair and Open Process," N.J.S.A. 19:44A-20.4 et. seq. and the requirements set forth
in the aforementioned Request for Qualifications, the Borough Council does hereby award a one (1)
year contract to MJ Planning, LLP for Borough Planner for a term commencing August 21, 2025, and
terminating December 31, 2025 at the rates set forth on the rate sheets annexed to their proposals,
subject to the terms of the RFQ, the availability of funds, and not to exceed as authorized by the
Borough Council in the Borough 2025 Budget.
BE IT FURTHER RESOLVED that notice of this Resolution shall be published as required by law.

Councilman Manco – Utilities
Councilman Manco reported on the water and sewer department:
● Hydrants were replaced at 57 Janet Court and 206 North Moetz Drive
● He noted that the town now performs these replacements internally, resulting in significant
cost savings
● He emphasized the importance of investing in the water and electric systems, expressing
support for the purchase of new vehicles
Regarding the electrical department:
● A blown transformer on Henry Street was replaced
● A wire transformer on Mary Court was completed
● Tree limbs causing outages on South Durst and surrounding areas were cleared and power
restored
● Street lighting was repaired as needed
● Line clearance was performed in various areas

Councilman Manco acknowledged the strain that the hot summer puts on the grid and staff,
appreciating residents' patience and support when outages occur. He commended the utility workers
for their consistent efforts to address issues regardless of when they occur.
Councilwoman Payne – Public Safety
Councilwoman Payne reported on the police department:
● Between July 1-31, 2025, police responded to 1,342 calls for service
● Police conducted 93 radar details and made 597 motor vehicle stops
● 16 motor vehicle accidents were investigated
● 21 arrests were made: 8 for shoplifting, 6 DWIs, 5 for active warrants, 1 for possession of
controlled dangerous substances, and 1 for possession of drug paraphernalia
● Provided instructions for Civic Alert to receive emergency messages
● The non-emergency line for the police department is 732-828-1100
Regarding the Milltown Fire Department:
● 34 total incidents in July, with 571 total incidents year-to-date
● Notable fire calls included one on Hague Avenue during the parade on July 4th and assistance
to Highland Park Fire Department on July 6th
● Fourth of July events went well with almost every member participating
● The department paid respects to North Brunswick Fire Company #1 firefighter Steve Smith
● Several vehicles were serviced and outfitted
● The department held drills including a live burn in early August
● The department expressed appreciation for Ralph providing AC units while HVAC systems are
being repaired
● New members are needed; interested candidates should visit the firehouse on Monday nights
at 6:30pm or email joinmilltownfire@gmail.com
Regarding the Milltown Rescue Squad:
● 110 calls in July: 60 in Milltown, 15 on the Turnpike, and others split between rescue, rehab,
standby, and mutual aid
● A blood drive will be held on September 21st from 9am-3pm
● She thanked those who attended National Night Out to see the squad's demonstrations
● New members are always needed; applications for October 2025 must be submitted by
September 15th

Councilman Posnansky – Public Works & Recycling (as read by Councilman Collins)
Councilman Collins read Councilman Posnanski's report:
● Pothole repairs and street sweeping are ongoing
● Outfall pipes were cleaned per DEP regulations
● Quarterly catch basin cleaning was completed
● Tree removal was done on Christopher Street and tree cleanup at JFK; a dead tree was removed
● New safety material was installed at various playgrounds
● New recycling cans were picked up for the first time on August 11th
● The grant-funded recycling drop will be open on designated Saturday mornings from 8am-12pm
at DPW (50 Washington Avenue)
● Accepted items include cardboard, metal, electronics, tires, and two pieces of bulk; glass and
cans are not accepted at this time
● A recycling meeting was held on July 29th at 6pm to address residents' questions
● The meeting was recorded for viewing on Channel 15 and YouTube
● He thanked Ralph and Beth in public works for their help during the transition
Regarding the Milltown Senior Center:
● All classes and activities require participants to be 55 years or older
● August trips include: Amazing Savings in Howell (August 19th), Ollie's and Trader Joe's in
Lawrenceville (August 25th), and the Barge Restaurant in Perth Amboy (August 26th)
● Water aerobics will be held Wednesdays and Fridays at 9:30am throughout August
● VNA nurse will be available for appointments on August 19th
● Weekly lunch program on Wednesdays is sponsored by "A Larger Promise Soup"
● Collection for animal shelters continues year-round
● Bingo sponsored by the Milltown Library will be held on August 28th at 12:30pm

