Renaissance Zone Board Meeting Meeting Minutes for July 30, 2020 @ 8:30am. Public Works Building Members Present: Pete Hugret (Chair), Betty Fedorchak, Pat Bailey, Paul Pitner (Alderman) Members Absent: Kerry Candrian, Terri Aldrich, Barry Clute, Jason Bentley, Jen Cook, Michael King Others Present: Brian Billingsley (Community & Economic Director), Peter Baumgartner (Assistant City Planner), Kevin Black Call to Order: Chairman Hugret called the meeting to order at 8:35 am. Agenda: Renaissance Zone Map Amendment Renaissance Zone Plan Update ______________________________________________________________________ Item #1 Community and Economic Director Billingsley gave a presentation on Renaissance Zone Map Amendment stating after he spoke with the State he found out that we can have 42 blocks total, three of which can be “island” blocks. Billingsley also stated that there could be 17 more blocks included rather than the 14 that he had proposed at the last meeting. Additionally, if the block south of proposed block 8 were added, the existing block would no longer be considered an “island”. Alderman Pitner asked if proposed blocks 1-4 were an island, to which Billingsley responded that they were not. Kevin Black noted that Trinity is keeping proposed blocks 16-18 for a while yet, therefore it was decided that they be removed from the proposal. Billingsley mentioned that blocks 5-9 can only all be added if they are not an island. To solve this, it was suggested that either the block south of proposed block 8 should be turned into a half block or the committee should contact the state about making it a “bridge block.” The decisions made at the end of the discussion are as follows:  Proposed blocks 1-6, and 8-14 would be added. Block 7 would be removed  Blocks 15-18 should be discussed with Trinity, keeping in mind that block 15 is where the “CTE” is and it will most likely be added. To fill the remaining available blocks the following ideas were proposed:  Add the block south of block 8 as a potential half lot.  Add the three blocks north of the river that spans the gap between proposed lots 3 and 8 to remove the island’s status as such.  Add the blocks on West Burdick, around the pawnshop.  The zoo between 13th and 15th St SE might create an island block. Item #2 Discussion of the Renaissance Zone Plan Update was postponed until the next meeting with Billingsley mentioning that the map of proposed blocks should be finished and decided upon before the board moves on to the plan. Additionally, Billingsley stated that he should have a discussion with Josh Wolsky on the ideas that he had had, the attending board members agreed, noting that Wolsky had quite a few good ideas. Finally, Baumgartner was assigned to do research on the owners of the proposed blocks for the next meeting. With no other business before the committee, Chairman Hugret asked for a motion to adjourn the meeting. Motion by Fedorchak to adjourn, second by Bailey. Ayes: all, Nays: none.
