APPROVAL OF MINUTES 1. February 28, 2013 Sharon Dwight made a motion to approve the February 28, 2013 minutes as submitted. Mark Pollacci seconded the motion. The motion was approved by thirteen Representatives, with Del Monte Beach and Fisherman Flats absent, and Deer Flats abstaining. PUBLIC COMMENTS Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments.  Neighborhood Improvement Program Committee Minutes Thursday, March 28, 2013 INFORMATIONAL REPORTS & STAFF COMMENTS 2. NIP Council Subcommittee March 1, 2013 Meeting Update Mr. Reeves advised the Committee that the NIP Council Subcommittee approved three of the four items recommended by the NIP Committee at their February 28, 2013 meeting. He said that the Subcommittee put Item #1 on hold, which was a request to set aside funding for one dedicated NIP project manager from the FY2013/14 NIP fund and reduce the allocated management percentage for each project. He said the Subcommittee recommended waiting until August or September to allow the Capital Projects Division time to work on completion of the existing NIP projects and to see how much progress is made before making a decision about adding the additional staffing. Alternate Spokesperson Ruccello advised that the NIP Council Subcommittee brought to Council the issue of the high labor and performance bond requirement that prevents small contractors from submitting for multiple, small projects. Ms. Dwight advised that the Subcommittee discussed the question of whether or not a study is a Capital Project. Mr. Reeves said they determined that the study for a Traffic Calming Master Plan or other plan that leads directly to a project is a valid capital project, but an updated area plan or the Parks Master Plan is not. 3. Purpose of Meeting Mr. Reeves said the primary purpose of the meeting is for reviewing the project proposals and cost estimates; for the Committee to raise questions on the projects; and for staff to provide answers either immediately or at a subsequent meeting. 4. Van Tour Projects Due to Tom Reeves, Engineering Office Mr. Reeves asked the Committee to submit the projects they wanted to view on the van tour. He also reminded the members to turn in a revised project nomination form if the scope of a project is revised. NIP INFORMATIONAL REPORTS 5. NIP Spokesperson Reports Alternate Spokesperson Ruccello said he attended the NIP Council Subcommittee meeting and the March Council meetings. Alternate Spokesperson Dwight said she attended the March 21 Parks and Recreation (PRC) Commission meeting and would advise the Commission’s support for park and park related projects as they are discussed. She said the Commission did not identify any projects that did not meet the Parks Master Plan. PUBLIC APPEARANCE 6. Project Review (Aguajito Oaks – New Monterey) Mr. Reeves and the Committee reviewed the projects and videos from Aguajito Oaks through New Monterey with the following concerns and determinations: Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 28, 2013 2 Neighborhood Improvement Program Committee Minutes Thursday, March 28, 2013 Casanova Oak Knoll COK-2 COK ADA Sidewalks – Mr. Reeves clarified that the project includes upgrading four driveways. Del Monte Beach DMB-1 Roberts Replant/Redesign Drip Irrigation – Ms. Fields advised that the neighborhood would work on the project scope to decide whether to replant one more time or remove the fence. DMB-4 DMB Sidewalk Cleanup/Trim Plants – Ms. Fields advised that the neighborhood cleaned up the area, so the project has been completed. DMB-5 DMB Street Sweep Info Signs – Mr. Reeves said staff does not support the project. Ms. Fields advised that the neighborhood would take care of posting signs, so the project should be removed from the list. DMB-6 DMB Boardwalk Repair, Sand Barrier & Fence. Ms. Fields said she combined DMB-6 Tide Ave Fence Construction, DMB-7 Tide Ave Sand Barriers, DMB-8 DMB Boardwalk Repair/Maintenance, and DMB-10 DMB Beach Boardwalk Improvements with this revised project scope and title. Ms. Dwight said that the Parks and Recreation Commission supports this project. Mr. Reeves asked members to come to his office and verify estimates, to insure that project scopes are correct. DMB-9 Beach Way/Roberts Trash Barrel Install – Mr. Reeves said Mr. Marcuzzo advised that there is a screen on the cistern to prevent trash from getting inside. Ms. Dwight stated that NIP funds could not be used for a trash barrel, so the project should be removed from the list. DMB-14 Casa Verde/Surf Way Sidewalk Cleanup – Mr. Reeves said this project has been referred to the Parks Division and removed from the list. Del Monte Grove – Laguna Grande DMG-3 English Ave 200/300 Blk Improvements Design – After discussion, Ms. Alley changed the scope of the project to a concept design, revising the title to English Ave 200/300 Blk Concept Design Plan. Fisherman Flats FF-2 Via Casoli Traffic Mirror – Mr. Reeves confirmed that the estimate of $60,000 is for a Traffic Calming Plan with the title changed FF Traffic Calming Plan. Mr. Ruccello said that a project for a traffic calming plan should be supported by the