REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, September 9, 2020, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Kris Huso, Councilor Doug Juntunen, Councilor Greg Sarvela. Department Report August 2020  Chief Juntunen reported 334 calls for service in August 2020.  Chief Juntunen explained that another ATV meeting is scheduled for September 14 to continue to work on finding a solution for the additional ATV traffic through Moose Lake. B. Public Works Superintendent Report  Superintendent Entner reported the water department distributed 4.2 million gallons of drinking water in the month of August. The water department will also begin hydrant flushing at the end of September, likely causing a discoloration of resident’s water.  Superintendent Entner reported the sewer department collected 17 million gallons of waste water in the month of August.  Superintendent Entner reported the street department did pothole filling and stop signs were replaced. C. Technology / Library Report  No Updates D. City Engineer   City Administrator Bloom reviewed the minutes of the previous engineering meeting. E. Chamber of Commerce Updates.  Mayor Shaw reported that the Chamber is attempting to put on some virtual events in order to stay COVID compliant. 5. PREVIOUSLY DISCUSSED BUSINESS A. Part-Time PD Administrative Assistant  Motion to approve hiring Sarah Radzak as the Part-Time PD Administrative Assistant by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Wells and Wellhouse Bonding  Motion to approve a 25 year term for the well and wellhouse bonding by Councilor Lower. Seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. C. Soo Line Trail Reconstruction Update  City Engineer Tyler Yngsdal presented information on the Soo Line Trail Reconstruction.  Motion to approve advertising for the Soo Line Trail Reconstruction by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 6. NEW BUSINESS A. 2021 Budget Presentation  City Administrator Katie Bloom presented the 2021 Budget Presentation  Motion to set the initial property tax levy at 2% by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Community Center Roof Repair  Tabled to consult with insurance company. C. Newberry Street Water Main Maintenance Quotes  Motion to approve Gobel Excavating’s quote to lower the Newberry Street water service connections by Councilor Huso, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. D. Liquor Store On-Sale Cooler Quotes  Motion to accept the Webstaurant Store bid by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Motor Vehicle Office Printer  Motion to approve the quote from Coordinated Business by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. Loon Running/Hiking Club Race  City Administrator Bloom and Chief Juntunen presented a route for a race put on by Loon Running/Hiking Club. G. Medora Quote  Motion to approve the Medora quote by Councilor Juntunen, seconded by Councilor H. Resolution 20-09-01 – Election CARES Act Resolution  Motion to approve Resolution 20-09-01 by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 7.