Councilman Potter reported on recreation:
● Albert Avenue Camp had a successful summer with perfect weather over the six-week season
● The pool season rebounded after a slow weather-related start
● He thanked Lisa and the snack shack team for their contributions

● The splash squad is concluding its season with the final mini meet on August 24th
● Christmas in July was rescheduled for August 22nd due to weather
● Adult and youth program registrations open this week
● Basketball clinics with Sandy Malinowski had excellent turnout
● A group outing to a Rutgers football game is being organized for September 19th
● Planning is underway for a September 11th candlelight vigil at the American Legion Pavilion at
7pm
● He reminded residents that Albert Avenue Park is available for family picnics and birthday
celebrations

● The August meeting was canceled
● The next meeting is scheduled for Wednesday, September 3rd
Mayor Murray
Mayor Murray reported that the Schwendemann Homestead Committee met earlier in the month to
discuss preliminary ideas. Another meeting will be scheduled soon.
Reports from Borough Professionals
Borough Attorney Peter Vignuolo had no report
Borough Engineer Mike McClelland and Borough Engineer Lou Ploskonka reported on two items:
Regarding the Water Meter Project:
● 2,133 meters have been replaced (approximately 82% of the total)
● 64 others are incomplete
● 196 are currently scheduled
● 193 replacements are not yet scheduled, and residents need to contact the contractor
Regarding Lead Service Replacement Funding:

● There is a line item in the state budget for $1 million for Milltown for lead service lines
● Once the budget is passed (estimated in about two months), several steps will be needed: The
borough will need to introduce a spending ordinance to accept the grant, adopt necessary
resolutions to authorize expenditure of funds, meet with the grant coordinator to review
project scope and reporting requirements, compile the service line inventory (54 lead services
identified so far). Estimate project costs and compare to grant amount, possibly introduce an
ordinance authorizing access to private properties, design the project, develop contract
documents, and estimate construction costs, work with the borough's QPA to put out a bid,
review bids, execute contracts, and issue notice to proceed, hold preconstruction meetings,
perform site observations, and close out the project
Mayor Murray asked about the timeframe for the State budget, to which Engineer Ploskonka
responded it would be about two months. The design phase would take approximately 30-60 days
after the budget is passed.
Councilman Collins asked if they would coordinate meter replacement with the lead line replacement.
Engineer Ploskonka explained that all meters would be replaced by that time, though they might need
to remove and reinstall meters during the lead line work.
Councilman Manco emphasized the importance of the remaining 193 water meter replacements,
noting that it is mandatory and eventually there could be financial penalties or service interruptions if
not completed. He urged anyone who knows residents who haven't scheduled their replacements to
encourage them to do so.
Mayor Murray requested that the Borough Engineer work with the Borough Attorney and
Administrator to coordinate the necessary resolutions and procedures for the lead service line project.
Borough Administrator Carr was absent.
Borough Clerk McCarthy
The Borough Clerk reported that the Board of Elections is currently looking for poll workers for Election
Day on November 4th. Anyone interested should call the Borough Clerk's office.
Old Business
Councilman Manco reiterated the importance of completing the water meter replacements for the
remaining 193 properties. He noted that while less than 10% remaining is a great accomplishment, it's
critical that all meters be replaced. He warned that eventual consequences for non-compliance could
include financial penalties or service interruptions. He emphasized that the meter replacements help
the town save money, improve billing, and reduce personnel needs.

