May 27, 2020 Special City Council Meeting Minutes  Motion to approve the minutes as written by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – June 2020 2. City Financial Statements – June 2020 3. Liquor Store - Profit & Loss Statement – June 2020  Motion to approve the financial reports as written by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report June 2020  Chief Juntunen presented the calls for service for June 2020.  Chief Juntunen explained that we have hired two part-time police officers that can help out with vacation and sick leave. B. Public Works Superintendent Report  Superintendent Entner explained that the test pumping for the new wells was just completed. He also reported that the water department distributed 5.2 million gallons of drinking water.  Superintendent Entner explained that the sewer department collected 10.3 million gallons of waste water in the month of June. He also reported that the sewer lining project has been completed for 2020. Almost 630 feet of sewer main was lined. Entner also explained that the annual sewer cleaning will be completed in the next week.   Superintendent Enter explained that the street department completed pot hole filling and the cemetery continued with mowing and weed whipping. C. Technology / Library Report  City Administrator Katie Bloom explained that computers will be installed in the next week.  Technology Coordinator Rory Butkiewicz explained that more content has been loaded onto the AVI system. Butkeiwicz explained he is looking forward to getting some feedback in the next couple of weeks. D. City Engineer  Matt Bolf explained that we received bids on the pumphouse and are purposefully holding on to them until we get the results from a test pump that was conducted. In the bids that were received is a bid from Johnson Wilson. They submitted a letter requesting that their bid be returned due to a missed line item.  Motion to reject the bid of Johnson Wilson and return their bid bond due to a material error by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Matt Bolf discussed the preliminary test results of the new wells. Bolf explained that they look for water quality and water quantity. Bolf explained that water quantity was great, however in terms of water quality, they were high in manganese and iron, which is why we are waiting on the full test results to determine a course of action.  Matt Bolf explained that the City of Moose Lake was successful in getting a $150,000 grant from the Minnesota Department of Natural Resources to repair the Soo Line Trail that runs through the City of Moose Lake. E. Chamber of Commerce Updates  City Administrator Katie Bloom explained that the Nine and Dine Golf Tournament will be held in person this year as well as a virtual golf event that is currently being planned. All other events have been canceled for the year. 5. PREVIOUSLY DISCUSSED BUSINESS A. Infiltration Pond  Matt Bolf presented the infiltration pond background and the idea of using the land in front of the Emergency Response Center to place the pond. 6. NEW BUSINESS A. Televising Unused Wells – Traut Co.  Matt Bolf explained that he recommends televising the old wells so that we can put an abandonment plan together for the unused wells. B. Lexipol  Chief Juntunen presented a program called Lexipol that could help us update our policies.  Motion to approve Lexipol at a cost of $1,701 from July 2020 until December 2020 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Granite Inliner Pay Application #1  Motion to approve the Grantite Inliner Pay Application #1 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Mark Lambert, Sand Lake Resort  Mark Lambert spoke to the Council regarding some development that he is interested in doing at Sand Lake Resort. Lambert is currently a customer of the Moose Lake Windemere Sanitary Sewer District. Lambert understands that in order to continue with development, he needs the City Council to give him a green light for sewer capacity. E. PD Administrative Assistant  City Administrator Bloom met with the Personnel committee and Chief Juntunen regarding the Administrative Position in the Police Department. The recommendation from the Personnel committee is hiring a part-time administrative assistant at the police department.   Councilor Lower explained that he is continuing to look for ways to cut the budget for the police department.  Motion to approve hiring a part-time administrative assistant for the police department by Councilor Lower, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. Resolution 20.07.01  Motion to approve Resolution 20-07-01 by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. ATV Complaints  Mayor Shaw explained that he has received many complaints this year on regarding ATV’s at the Farmer’s Market and Arena, 5th Street, and Lakeshore Drive.  Motion to close the 5th Street trail on April 1, 2021 by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Huso, Lower, Sarvela, Juntunen. No – 0.  Councilor Juntunen requested that we include the Moose Lake Implement in discussions on relocating the trails. H. Water in the Parks  Councilor Lower requested that the water spickets at the park be turned back on.  Superintendent Entner explained that the water was turned off due to many people taking large quantities of water each week.  Consensus to install pressure reducing valves on two water spickets in the park. 7.
