CALL TO ORDER
Chair Panetta called the meeting to order at 5:30pm.

7. Recommend that the City Council Revise the Master Fee Schedule to Adjust Parks
and Recreation Department Fees, Authorize Resident, Military, and Senior
Discounts, Authorize Scholarship Program, and Affirm Parks and Recreation
Director Authority to Set Certain Fees (Not a project under CEQA per Article 20,
Section 15378 and Under General Rule Article 5, Section 15061)
Action: The Parks and Recreation Commission recommends the City Council Revise the
Master Fee Schedule to Adjust Parks and Recreation Department Fees, Authorize
Resident, Military, and Senior Discounts, Authorize Scholarship Program, and Affirm
Parks and Recreation Director Authority to Set Certain Fees (5-0-2, Gibson, Menendez-
Herbst absent).
Interim Recreation and Community Services Manager Leon stated that fees have not been
increased since 2014. Fees should align with the cost of services to run programs and better
align with local comparators, while preserving the quality of programs and services offered. Will
continue current practices for discounts and scholarships and give the Parks and Recreation
Director the authority to set program fees. There are many factors impacting costs, including
minimum wage increase, increased vendor costs for services, supplies, and utilities. Fee
increases would help preserve and maintain existing programs, not add new programming
and/or staff. Fees will remain affordable to allow access to the community, especially youth and
seniors.
Commissioner Panetta inquired if the fee increases will go towards parks maintenance and
operations. Manager Leon said that fees are based on direct cost, which includes staff and
supplies, not indirect costs such as ongoing maintenance or capital improvements.
Commissioner Spangler asked what the Beach Wedding Permit fee is. Manager Leon explained
that currently beach weddings are not allowed to set-up anything on the beach, but with this
new fee, it would enable the group to set up chairs, tables, arches, etc for a wedding ceremony.
Commissioner McCarthy asked if a section of the beach would be closed or sectioned-off and
Manager Leon said no, the beach would still be open to the public.
Commissioners Panetta and McCarthy asked what constitutes a Corporate Membership at the
Sports Center. Manager Willer explained it is a one-year adult membership for organizations
with four or more people and the fee is per person. Commissioner McCarthy asked if the
scholarships offered at the Sports Center are just for children but Manager Willer explained
adults can also get assistance with memberships.
On a motion by Commissioner Spangler, seconded by Commissioner McEwen and carried by
the following vote, the Parks and Recreation Commission voted to Recommend the City Council
Revise the Master Fee Schedule to Adjust Parks and Recreation Department Fees, Authorize
Resident, Military, and Senior Discounts, Authorize Scholarship Program, and Affirm Parks and
Recreation Director Authority to Set Certain Fees:

8. Review 2019 Parks and Recreation Commission Work Plan (Not a project under
CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: The Parks and Recreation Commission postponed this item.
The commissioners collectively agreed to postpone discussing the work plan until the NIP
Committee is able to vote on projects.
On a motion by Commissioner McEwen, seconded by Commissioner Spangler and carried by
the following vote, the Parks and Recreation Commission voted to postpone the review of the
2019 Parks and Recreation Commission Work Plan:

COMMISSIONER COMMENTS
Commissioner Spangler asked about the removal of the backstop at Hilltop Park. Manager
Marcuzzo said it was removed because it was damaged and really not serving a purpose as
hard ball cannot be played on that small field.
Commissioner Panetta attended the Arbor Day event at Laguna Grande Park and an Integrated
Pest Management meeting. Would like to get Integrated Pest Management on the July or
August agenda to discuss and possibly get a policy in place.
Commissioner Gorman provided an update from the Public Art Committee. There were
approximately twenty submissions, which have been narrowed down to five; presentations will
be done on Friday.
