REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, April 8, 2020, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Kris Huso, Councilor Doug Juntunen, Councilor Walter Lower, Councilor Greg Sarvela. OTHERS PRESENT: Interim City Administrator Katie Bloom, Public Works Superintendent Phil Entner 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda by Councilor Lower, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. 2. CONSENT AGENDA A. Minutes 1. March 11, 2020 City Council Regular Meeting Minutes-Attachment B. Financial Reports 1. City Accounts Payable – March 2020 2. City Financial Statements – March 2020 3. Liquor Store - Profit & Loss Statement – February and March 2020  Motion to approve the consent agenda as written by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Shaw, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report March 2020  Interim Chief McNulty reported the month of March had 144 calls for service. One hour was spent at MSOP and one hour was spent for ECRC.  Interim Chief McNulty explained COVID-19 preparation procedures have been put in place to prevent the spread of the virus. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed four million gallons of drinking water and there are two services that are continuing to run to prevent frozen service lines. Hydrant flushing is scheduled to be performed the week of May 4, 2020.  Superintendent Entner reported the sewer department collected 15.8 million gallons of waste water. The spring discharge will begin very shortly. Sewer cleaning will continue Monday, April 13.  Superintendent Entner reported street sweeping will be done in about a week and is expected to take five days. C. Technology / Library Report  Shelby Lonne-Rogentine submitted the Annual Report on behalf of the Library Board.  Interim City Administrator Bloom reported that we received the Liquor store computer after being upgraded and we had a police department computer that got a virus. CW Technology got as many files as possible from that computer and we have already budgeted for a new computer to replace it. D. City Engineer E. Chamber of Commerce Updates. 6. PREVIOUSLY DISCUSSED BUSINESS A. Legacy of Excellence Donation Request  Motion to approve a $400.00 donation to Legacy of Excellence from the gambling funds by Councilor Lower, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Lower, Shaw, Juntunen, Huso. No – 0. B. 2020 Local Board of Appeal & Equalization Meeting  Motion to cancel the in-person Local Board of Appeal & Equalization and refer all residents to the Carlton County Assessor’s Office by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. C. COVID-19 City Department Update  Interim City Administrator Bloom reported that the public works department is currently not working unless a water or sewer emergency were to occur. The Public Works Superintendent is coming each morning to check on lift stations, booster stations, and the wells to make sure things are operational. Governor Walz explained during April 8’s press briefing that employees may return to work so long as they are able to maintain 6 feet of social distancing. Bloom proposed allowing the public works staff to return to work beginning on Monday, April 13, 2020.  Interim Administrator Bloom reported that the DMV remains closed.  Interim Administrator Bloom reported senior dining is closed to in-person dining, but they continue to offer pick-up and delivery meals.  Interim Administrator Bloom explained that the library remains closed.  Interim Administrator Bloom explained that Riverside Arena remains closed.  Interim Administrator Bloom explained that the recycle shed remains closed.  Interim Administrator Bloom explained that the Police Department remains fully staffed. 7. NEW BUSINESS A. 2020 MCFOA Clerks Institute Reschedule – July 20 – July 24, 2020  Interim City Administrator explained that the Clerk’s Institute was rescheduled to July 20 – July 24 in St. Cloud. B. 2020 Campground Season/Parks  Mayor Shaw suggested pushing back the seasonal camping season starting date to May 15, 2020.  Motion to push back the seasonal camping season start date tentatively to May 22, 2020, which gives the City Council time to make a final decision at the following regular City Council meeting by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. C. Resolution 20.04.01 LCCMR Grant Application  Motion to approve Resolution 20.04.01 by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. D. Proposed Mailbox Policy  Superintendent Entner explained that each winter we have issues with snowplows and mailboxes and no policy to adhere to.  Motion to approve the proposed mailbox policy by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. E. Trail Connection Grant Submission  Interim City Administrator Bloom explained that a grant was submitted to repair part of the Soo Line Trail that has pavement in poor condition. F. 2020 Fee Schedule  Motion to approve the 2020 Fee Schedule by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. G. Sewer Lining Bid Award  Motion to accept the base bid from Granite Inliner of $96,666.00 and alternate 2 bid of $10,137.00 by Granite Inliner by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. H. Wells 3 & 4 Construction Bid Award  Motion to accept the Traut Companies bid of $180,180 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Lower, Huso, Juntunen, Shaw. No – 0. th I. 4 Street Resurface  Superintendent Entner explained that 4th Street will no longer need to be fully resurfaced. 8. REPORTS AND CORRESPONDENCE A. Bill Carlson 9.
