REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, June 10, 2020, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Kris Huso, Councilor Walter Lower, Councilor Greg Sarvela, Councilor Doug Juntunen OTHERS PRESENT: City Administrator Katie Bloom, Chief of Police Darren Juntunen, Public Works Superintendent Phil Entner 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. Liquor Store - Profit & Loss Statement – May 2020  Motion to approve the financial reports as written by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report May 2020  Chief Juntunen explained the variety of calls for service from May 2020.  Chief Juntunen informed the council of a couple of pursuits that the Moose Lake Police Department were a part of.  Chief Juntunen explained that the Moose Lake Police Department policies will need to be updated as some of them are dated. B. Public Works Superintendent Report  Superintendent Entner explained that the water department distributed 4.2 million gallons of drinking water during the month of May. Hydrant flushing was also completed. The new wells are on schedule with the sonic drilling recently completed.  Superintendent Entner explained the sewer department collected 12.9 million gallons of waste water during the month of May. The lining project is set to begin Monday, June 15 and is expected to last one week. The June discharge has began Monday, June 8.  Superintendent Entner explained that the street department completed their monthly pothole filling. In addition, all gravel roads including the alleys and campground have been shaped and graded.  Superintendent Enter explained that cemetery clean-up and mowing has began with no issues. The cemetery staff will be removing some old trees and grinding some stumps throughout the summer. C. Technology / Library Report  Administrator Bloom explained that the library will resume normal hours beginning Monday, June 15 with additional cleaning and limited capacity.  Technology Coordinator Rory Butkiewicz explained that the cable tv switchover has not taken place yet, however is in the works. Butkiewicz explained that they have began working with Bill Carlson on expanding content on the cable tv channel. D. City Engineer  City Administrator Bloom presented the minutes from the previous engineering meeting. E. Chamber of Commerce Updates.  No updates. 6. PREVIOUSLY DISCUSSED BUSINESS A. COVID-19 Updates  City Administrator Bloom requested to allow the restaurants their outdoor seating for the remainder of the summer. B. Chamber of Commerce COVID-19 Relief Fund  Motion to donate $500 to the Moose Lake Chamber of Commerce COVID-19 Relief Fund from the gambling fund by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 7. NEW BUSINESS A. Part-Time Police Officers  Chief Juntunen requested to hire and update our part-time police officer list.  Consensus given to Chief Juntunen to update the part-time roster at his discretion. B. Donna Triebwasser Resignation  Motion to approve Donna Triebwasser’s resignation by Councilor Lower, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Traut Companies Pay Application #1 – Wells  Motion to approve Traut Companies Pay Application #1 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Storm Water Catch Basin  Motion to approve Gobel Excavating’s bid of $5,796.00 to install a storm water catch basin on 5th Street near the Moose Lake Covenant Church by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. 2nd Street Infiltration Pond  City Administrator Bloom explained that the 2nd Street location will no longer be considered due to regulations by the MPCA. A new site will be considered in the near future. F. City Administrator  Mayor Shaw announced that the City Council has approved Katie Bloom as the new City Administrator.  Motion to approve a conditional offer, pending contract negotiations to Katie Bloom by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. Moose Lake Windemere Sanitary Sewer District Correspondence  Consensus given by the Council to not allow the Sewer District’s contractor to calibrate the flume as the lift station in question is owned by the City of Moose Lake. H. Reimbursement Resolution – Resolution 20-06-01  Motion to approve Resolution 20-06-01 by Councilor Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 8.
