To the Honorable Mayor and All Aldermen:
Following are the recommendations from the Airport Committee meeting called to order at 4:23p.m., October 28,
2014:
1. The City Council approve the 2015 advertising rates as proposed.

The above motion by Alderman Lehner, seconded by Alderman Knudsvig and carried unanimously.
2. The City Council approve the transfer of lease for the hangar on LOT 30 to Mr. Mark Sandstrom
which will continue with the remaining terms of the lease agreement; and further authorize the Mayor to sign
the application for Airport ground lease.

3. The City Council approve a contract amendment to the existing Agreement with Environmental
Services to continue providing custodial services on a month-to-month basis until operations are moved into
the new terminal facility.

4. The City Council approve an agreement with Insight Technologies for digital signage purposes at the
Minot International Airport; and further authorize the Mayor to sign the agreement and any related
documents.

5. The City Council ratify the Mayor’s signature for the Job Estimate / Bid Sheet and the Facilities
Relocation Agreement for Montana-Dakota Utilities Company; and further approve the use of Airport
Revenue bonds.

6. Informational - Discussion – Project Updates

The Airport Director stated he met with the Federal Aviation Association (FAA) to discuss the Capital Improvement
Plan for the next 3 years. He said they are looking at prioritizing and identifying projects for potential discretionary
funding. He continued by saying the discussion included talk on the Airport Master Plan. He noted the budget had
addressed the Airport Business Plan, and he will be talking with the Finance Department to make an amendment to the
budget.
Mike Mahoney, representing KLJ, appeared before the Committee to give updates on various projects. He stated KLJ
has closed out the Taxiway D project. He said the terminal building underwent an unannounced OSHA inspection and
passed, and the terminal building’s steel structure is 85% complete. Mr. Mahoney stated Graham Construction hopes to
have the east ground floor poured with concrete within the next two weeks. He stated Phase 1 of the Apron project which
includes the fencing and striping has been completed, Phase 2 which includes the subgrade and base has been 95%
completed, and Phase 3 which includes subgrade has been started with progress dependent on weather. He noted all
phases have a P209 base gravel spread as required by the FAA. Mr. Mahoney then commented on the progress to the
parking lot and access road, stating the subgrade has been completed with Geo-textural fabric application. He hopes for
good weather in order for the contractor to continue so paving can be completed. He concluded by noting the access road
is still unpaved, but the majority of the curb and gutter have been completed.
There being no further business, Chairman Hatlelid adjourned the meeting at 4:37 p.m.
