4. DEPARTMENTAL REPORTS
A. Police Chief
a. Department Report July 2020
Chief Juntunen reported 134 calls for July 2020.
Chief Juntunen reported that the Moose Lake Police Department and DNR performed an ATV saturation
because of the large number of complaints received from residents. Over 30 ATV’s were stopped and a dozen
citations were issued. Juntunen also began working with the local ATV clubs to update the maps and increase
signage for ATV riders.
B. Public Works Superintendent Report
Superintendent Entner explained the water department pumped 4.8 million gallons of drinking water in July.
Superintendent Entner reported that the sewer department collection 11.5 million gallons of waste water.
Entner reported that the ponds are all operating well.
Superintendent Entner explained that the boat landing washed out and was repaired. The cemeteries both look
great.
C. Technology / Library Report
Rory Butkiewicz explained that the Moose Horn email was set up and we have been seeing a great response
from the public on content.
D. City Engineer
City Administrator Bloom presented the minutes for the August engineering meeting.
E. Chamber of Commerce Updates.
Allison Jones presented Chamber of Commerce updates regarding the COVID-19 Relief grants that they have
given out.

A. Deputy Clerk-Finance Director
Motion to approve the hiring of Ellissa Owens as Deputy Clerk-Finance Director by Councilor
Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.

A. 2019 Audit Exit Interview
Doug Host from Clifton Larson Allen presented the 2019 audit results.
B. Liquor Store Dishwasher Quotes
Motion to approve Appliance Repair Service bid by Councilor Juntunen, seconded by Councilor Huso.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
C. Wells 3& 4 Pumping Facility Bids
Motion to approve awarding the pumping facility contract including alternate 1 and alternate 2 to
Lakehead Constructors by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela,
Juntunen, Huso, Lower. No – 0.
D. Wells & Wellhouse Project Update
City Administrator Bloom presented a financial update of what contracts we have awarded, what the
engineers originally estimated, and what projects have yet to be awarded.
E. TH 73 Trail Engineering Contract Amendment
City Administrator Bloom presented an amendment for the TH 73 Trail Engineering Contract.
Motion to approve the contract amendment by Councilor Huso, seconded by Councilor Juntunen.
Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.
F. Multi-Hazard Mitigation Plan

G. Resolution 20.08.01- Local Board of Appeals
Motion to approve Resolution 20-08-01 by Councilor Juntunen, seconded by Councilor Sarvela. Vote:

H. Granite Inliner Pay Application #2
Motion to approve Granite Inliner Pay Application #2 by Councilor Sarvela, seconded by Councilor

I. Traut Companies Pay Application #2
Motion to approve Traut Companies Pay Application #2 by Councilor Huso, seconded by Councilor

J. Fire Hydrant Replacement Quotes
Motion to approve the Gobel Excavating quote of $3,650 to replace the fire hydrant on the 800 block
of Lakeshore Drive by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela,
Juntunen, Huso, Lower. No – 0.
K. Manhole on Lakeshore Drive
Motion to accept the bid from Gobel Excavating in the amount of $11,673.00 to install a manhole on
Lakeshore Drive contingent on legally abandoning the existing manhole located on the Department of
Correction’s property by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela,
Juntunen, Huso, Lower. No – 0.
L. Water Rate Study – Special Meeting August 19, 2020, 4:00 p.m.
M. Working Council Meeting – 2021 Budget
A Working Council Meeting was set for September 1, 2020 at 4:00 p.m. to go over the 2021 Budget items.
No decisions will be made at that meeting.
N. Special Budget Requests
City Administrator Bloom explained that if the Council had specific budget requests, to please notify her by
the end of the month to ensure they make it in the 2021 preliminary budget.
O. Moose Lake Windemere Sanitary Sewer District Meeting, August 19, 2020, 5:30 p.m.
City Administrator Bloom reported that Mayor Shaw, Councilor Sarvela, and Superintendent Entner will
attend a meeting to discuss the 2019 overages that are currently outstanding.
P. CIP Rally
Mayor Shaw explained that some local individuals have organized a rally for the Thursday, August 13 to
explain the effects that the Willow River CIP has had on the region.
