PUBLIC HEARING – BUILDING RELOCATION REQUEST – TOM RIPPLINGER – 1526 1ST AVENUE SE – APPROVED The City Council held a public hearing on the request from Tom Ripplinger to relocate a 2012 model 27' X 40’ manufactured home from Iseman Homes Inc., Minot, ND to 1526 1st Avenue SE (Lenox Park Addition, Wasvicks R/A of Lots 77 & 78, Lot 3) to replace a flood-damaged home; and further, approve a variance to reduce the front yard setback from 25’ to 16’. Two written protests were received. Doug Benjamin, 1601 1st Avenue SE, Jeff Barta, 1608 1st Avenue SE, and Rozanna Larson, 1801 1st Avenue SE, appeared before the Council to express their opposition to the request citing street access and traffic issues and diminished property values. Tom Ripplinger, applicant, appeared before the Council and stated the home meets strict building codes, would be placed on a permanent foundation, and is inspected by a State inspector. He also answered questions from the Council regarding the variance request to the setback requirements. Upon questioning, the City Engineer indicated there were no known issues with the sight triangle for the intersection. PUBLIC HEARING – RESOLUTION NO. 3077 - CDBG PROGRAM – ARTSPACE PROJECT, INC. – CLOSED The City Council held a public hearing to obtain citizen views and to respond to proposals and questions related to the proposed CDBG application for the Artspace Project, Inc.; community development and housing needs, including the needs of very low and low income persons, as well as other needs in the community that might be addressed through the CDBG program, and the performance of the City of Minot in carrying out its community development responsibilities. He stated the proposed 2013 budget had been released. He indicated it is a challenge to provide the expanding City with the service levels citizens expect. EMERGENCY SERVICES 911 COMMUNICATION SYSTEM FEE – BALLOT QUESTION – APPROVED Alderman Seymour moved that the City Council approve the final wording of the 911 fee increase question for the November 6, 2012 ballot as follows: Should the current emergency services communication (9-1-1) fee not to exceed $1.00 per month per “communication connection” (telephone access line, wireless access line, unique voice over internet protocol service connection, or functional equivalent uniquely identifiable by a number, internet address, or other designation) for the operation and maintenance of the 9-1-1 emergency services communications system be increased to a maximum (not to exceed) $1.50 per month? Voter approval would allow a fee, not to exceed $1.50 per month per “communication connection” to become effective January 1, 2013, with the revenue dedicated to maintaining and operating the emergency services communication (9-1-1) system as required by State law.  YES A “YES” vote means you approve the proposed increase of the fee to $1.50 per month  NO A “NO” vote means you do not approve the fee increase and it would remain at $1.00 per month  August 6, 2012 Motion seconded by Alderman Knudsvig and carried by the following roll call vote: ayes: Connole, Frey, Hatlelid, Jantzer, Knudsvig, B.
