Chair Dawson called the meeting to order at 4:02 pm.

ACTION: Adopted a Resolution approving the proposed signs.

Requirements.
ACTION: Adopted a Resolution approving the proposed modifications to the

Pauly; Owner City of Monterey; C-2 Zoning District; Exempt from CEQA
Requirements.
ACTION: Continued Preliminary Architectural Review to the October 17, 2012
meeting as requested by the applicant.
Forrest Ebbs informed the Committee that the applicant requested a continuance of the
item to the October 17, 2012 meeting.
Committee Member Davis made a motion to continue Preliminary Architectural Review to
the October 17, 2012 meeting, as requested by the applicant. Vice Chair Hill seconded
the motion.
On a motion by Committee Member Davis, seconded by Committee Member Hill, and
carried by the following vote, the Architectural Review Committee continued Preliminary
Architectural Review to the October 17, 2012 meeting, as requested by the applicant.:

5. Consider 662 Jessie Street; Tree Removal Appeal 12-252 for Removal of a
Monterey Pine Tree; Applicant/Owner Lisa Porch; R-1-5 Zoning District; Exempt
from CEQA Requirements.
ACTION: Continued item to time uncertain to allow the applicant to explore other
possible solutions.
Staff Presentation/Committee Member Questions:
Forrest Ebbs presented the Agenda Report and answered Committee Member's
questions.
Applicant:
Lisa Porch said that Peninsula Septic Tank Service used a camera to verify that the roots
of the tree had gone through the sewer pipes. She said that postponing removal of the
tree would result in the pipes needing to snaked approximately every six months. In

response to Committee Member Davis’ question, Ms. Porch said that she has concerns
about the tree falling on a neighbor’s house.

Committee Member Comments:
Chair Dawson suggested placing an additional pipe into the existing pipe as an
alternative and less expensive solution to excavating and removing the tree. Committee
Member Jacoubowsky concurred.
Vice Chair Hill asked if any mitigation to save the tree or discussion of replacing the tree
has occurred. Mr. Ebbs asked the applicant if replacing the tree was a consideration.
Ms. Porch said she is not opposed to replacing the tree pending the City Foresters’
approval.
In response to Committee Member Davis’ question, Mr. Reid said that a replacement tree
could be placed anywhere on the property. In response to Committee Member Latasa’s
question, Mr. Reid said that excavation of the pipe could not be done without devastating
the tree.
Committee Member Latasa made a motion to continue the item to allow the applicant an
opportunity to consider alternative solutions. Committee Member Jacubowsky seconds
the motion.
On a motion by Committee Member Latasa, seconded by Committee Member
Jacoubowsky, and carried by the following vote, the Architectural Review Committee
continued the item to allow the applicant an opportunity to consider alternative solutions.:

New Storefront Windows; Applicant Morteza Torabbeigi; Owner Hooker Juliet Ann
Burkett TR ET AL; C-2 Zoning District; Exempt from CEQA Requirements.
ACTION: ACTION: Approved Preliminary and Final Architectural Review for the installation
of new storefront windows with amended Conditions of Approval.

Forrest Ebbs presented the Agenda Report and answered Committee Member's
questions.
Applicant:
Patrick Stafford, Mahoney and Associates, made reference to a letter he submitted at the
meeting regarding the benefits of non-divided windows. He said that the new "Jazz" bus
stop in front of the building will be a positive addition because it will draw more attention
to the building.

Morteza Torabbeigi said the store is more of an art gallery and divided windows would
not do the large display rugs justice and will not allow the public an opportunity to see the
entire rug.

Committee Member Comments:
Committee Member Sullivan said there is another rug store on Lighthouse Avenue that
has divided windows and the rugs are easily visible. He said he is not in favor of the
large non-divided window panes.
Committee Member Davis said he is not opposed to a store with big windows but the trim
should be simplified. Committee Member Latasa concurred.
Vice Chair Hill made a motion to approve Preliminary and Final Architectural Review for
the installation of new storefront windows with added conditions as follows:
Specific:
5. The proposed windows on the north elevation (Lighthouse Ave) shall be modified
as follows:
a. The decorative ornament and upper casing shall be replaced with a solid
non-ornamental casing; and,
b. The decorative plinths shall be eliminated.
6. The existing windows on the west elevation (Hoffman Ave) shall be modified as
follows:
a. The ornament on the upper casing shall be removed.
7. The above modifications shall be reflected on the plans submitted for Building
Permits.
Committee Member Davis seconded the motion.
On a motion by Committee Member Hill, seconded by Committee Member Davis, and
carried by the following vote, the Architectural Review Committee approved Preliminary
and Final Architectural Review for the installation of new storefront windows with the
amended Conditions of Approval.:

Andrea McCoy; Owner San Paolo Mario Joseph TR; R-1-6 Zoning District; Exempt
from CEQA Requirements.
ACTION: ACTION: Adopted a Resolution approving Preliminary and Final Architectural
Review with amended Conditions of Approval.

Applicant:
Jerry Horton, General Contractor, gave a brief explanation of the decision to construct
the house with wood on the first floor and stucco on the second floor, making note of
other similar houses in the neighborhood.
Committee Member Jacubowsky suggested constructing the house with wood on the
second floor and stucco on the first floor because stucco is a heavier material.
Committee Member Sullivan concurred.
Committee Member Davis made a suggestion to either remove the window to the right of
the fireplace and add a window seat, or remove the hip to the left of the fireplace.
Andrea McCoy asked for clarification regarding the requirement to have two different
finishes on the outside of the house. Chair Dawson said review of the project indicated
that a single texture was too plain. Mr. Ebbs said that smaller scale homes look better
with two finishes. Committee Member Davis added that the lower part of the house
creates a natural break.

Committee Member Latasa said flipping the wood to the second floor and the stucco to
the first floor is an appropriate change and concurred with Committee Member Davis to
extend the roof slope down for a lower eve line to make a continuous window seat and
chimney.
Vice Chair Hill disagreed and said that both sides of the house are visible from the front.
Committee Member Sullivan made a motion to approve Preliminary and Final
Architectural Review for construction of a new two-story single family dwelling with added
conditions as follows:
Specific:
6. The stucco siding shall be applied to the lower half of the building and the wood
siding shall be applied to the upper half of the building.
7. The fireplace projection on the south elevation shall be elongated eastward to
contain the adjacent window. The interior of this space may be used as a window
seat, built-in bookshelf or similar feature.
8. All windows shall contain grids, with the exception of the sliding door.
Committee Member Jacoubowsky seconds the motion.
On a motion by Committee Member Sullivan, seconded by Committee Member
Jacoubowsky, and carried by the following vote, the Architectural Review Committee
approved Preliminary and Final Architectural Review for construction of a new two-story
single family dwelling with amended Conditions of Approval.:

COMMITTEE MEMBER COMMENTS
Chair Dawson informed the Committee that the free Monterey History Fest will be
on October 13 and 14, 2012, throughout the town, and will include a treasure
hunt.
Committee Member Latasa asked for an update on the 218 Larkin Street project.
Mr. Ebbs said the contractor is working with staff to fix the mistake.
Committee Member Jacoubowsky asked for an update on 115 Soledad Drive.
Mr. Ebbs said the Code Enforcement Officer, Al Fasulo, is working on the
situation.

ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon
Session will end no later than 7:00 p.m. Any public agenda items that have not been completed within
the designated adjournment time may be formally extended by the Committee, or continued to the next
regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Architectural Review Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
