MINOT CITY COUNCIL - SPECIAL MEETING
ROLL CALL:
Members Present:
Berg, Connole, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Olson, Pankow, Schuler, Seymour.
Members Absent:
Frantsvog, M. Miller
Mayor Barney presiding.
PUBLIC HEARING – STREET LIGHTING DISTRICT 63 IMPROVEMENTS
Mayor Barney read the public hearing information which stated the public hearing on Street Lighting District 63
Improvements were for the purpose of hearing and determining the sufficiency of any protests so filed, and of
taking any such further action with respect to said improvements as may then be deemed necessary and expedient.
No one appeared before the Council and no protests were received.
Whereupon, Alderman B. Miller moved the public hearing be closed.
Motion seconded by Alderman Lehner and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog,
Frey, Hatlelid, Jantzer, Lehner, B. Miller, Olson, Pankow, Schuler, Seymour. nays: none.
ORDINANCE NO. 4879 - ESTABLISHING THE AUTHORITY FOR THE CITY TO BOND COSTS OF
RENOVATION PROJECT AT NORTH DAKOTA STATE FAIRGROUNDS – ALL SEASONS ARENA–
APPROVED
Alderman B. Miller moved the City Council place Ordinance No. 4879 on first reading an ordinance establishing
the authority for the City to bond for the costs of the renovation project at the North Dakota State Fairgrounds All
Seasons Area. Motion seconded by Alderman Connole.
The Acting City Manager suggested stated a joint powers agreement be created prior to bond issuance upon
questioning by Alderman Frey in regards to the City’s obligation to pay the debt.
Alderman B. Miller moved the City Council pass Ordinance No. 4879 on first reading an ordinance establishing
the authority for the City to bond for the costs of the renovation project at the North Dakota State Fairgrounds All
Seasons Area. Motion seconded by Alderman Connole and carried by the following roll call vote: ayes: Berg,
Connole, Frantsvog, Frey, Hatlelid, Jantzer, Lehner, B. Miller, Olson, Pankow, Schuler, Seymour. nays: none.
RE-ADVERTISE FOR BID – PAVING DISTRICT 485 - APPROVED
Alderman Hatlelid moved the City Council authorize City staff to re-advertise the bid for the Paving District 485
project.
Motion seconded by Alderman Jantzer and carried by the following roll call vote: ayes: Berg, Connole, Frantsvog,
Frey, Hatlelid, Jantzer, Lehner, B. Miller, Olson, Pankow, Schuler, Seymour. nays: none.

OTHER BUSINESS
Gary Panasuk of 208 13th St SW appeared before the Council to express his concern with noxious weeds.
Alderman Schuler has been in contact with CP Rail in regards to the weeds in the railroads right away who would
be able to address his problem and take care of the weeds.
ADJOURNMENT
There being no further business, Alderman B. Miller moved that the meeting be adjourned. Motion seconded by
Alderman Olson and carried unanimously. The meeting was adjourned at 12:22p.m.