New Business
There was no new business brought before council.
Public Comment
Leo Wagner (63 Janet Court) expressed satisfaction with the progress on Albert Avenue Park's new
bike path but raised concerns about the condition of the Janet Court pocket park (commonly known as
the "dinosaur park"). He described the path as being full of potholes, rubble, and standing water,
creating safety issues and mosquito breeding grounds. He noted that many young families use the
park, and it could benefit from improvements.
Councilman Manco acknowledged the issue and made a note of the concern. He and Councilman
Collins discussed how some patching had been done in previous years, but only as a temporary fix.
They agreed it would be worth looking into more permanent improvements.
Debbie Miller (92 Ford Avenue) asked whether the $1 million lead line grant would be enough to cover
all properties needing replacements. Engineer Ploskonka responded that they couldn't fully assess this
until they had the complete lead line inventory, but based on current numbers, it looked promising.
Ms. Miller suggested that some residents might be hesitant to have their water meters checked due to
concerns about lead lines, but knowing funds are available might encourage participation. She also
mentioned that she runs monthly bingos at the library and had recently partnered with Karma Cat,
who brought kittens to play with attendees. She encouraged anyone interested in adopting cats or
kittens to contact them.
Mayor Murray suggested that residents who had already gotten their meters replaced and identified
lead service lines should be prioritized for replacement once the funding becomes available.
Scott Siegel (111 South Main Street) followed up on the lead pipe discussion from the previous month.
He suggested that residents' hesitation about water meter replacement might stem from concerns
about unexpected high water bills, as he had experienced in Highland Park when an outside meter
sensor didn't match the interior meter reading, resulting in a $5,500 bill.
Mr. Siegel also inquired about obtaining a second recycling can for his property, which has apartments
in both the front and back. He was told none were available due to county allocation limitations.
Council members explained that the borough was still catching up on distributing the first round of
cans, and the county's allotment was limited to one can per property. They mentioned that the DPW
recycling drop-off on Saturdays could help with overflow materials.
Mr. Siegel also expressed concern about items being left on Main Street, mentioning a washing
machine he had seen on someone's lawn. Council members advised that code enforcement actively
monitors such issues and encouraged him to report specific concerns.
Lee Weissenberger (99 JFK Drive) asked several questions:

● About the water tank near Home Depot - He was told that the water from New Brunswick
comes in through a meter located in New Brunswick at the connection point and pressurizes
Milltown's system.
● About a broken water line under the turnpike - Engineer Ploskonka confirmed it had been
valved off for over a year, and they were looking into an I-Bank loan program through DEP that
would finance the project with a 30-year payback period.
● About curbing on Main Street - He noted many areas with nonexistent or damaged curbs,
causing water management issues.
● About Lawrence Brook (chain of lakes) - He expressed frustration with DEP's approach to
sediment removal and suggested bringing together mayors from neighboring towns to address
the issue collectively.
● About New Jersey Turnpike Authority maintenance - He cited ongoing issues with overgrowth,
root systems, poison ivy, and poor drainage affecting properties adjacent to the Turnpike.
● About a property (block 86-01, lot 1) - He claimed there was no documentation showing
Milltown owns the property despite it being listed in the tax assessor's records and demanded
answers about how this occurred.
Mr. Weissenberger became increasingly agitated about the property ownership issue. Borough
Attorney Vignuolo clarified that regarding the railroad trestle, they know Mr. Berger owns it based on
title searches. Mr. Weissenberger insisted he was asking about the pond, not the trestle, and how it
came to be listed as town property in the assessor's records.
Lola Garcia (36 North Main Street) raised two concerns:
● She referenced the Borough recycling contract, which mentions an option for an additional
container for $15.52. She and her husband wanted reassurance that this option would be
available once the initial roll-out was complete.
● She described safety concerns on the north side of Main Street, noting recent incidents
including a flipped car and a hit deer. She suggested installing safety lights or reflectors,
particularly for drivers coming from US-1 who continue speeding despite the posted radar.
Councilman Manco noted that a speed study for Main Street had been approved that evening (as part
of the consent agenda, Resolution 2025-276). Ms. Garcia praised the Milltown Police Department's
response to the recent accident, saying they were out monitoring the area and pulling over speeders.
Seeing no further comments, Mayor Murray closed the public comment portion

WHEREAS, the Open Public Meetings Act, P. L. 1975, Chapter 231 permits the exclusion of the public
from a meeting in certain circumstances; and

NOW THEREFORE BE IT RESOLVED by the Borough Council of the Borough of Milltown, County of
Middlesex, State of New Jersey that the public be excluded from this meeting.
