REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, May 13, 2020, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Kris Huso, Councilor Walter Lower, Councilor Doug Juntunen, Councilor Greg Sarvela. OTHERS PRESENT: Interim City Administrator Katie Bloom, Public Works Superintendent Phil Entner, Interim Police Chief Mike McNulty, Moose Lake Chamber President Cassi Petty, Matt Bolf, Mark Wallis, Jon Lund 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda 2. CONSENT AGENDA A. Minutes B. Financial Reports 1. City Accounts Payable – April 2020 2. City Financial Statements – April 2020 3. Liquor Store - Profit & Loss Statement – April 2020  Motion to approve the financial reports as written by Councilor 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes.  Jon Lund asked the City Council if the generators at the Electric Utility have been fixed. With the recent power outages it has directly impacted his personal work seeing as he is working from home during the pandemic and his daughter is attending school virtually as well.  Mayor Shaw addressed this topic by explaining that the North substation was going through some upgrades, which resulted in the power outage. The repairs have been made and everything should be up and running for future power outages. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report April 2020  Interim Chief McNulty reported the police department had 139 calls for service during the month of April. The police department also spent 4 hours at MSOP and 1 hour ECRC at Department of Corrections.  McNulty also explained that the police department completed the annual taser certification during the spring training. B. Public Works Superintendent Report  Superintendent Entner explained that the water department distributed 3.9 million gallons of drinking water during the month of April. All water services that were running to prevent freezing are now off. The Public Works Department repaired a large water break behind the old motel.  Superintendent Entner reported that the sewer department collected 20 million gallons of waste water. The May discharge went well and the Public Works Department is preparing for the June discharge. 19,700 feet of sanitary sewer lines were cleaned over a two-week period of time in May.  Superintendent Entner explained that the street department completed weekly pothole filling. Street sweeping was also completed during May.  Superintendent Entner explained that cemetery clean-up has continued. Entner explained that there is an area of about 50’x50’ that the cemetery board ask be filled with black dirt and seed, however due to the ground being acidic and located on a hill, the seed and black dirt would wash away easily. Mayor Shaw expressed that he doesn’t feel that it would last and therefore that should wait. C. Technology / Library Report  Interim City Administrator Bloom explained that Cable TV Coordinator Rory Butkewicz has been coordinating the Cable TV Upgrade Project with AVI, Mediacom, and CW Technology. D. City Engineer E. Chamber of Commerce Updates.  Chamber President Cassi Petty explained the Moose Lake Chamber of Commerce has put together a COVID-19 Relief Fund and is asking for a donation of $500.00 from the gambling fund.  Motion to donate $500 to the COVID-19 Relief Fund by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0.  President Cassi Petty explained that the search is on for Junior Ambassadors. The Chamber is also updating their website to make it more user-friendly. 6. PREVIOUSLY DISCUSSED BUSINESS A. COVID-19 Updates/Planning a. Campground  Interim Administrator Bloom explained that the Campground is set to open to the public beginning May 22, as previously approved. b. DMV  Interim Administrator Bloom explained that the DMV is continuing to offer curbside services as well as a dropbox option. Motor Vehicle Staff is working with area Motor Vehicle offices to determine plans to reopen. c. Library  Interim Administrator Bloom explained that the Library will continue to offer curbside pick-up for their patrons. d. Liquor Store  Interim Administrator Bloom explained that the Liquor Store is currently offering curbside services. They are interested in reopening the off-sale side to allow the public to come inside to make their purchases. If approved, they would limit the number of customers to five at one time. The Liquor Store is also interested in installing a plexi-glass barrier over the off-sale cash register.  Consensus Given e. Recycle Shed  Interim Administrator Bloom explained that area recycle sheds are beginning to open again, therefore it is suggested that the Moose Lake Recycle shed reopen. B. FEMA Recovery  Interim City Administrator Bloom explained that the COVID-19 Pandemic is considered a FEMA disaster and we are allowed to submit for reimbursement certain expenses that we incurred because of the pandemic. C. Wellhouse Update/Cost Estimate  Matt Bolf and Mark Wallis from SEH presented the updated Wellhouse plans and cost estimate.  Councilor Juntunen asked if we are in-line with what was originally estimated.  Matt Bolf explained that we are fairly in line with the estimated projects thus far.  Motion to approve advertising for bid the wellhouse construction by Councilor Juntunen, seconded by Councilor Huso.Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. 7. NEW BUSINESS A. Police Chief Contract Approval The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions.  Motion to close the open meeting at 5:02 p.m. by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Juntunen, Huso, Sarvela, Lower, Shaw. No – 0.  Motion to open the regular City Council Meeting by Councilor Sarvela, seconded by Councilor Lower.  Motion to approve Darren Juntunen’s contract as written by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Huso, Sarvela, Lower, Shaw. No – 0. Abstained – Juntunen. B. Cathleen Troskey Resignation  Motion to approve Cathleen Troskey’s resignation by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. C. CW Technology Computer Upgrades  Motion to approve the quotes from CW Technology totalling $19,200 by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw. No – 0. D. Campground Bath House  Interim Administrator Bloom explained that the Minnesota Department of Health is mandating the City of Moose Lake to implement some type of corrective plan for the older bathhouse in the campground. Bloom has an email in to the inspector that provided the report for additional information. At this time this item is informational only. E. Dump Station Update  Superintendent Entner explained that the dump station is completed with the exception of some finishing work. F. Campground Lawn Mower Quotes  Motion to approve the quote from Moose Lake Implement $7,427.18 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower, Shaw.
