To the Honorable Mayor and All Aldermen: Following are the recommendations of the Public Works and Safety Committee meeting called to order at 4:15 p.m. on April 2, 2014: 1. The City Council approve the plans and specifications for a portion of the traffic signal replacement project (3746), approve the use of General Obligation bonds for project payment; and further authorize a call for bids. ********** The above motion by Alderman Lehner, seconded by Alderman M. Miller, and carried unanimously. 2. The City Council award the bid to Wagner Construction in the amount of $7,681,729.45 for the 37th Ave SE reconstruction project (3647), approve the use of General Obligation bonds for street improvements, cost share and water sewer for utility bonds; and further authorize the Mayor and City Clerk to appropriately finalize the contract. ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council award the bid to Dakota Fence in the amount of $48 per foot for the Rosehill Cemetery decorative fencing (3927). ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council award the bid to Astech Corporation in the amount of $684,679.50 for 2014 Street Seal project (3795). ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council award the bid to Bechtold Paving in the amount of $983,896.80 for 2014 Street Improvement District (3794). ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council award the bid to CMT Concrete & Construction in the amount of $279,431 for 2014 Sidewalk, Curb & Gutter project (3796). ********** The above motion by Alderman Lehner, seconded by Alderman M. Miller, and carried unanimously. 7. The City Council approve the contract amendment with Ackerman Estvold in the amount of $12,700, place and pass an ordinance, on first reading to amend the 2014 Annual budget; and further authorize the Mayor to sign the agreement on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council award the bid to Post Construction, Inc. in the amount of $502,066.22 for the 2014 Water Main Replacement project (3793). ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council place and pass an ordinance on first reading to create a limited time parking zone for the angled parking along the east side of 4 th St SE, and the limited parking zone be designated as a 30- minute parking zone Monday through Friday, between the hours of 8:00am and 5:00pm. The area would commence at the intersection of 3rd Ave SE and cease approximately 100 feet south of the intersection. ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council place and pass an ordinance on first reading to add the specified intersections to the list of stop controlled intersections and remove the 19th Ave NW and Sunset Boulevard cross street yield sign from the list of yield-controlled intersections for Eagles Landing Addition, in the City of Minot Code of Ordinances. ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council place and pass an ordinance on first reading to restrict the parking on the north and south sides of 20th Ave SW in the area between 22nd Ave/Elk Drive and 33rd St SW. ********** The above motion by Alderman Lehner, seconded by Alderman M. The City Council approve the amendment to the Urban Agreement for Construction on the Minot Southwest Railroad Quiet Zone; and further authorize the Mayor to sign the agreement on the City’s behalf. The City Council concur with the decision of the selection committee for consulting engineering services on the 21st Ave NW extension to 30th St project, authorize the City Engineer to negotiate a contract with KLJ for those services; and further authorize the Mayor to sign the completed contract on the City’s behalf. General Information The Public Works Director appeared before the Committee to discuss the City starting a potential recycling program. He stated the City landfill has been doing a great deal of recycling for years with regard to appliances, compost, and trees. He stated annually, there is approximately 85,000 tons of household garbage that is placed in the City landfill. Only 15,000 tons of this is from Minot with the remainder coming from surrounding counties. Recycling could extend the landfill by about 10%, which is approximately one and a half years of life for the landfill. Costs for recycling would be the responsibility of the consumer and could be subsidized with garbage collection fees. He continued by saying the City of Bismarck is also a regional landfill which accepts household garbage from the surrounding area. Bismarck started a recycling program that took two years to establish, with consulting costs for the project running approximately $50,000. He concluded by saying he would be meeting with a company interested in starting recycling services on April 15, 2014. Alderman Lehner mentioned the currently abandoned or unattended flood homes would be discussed by the media in an upcoming broadcast. In relation to this, Alderman Lehner asked the Public Works Director to address how weed issues would be handled this season. The Public Works Director indicated the City does not have a designated mowing crew and uses part time help for grass mowing in the summer. He stated as complaints are received, it is the responsibility of the City to give homeowners written notice before being able to mow the property. The City Attorney added that she would be reviewing existing code requirements to formulate additional options for weed removal while still respecting the rights of the property owner. PUBLIC WORKS AND SAFETY COMMITTEE April 2, 2014 Page 5 There being no further business, Chairman Knudsvig adjourned the Public Works and Safety Committee meeting at 4:30p.m. Respectfully Submitted, Lisa Jundt, City Clerk
