Tree Board minutes 04/29/19 Morgantown Tree Board (MTB) Minutes, meeting of April 29, 2019 City Council chambers, 4:30 PM 1. ATTENDANCE: MTB members Dan Brown, Jack Cumming, Matt Cummons, Secretary Jon Weems, and Chair Dave Barnett, City Council liaison Rachel Fetty, Urban Landscape Director Marchetta Maupin, and City Arborist Scott Cline. 2. APPROVAL OF MINUTES: J. Cumming moved and D. Brown seconded that minutes of the March 25, 2019 meeting be approved as amended. The motion passed 3. REPORT FROM M. MAUPIN AND S. CLINE: M. Maupin and S. Cline updated MTB on their urban forest activities, including removals, scheduled plantings at the Northside Fire Station and in Sunnyside, mulching, database entry, and related tasks. 4. UNFINISHED BUSINESS: A. City Tree Ordinance. MTB members reviewed the draft “greenspace agreement” and the draft changes to the City Tree Ordinance. J. Cumming moved, and D. Brown seconded, that the new language should include penalties like those in parts a. and b. of the State College PA Tree Code. The motion passed. B. Krepps Park Tree Planting. S. Cline reported all the noteworthy open-grown trees had been entered into the database. There was also brief mention of a successful Marilla Park tree planting coordinated by Friends of Deckers Creek. C. MUB 30-Inch Water Line Through White Park. Discussion revolved around the routing of this major project. Maps prepared by Vaike Haas and students included an alternate route that would spare large, historic trees along the main trail. D. Barnett and J. Weems agreed to develop a letter expressing MTB’s hope that noteworthy trees could be spared. 5. NEW BUSINESS: A. Combined MTB/ULC Meeting. May 20 or 22 were suggested as possible dates for MTB and the Urban Landscape Commission to meet with representatives of the Mon Valley Greenspace Coalition. B. Visit to upper South Park property. It was agreed MTB should visit this city-owned property, perhaps with the ULC, with an eye to developing it as a city park. 6. OPEN DISCUSSION: Nothing in addition to matters discussed above. 7. NEXT MEETING: Joint meeting with the ULC at a date to be determined. 8. ADJOURN: D. Brown moved, and D. Barnett seconded, that the meeting be adjourned. Motion passed at 5:58.