neighborhood. Mr. Smith said he would work with the applicant and his neighborhood association. Monterey Vista MV-2 MV Underground Utilities – Mr. Reeves and the Committee discussed the requirements for an undergrounding project, with the conclusion that this project would be for the first phase if the neighborhood can come up with 50% of the required signatures of approval. MV-4 Munras Sidewalk Connection – Mr. Jannasch advised that he has not been able to contact the applicant, but that the project is not a priority for the neighborhood. MV-5 Quarry Park Revitalization – Mr. Jannasch confirmed that reference to Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 28, 2013 3 Neighborhood Improvement Program Committee Minutes Thursday, March 28, 2013 planting trees should be removed from the scope of the project. MV-6 Via Gayuba Sidewalk Ph 2 – Mr. Jannasch advised that the estimate should be for $100,000 and that the intent was to apply for another Safe Routes to School grant towards funding the project. MV-8 Pacific St Bank Erosion Control – Mr. Reeves said staff believes the slope is stable. Charles Martin, the project applicant, said there was visual evidence that the bank has eroded and questioned the information and process used to determine that the project was not necessary. MV-9 Monte Vista Playground Improvement – Mr. Reeves advised that the estimate is only for replacing the rubber matting and that he was unable to contact the applicant due to the Easter holidays to confirm the scope. Ms. Dwight questioned why NIP should pay for more play equipment when NIP already paid for play equipment at Monte Vista School, which was then moved to Colton School when the school district closed Monte Vista. MV-10 Hwy 1/Munras SB On-Ramp Trim Trees – Mr. Reeves said staff confirmed that the Eucalyptus trees were on private property and that the pine trees were in the Caltrans right-of-way. MV-11 Soledad Drainage Improvement – Barbara Moore, the project applicant, said the problem was more than the blocked culvert, and that excessive water was probably undermining the pavement. She said the road was blocked off four to five times in the past year due to flooding, which caused detours for a high traffic area. New Monterey NM-2 Drake Belden Dog Park – Ms. Dwight advised that the project scope had been changed from a dog park to an open space with a bench, with the title revised to Drake Belden Open Space. She said a park open space is supported by the PRC. The Committee discussed when it would be appropriate to find out if the property owner was interested in selling the property. NM-10 Oak Newton Park Playground Sand Replacement – Mr. Reeves advised that the estimate was only for the upper area, not both playgrounds. Ms. Dwight asked that the title be revised to Oak Newton Park Upper Playground Sand Replacement. NM-15 Hawthorne 131 Sound Wall – Ms. Dwight advised that the project has been withdrawn, and that the garret commander is working on a solution. NM-20 Lighthouse Adaptive Traffic Signal System – Mr. Reeves confirmed that the Traffic Engineer verified that this project is different from what was completed by the MST project. COMMITTEE MEMBER COMMENTS Jayme Fields (Del Monte Beach) had no comment. Richard Ruccello (Casanova Oak Knoll) said as Alternate Spokesperson, he attended the Sollecito Ball Park ribbon cutting. He reminded the Committee how important it is that the city has a ballpark that is used by so many people and that keeps youth off the streets. He said that it is remarkable how much money the parents raised for a city park, and that as the budget improves the City needs to pay for some of the improvements to the parks and not rely only on NIP for funding. Merrily Alley (Del Monte Grove-Laguna Grande) said she is pleased that her neighborhood sign has been installed and thanked the Committee for approving the project. Dennis Duke (Skyline Forest) said that his alternate would attend the next meeting. Hans Jannasch (Monterey Vista) said his neighborhood is having a genista pull April 7 at Quarry Park. Olivia Morgan (Aguajito Oaks) had no comment. Sharon Dwight (New Monterey) had no comment. Hank Smith (Fisherman Flats) had no comment. Mary Conway (Skyline Ridge) had no comment. April Harrison (Old Town) said she is pleased to have an alternate. Harry Mucha (Villa Del Monte) said that as a new member, he is greatly impressed at what goes on at the meetings and that he appreciates the projects for ADA and hearing impaired improvements. Mark Pollacci (Deer Flats) asked Mr. Marcuzzo if the geese are staying off the artificial turf on Sollecito Ball Field. Mr. Marcuzzo said they are still getting on the borders of the field. NEXT MEETING Mr. Reeves advised that the next meeting is the Second Project Review Meeting of the Oak Grove through Citywide projects scheduled for April 4, 2013, Council Chambers, 7:00 p.m. He advised that the NIP Committee Van Tour is scheduled for Wednesday, April 10, 2013, and the members are to meet behind City Hall at 3:00 p.m. The potluck dinner will be after the van tour from 6:00 – 7:00 p.m. at Casanova Oak Knoll Park Center (CONA).
