Next meeting topics: 10. Adjournment 1. Call to Order The meeting was called to order by the Chair at 6:35 PM. 2. Public Comments -none 3. Approval of the Agenda - E.Peebles motioned to approve the agenda, seconded by G.Tisher. The motion passed unanimously, 4-0. 4. Comments from the Chair - Chair Gilberston noted staff’s recent resignation and the Planning & Zoning Administrator vacancy. 5. Review and Approve Minutes from February 13, 2018 - E.Peebles motioned to approve the minutes of February 13, 2018, seconded by G.Tisher. The motion passed unanimously, 4-0. 6. Finalize Plans for April 4th Public Meeting - (Staff and Chair to report on 3/21 teleconference with Consultant) Members reviewed the power point presentation provided by LandWorks. Staff twill provide Commission members comments to the consultant. A few general comments were to ensure each slide has a photograph and to show examples from other communities. Members agreed the primary purpose of the meeting is to solicit community feedback. Members discussed having a brief slide show of 4 or 5 slides at the beginning of the meeting highlighting unique architectural features in Montpelier and ask attendees to guess what building it is. Staff will reach out to J.Duggan and ask if he is willing to prepare and present a few slides. Members discussed the ‘Story time’ portion of the meeting when attendees will be asked to tell a 2-3 minute story about Montpelier. LandWorks will help facilitate the conversation. Staff will reach out to a few local individuals and ask them to tell a brief story about their design review experience, rehabilitation tax credits, or other appropriate story. Members discussed the next project steps and agreed to host a neighborhood preservation week mid-May. Members discussed possibly having a walking tour of downtown, the Meadow, College Hill/College St., and Liberty/Loomis Streets. Members agreed it would be helpful if each walking tour had a member of the Design Review Committee and a resident of the neighborhood. The plans for these events will be finalized at a future meeting. E.Peebles suggested having a ‘marathon’ meeting on a weekend in order to make plans for the community engagement events and work through developing the review standards and other provisions. Staff will send out a doodle-poll with a few weekend dates. 7. Work Session: CLG project to update design review regulations- Discuss draft exempt and minor development Commission members reviewed the draft exempt and minor development provisions circulated by staff. Staff compiled a list of Commission comments and will make the discussed revisions. These provisions are still a work in progress and will be discussed further at a future meeting. Commission members discussed the zoning provisions pertaining to nonconforming signs and noted the Commission may want to recommend changes to the Planning Commission. 8. Other Business • Update on the NR District nomination (Recently approved by NPS) • Save April 4th at 6:30 PM for 1st Public Meeting • Saturday April 7th Walk and Talk/Guided Walking Tours(?)
