To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on February 27, 2013: 1. That the City Council approve a request from Delmore Lafontaine to relocate a 2013 27’ x 40’ manufactured home from Iseman Homes to 1520 3rd Avenue SE (Lenox Park Addition, Lot 96); subject to the following conditions: 1. A ten-thousand dollar performance bond must be posted with the City prior to start of any work at site or relocation of the manufactured home. 2. All work at the new location must be performed in compliance with the applicable state and local codes and ordinances for residential zones. 3. Permits for all work must be obtained from the City of Minot. 4. The property must be properly drained, and landscaped in a manner similar to surrounding properties. 5. Home must be placed on a permanent foundation. 6. Work shall be accomplished generally in accordance with the following schedule: a. Foundation to be complete within one month. b. Relocation of structure to be complete within two months. c. All work associated with the request to be complete within four months. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 2. That the City Council declare the bids by Westlie Motors for the purchase of ¾ ton 4x4 extended cab pickup for various departments to be the lowest and best bids received; and further, authorize the purchase of the new vehicles. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE February 27, 2013 Page 2 3. That the City Council declare the bid by Westlie Motors for three sedans for use by the Engineering Department in the total amount of $58,059 to be the lowest and best bid received; and further, authorize the City Engineer to complete the purchase. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 4. That the City Council declare the bid by DSW Homes for the Rehabilitation of Flooded Homes to be the best bid received; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 5. That the City Council declare the bid by West River Striping for the 2013 Painted Pavement Markings Project in the amount of $96,733 to be the lowest and best bid received; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 6. That the City Council approve the proposed changes to the City’s Standard Construction Specifications for the 2013 construction season, on file in the City Engineer’s Office. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 7. That the City Council approve the Stormwater Permit between the City of Minot and the NDDOT for the stormwater management plan of Jerome’s Collision; and further, authorize the Mayor to sign the permit on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 8. That the City Council declare the proposal by CPS. Ltd for the Landfill Master Plan Update be the best bid received; further, authorize the Public Works Director to negotiate a contract for engineering services; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 9. That the City Council declare the proposal by APEX Engineers for the backup generators be the most qualified; further, authorize the Public Works Director to negotiate a contract for engineering services; further, authorize the Mayor to sign the contract on the City’s behalf; and further, place and pass an ordinance amending the 2013 budget for the project, on first reading. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE February 27, 2013 Page 3 10. That the City Council declare the proposal by SRF for the consultant services to update the City Transportation Plan, pending approval from the North Dakota Department of Transportation, to be the most qualified, further, authorize the City Engineer to negotiate a contract for service; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 11. That the City Council authorize the Public Works Director to apply to the NDDOT for a Section 5311 State Aid for Public Transit grant; further, adopt a resolution to be included in the application; further, authorize the Mayor to sign any documentation necessary on behalf of the City of Minot; and further, authorize the Public Works Director to accept any grant funds awarded. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 12. That the City Council approve a new contract with Firehouse Software to house Fire Department data on the Firehouse Cloud at an annual rate of $2,903; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 13. That the City Council approve a contract amendment with New World System for a software upgrade for the Police Department; and further, authorize the Mayor to sign the contract on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 14. That the City Council place and pass the following ordinances on second reading: a. Ordinance No. 4684 – Rezoning St. Johns Addition, Lots 1-3 from AG (Agricultural District) and R-1 (Single-Family Residence District) to R-1 (Single-Family Residence District). b. Ordinance No. 4690 – Amending 2012 Budget in the amount of $2,851,114 to increase the department budgets for funds spent using cash reserves. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 15. That the City Council approve the contract amendment with Kadrmas, Lee, and Jackson, Inc. for the 13th Street SE Reconstruction project; and further, authorize the Mayor to sign the amendment on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE February 27, 2013 Page 4 16. That the City Council place and pass an ordinance amending the City of Minot Code of Ordinances removing two parking lots from the control of the Parking Authority and placing them into the control of the City of Minot, on first reading; and further, place and pass an ordinance amending the City of Minot Code of Ordinances authorizing the City of Minot to lease parking facilities, on first reading. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 17. That the City Council place and pass an ordinance amending the 2013 budget to increase the public transportation fund revenue and expenditure budgets for additional grant funds received for a bus transit study in the amount of $150,000, on first reading. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 18. That the City Council approve the bidding process for the sale of homes; and further, authorize the Finance Director to sign the necessary documentation for the actual selling of the homes. ********** The above motion by Alderman Lehner, seconded by Alderman Withus, and carried unanimously. 19. That the City Council reject bids received for the BNSF Southwest Quiet Zone and authorize the City Engineer to call for new bids. ********** Alderman Hatlelid moved that the City Council reject the bids received for the BNSF Southwest Quiet Zone Project and postpone the project until grant funding becomes available to fund the project Motion seconded by Alderman Lehner. Upon questioning, the City Engineer stated the project could be advertised for bids again; however, the timeframe would be very tight due to the 21 day required advertisement period. He also stated the project must be completed prior to June 30, 2013 or the City would be responsible for costs after that time. Whereupon, Alderman Krabseth moved that the City Council reject bids received for the BNSF Southwest Quiet Zone and direct the City Engineer to call for new bids. Motion seconded by Alderman M. Miller and carried by the following roll call vote: ayes: Connole, Knudsvig, Krabseth, Lehner, M. Miller, Withus. nays: Hatlelid.
