To the Honorable Mayor and All Aldermen:
Following are the recommendations from the Airport Committee meeting called to order at 4:30p.m September 1,
2015:
1. The City Council adopt a resolution establishing compliance with reimbursement bond regulations
under the internal revenue code officially declaring intent to finance the project by issuing tax-exempt bonds,
and authorize the Mayor to sign the federal grant and all associated paperwork for the Airport Detention
Pond if the grant is awarded. (AIR031)

The above motion by Alderman Rued, seconded by Alderman Lehner and was carried unanimously.
2. The City Council pass an ordinance on first reading amending the 2015 annual budget to increase
sales tax improvements expenditures for the terminal transition consulting plan and transfer funds from sales
tax improvements cash reserves. (AIR035)

3. The City Council pass an ordinance on first reading amending the 2015 annual budget to increase the
airport revenue and professional service contracts for the airport master plan. (AIR030)

4. Informational – Airport Activities, Reports and Project Updates

The Airport Director stated two new employees were hired. There is a meeting with ADO in Bismarck on September
2nd. It is likely the City will not receive the funding for the General Aviation Apron expansion. Concession bids were
recently opened which are currently being reviewed. The Airline lease agreement should be complete in the next couple
of months. There will be a meeting concerning air service in the near future.

Mike Mahoney stated taxiway D is completed and closed AIP. The new terminal is 87% complete and has 4.21%
increase in costs from change orders. Apron phases 1 & 2 have had 16” concrete completed. The old SRE building has
been removed. The parking lot and access road phase 1 have minor work left. Runway 8/26 relocation has completed
the Environmental Assessment and had FONSI approved. The wildlife assessment will be complete by year end. The
2015 CIP program removed the purchase of a dump truck. The Master Plan had a kick off and stakeholder meeting in
August. The assessment of the stormwater detention pond has started.
Upon questioning by Alderman Seymour, Mr. Mahoney indicated the first Delta flight in the new terminal will be the
third week of February. He also stated the future of the old terminal would be reviewed in the first phase of the Master
Plan. The building is being assessed for other uses.
There being no further business, the meeting adjourned at 4:40 p.m.
