AIRPORT COMMITTEE July 28, 2015 Page 1 Members Present: Hatlelid, Frey, Knudsvig, Larson, Lehner, Rued Members Absent: Seymour Others Present: City Manager, City Clerk, Clerk Admin, City Attorney, Airport Director, City Assessor, Finance Director, City Treasurer, City Engineer, Assistant City Engineer, City Planner, Fire Chief, Assistant Fire Chief, Police Chief, Planning Director, Public Works Director, Assistant Public Works Director, Auditorium/Recreation Director, Public Information Officer, Alderman Connole, Alderman Hatlelid, Alderman Lehner, Alderman Miller, Alderman Shomento, Jill Schramm, Mark Lyman, Wanda Staab, Cambrey Frantsvog To the Honorable Mayor and All Aldermen: Following are the recommendations from the Airport Committee meeting called to order at 4:23p.m July 28, 2015: 1. The City Council award the ATM Concession contract to First Western Bank & Trust and authorize the Mayor to sign the agreement. ********** The above motion by Alderman Lehner, seconded by Alderman Frey and was carried unanimously. 2. The City Council approve a professional services contract relating to rehabilitation of the existing detention pond in the amount of $233,500 to KLJ and authorize the Mayor to sign the agreement. ********** The above motion by Alderman Lehner, seconded by Alderman Frey and was carried unanimously. 3. The City Council approve funding for terminal transition consulting services with Chrysalis Consulting for a not-to-exceed amount of $300,000 and allow the Mayor to sign all documents and paperwork associated with this change (AIR035). ********** The above motion by Alderman Lehner, seconded by Alderman Frey and was carried unanimously. 4. Informational – Airport Activities, Reports and Project Updates ********** The Airport Director stated the Airport had its annual FAA certification which went well. Only one small correction was indicated. The Fire Department provided great service on the required fire response drill. Mike Mahoney from KLJ started his report with Taxiway D. The closeout papers are being prepared because of completion. The SRE Building closeout was submitted on February 11, 2015. The new terminal is now 82% complete with a change order increase of approximately 3.7% Committee Member Knudsvig entered at 4:29pm. AIRPORT COMMITTEE July 28, 2015 Page 2 He continued, 90% of the future parking lot in front of the terminal is now at the proper subgrade level. Phase I of the Terminal Apron has its concrete complete. Phase II is complete except for one lane which is in place to accommodate concrete trucks. Phases III and IV are complete except the one lane of traffic. Phases 1A and 4A have been excavated to subgrade. Base will be placed on July 29th. Runway 8/26 relocation had its final environmental assessment which will be signed off on this week. The wildlife hazard analysis had its 11th month survey done. The decision was made to address the detention pond replacement rather than the proposed dump truck. The Runway 13/31 project is completed with some project overrun. The master plan will have kickoff meetings between August 3rd and 5th. 5. The City Council approve the change order on Airport Access Road to use concrete rather than asphalt. ********** The above motion by Alderman Lehner, seconded by Alderman Frey and was carried unanimously. Mike Mahoney explained the engineering department determined it would be more efficient to complete the Access Road with concrete verses asphalt although there would be some additional costs. The City Engineer indicated asphalt has a 20 year life span while concrete has a 30 year life span. It would be a better option to complete this road with concrete.
