Meeting Minutes of the Montpelier Conservation Commission
June 14, 2012
Attendees: Dan Courier, Jackie Cassino, Gwen Hallsmith, Chris Hilke, Erik Escelstyn, Geoff Beyer, Shawn

Target Resource Overlay District (TROD)
o Build out analysis completed as part of the growth center analysis
o MCC to provide input to CVRPC and Town
o Note that there is a TROD in Zoning Regulations now (713E (3) (a) (b). Need lower starting
densities to make bonus system work.
o More detail is needed on existing TROD map. Values and methods need to be clear. For
example, what should be protected that is rare for City or rare in general?
o TROD approach is in Master Plan.
o What natural communities and areas are important?
o Seek to develop primary and secondary values.
o Trail mapping from past needs to be incorporated into process. Roy to seek out old maps and
text if any exist.
Berlin Pond Update
o Pond remains open.
o ANR has authority.
o Continue fact finding and contacting people.
Tasks for next meeting.
o CVRPC – prepare GIS with overlay of values for presentation to and discussion with MCC.
o Roy- Contact Kris and Eric about digitized trail layer from past. If GIS layers do not exist, bring
hard copy of map to Dan. Send table of conservation priorities to CVRPC.
o All – Review Natural Communities mapping and Biodiversity Areas and note prioritization.
