Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building December 1, 2016 Meeting Minutes – Draft Directors present: Dona Bate (6:37) and Tom Golonka representing the City of Montpelier; Martin Prevost (6:43) and Michael Smith, representing the City of Barre; Kim Cheney, Doug Hoyt and, Alexandra Pastor, at-large directors. Directors absent: None Others attending: Joe Aldsworth; Paco Aumand, CVPSA Executive Director; Fred Cummings; Caroline Earl; Dave Rubalcaba; Bob Sager, CVPSA Treasurer; Zack and Azailiah Tillinghast. The meeting was called to order by Tom at 6:33pm A motion to approve the agenda as presented was made by Kim, seconded by Dona. Motion passed. A motion to approve the minutes of the November 17th meeting, as presented, was made by Doug, seconded by Alexandra. Motion passed. Paco present a brief Executive Director’s report, Including: phone conversations with citizen Steve Whittaker regarding telecommunications and broadband issues; work on the Barre City dispatching budget-including meeting with the Barre City Manager and Director of Public Safety; work on the Fy 18 budget along with the Fy 16,17 and 18 comparison and; developing the idea of a Communications Manager. The Board had a discussion about its presentation at the upcoming joint Barre City/Montpelier Council meeting on December 7th. Fred Cummings, Capitol West dispatch supervisor, shared with the Board his comments and concerns regarding the CVPSA assuming responsibility for dispatch services, including: the need for another supervisor in Barre; the readiness of the authority to assume control and; staff insecurities regarding a change in responsibility for dispatch services. The Board had a discussion regarding possible unanswered questions and the need to clarify its (the Board’s) position on specific aspects of the operations plan; especially as it relates to the presentation before the joint City Councils. Based on the discussion the Board wanted to go into executive session and discuss contracts, inviting Treasurer Bob Sager and the Executive Director, Paco Aumand to join. A motion to find that premature general public knowledge of the contracts discussion would clearly put the Authority at a substantial disadvantage should the discussion be made public was made by Alexandra, seconded by Dona. Motion passed. A motion to go into executive session under the provisions of 1 VSA section 313 to discuss contracts, inviting Bob and Paco, was made by Kim, seconded by Dona. Motion passed. The Board went into executive session at 7:50pm. Tom left at 8:06pm; Alexandra assumed the role of chair. A motion to come out of executive session was made by Kim, seconded by Doug. Motion passed. The Board came out of executive session at 8:13pm. No action was taken. Without objection Alexandra adjourned the meeting at 8:15pm.
