The City Council approve the bid from Northern Plains Contracting, Inc. in the amount of $595,000 for the Dakota Square Pump Station Rehab (4030) and authorize the Mayor to sign the contracts. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 2. The City Council ratify the application by the Minot Police Department and authorize acceptance if awarded the 2015 ND Office of the Attorney General Criminal Justice Oil Impact Regional Training Grant. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 3. The City Council place and pass an Ordinance on first reading amending the budget for the 2015 Patrol Operations account to reflect the award from the State Homeland Security Regional Response Team Grant. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 4. The City Council place and pass an Ordinance on first reading amending the budget for transfer of $5,000 to the Capital purchases account, $20,500 to the 2015 Patrol Travel, and $18,500 to the Patrol Training Accounts to reflect the award from FY 2015 State Homeland Security Regional Response Team Grant. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 5. The City Council place and pass an Ordinance on first reading amending the budget for the 2015 Capital purchases account and the appropriate accounts to reflect the award from the Criminal Justice Oil Impact Grant. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE July 29, 2015 Page 2 6. The City Council approve the low bid from Rice Creek Construction Group in the amount of $9,424,800 for the 30th Ave Lift Stations and Forcemain project (3490.4) and authorize the Mayor to sign the contracts on the City’s behalf. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 7. The City Council approve funding the City share of the early warning sirens project and authorize the Mayor to sign an MOA/MOU with Ward County for payment of the City share of the siren project. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 8. The City Council approve the request from David Thiel to move a single family dwelling from 11 6th St NW to 4 7th St NW also known as Serene Addition, Lot 3, Block 4 under the following conditions:  A $10,000 completion bond must be posted with the City of Minot prior to issuance of any permits for this work.  Building permits for all proposed construction  An approved foundation design in compliance with City of Minot building codes.  The plumbing and electrical systems must be brought into compliance with current code requirements of the City of Minot.  All work at the new location must be in compliance with the City of Minot building codes and zoning ordinances.  Egress windows must be installed in the basement and all sleeping rooms.  Smoke detectors must be installed in the basement, in each bedroom, and in areas immediately outside bedrooms.  There must be fire resistive wall and door between the house and attached garage.  The exterior of the structure must be one consistent color or scheme of colors and relocation.  Applicant must obtain all necessary permits, and coordinate all relocation activities with public utilities and traffic authorities.  The property must be provided with proper drainage, and must be landscaped in a manner similar to surrounding properties.  All work must begin within 30 days of issuance of moving and building permits and completed within ten months of start date and generally in accordance with the following schedule. 1. Foundation complete within two months. 2. Structure relocated within four months. 3. Work required for code compliance complete within six months. 4. All proposed construction and final clean up complete within ten months. 5. City of Minot Zoning Ordinance, Section 23-1 states that “All off-street parking spaces and all driveways on private property leading to such parking areas shall be all-weather hard surface material. Acceptable surfacing materials include asphalt, concrete, brick, cement pavers or similar materials installed and maintained according to industry standards.” ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. PUBLIC WORKS AND SAFETY COMMITTEE July 29, 2015 Page 3 9. The City Council award Wagner Construction for the base bid plus alternate for a total cost of $24,716,528.00 for the HMGP- Water Treatment Plant project (3673) and authorize the Mayor to sign the contract documents. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 11. The City Council pass a resolution correcting Resolutions 3193 and 3219 to include the parcels: Ridgedale Industrial Park Lot 4; Olt 5 of Pors l8, 9, 10 Blk 1 North Side 2nd Less Rd, within the district boundary and shown in the final assessment roll. ********** The above motion by Alderman Lehner, seconded by Alderman Hatlelid, and carried unanimously. 12. The City Council place and pass the following ordinances on second reading: a. Ordinance No. 4941 – Rezoning Expressway 2nd Addition, Lot 2 b. Ordinance No. 4971 – Rezoning Sunset Ridge Addition, Block 1, Lots 1 & 2 d. Ordinance No. 4978 – Rezoning Cenex 4th Addition, Lots 1-3 f. Ordinance No. 4983 – Budget Amendment BNSF SW Quiet Zone Project g. Ordinance No. 4984 – Budget Amendment Upgrade to Library Telephone System h. Ordinance No. 4985 – Budget Amendment Hazardous Mitigation Project i. Ordinance No. 4986 – Add 30th Ave NW and 16th St NW to the list of Stop Controlled Intersections ********** The above motion by Alderman Lehner, seconded by Alderman Schuler, and carried unanimously. 12e.
