MOSES LAKE MUNICIPAL AIRPORT ADVISORY BOARD A regular meeting of the Moses Lake Airport Advisory Board was held on Friday, noon, April 8, 2022. The meeting was called to order by Tim Prickett. OTHERS PRESENT: Bill Aukett, Parks Maintenance Superintendent; Tony Massa, Public Works Superintendent; and Tracey Law, Public Works Technician. VISITORS: Dennis Love, Ron Piercy, and Charles Featherstone. MINUTES OF MARCH 11 AND MARCH 29 MEETINGS: APRIL AIRPORT INSPECTION: MAY INSPECTION: The May inspection will be done by Mr. Pearce. OLD BUSINESS: A. FUEL SYSTEM: The Board previously voted to purchase the used fuel station and has information on a transport company. B. PUBLIC DEVELOPMENT AUTHORITY (PDA): After some discussion on the options for developing the land around the airport, the Board members decided to wait to decide until they had discussions with private developers, and to see how the City Council votes on changing the Board to a Commission, and until work was done on the leases. C. OPERATIONS MANUAL-RECOMMENDATION TO COUNCIL: The Board decided they could not approve the revised Operations Manual they recommended that it go back to Council to be reviewed and there be revised leases. A motion was made by Mr. Dent to accept the Security and Emergency Response Plan. It was seconded by Mr. Prickett and passed unanimously. D. LEASES: Mr. Pearce volunteered to revise the current lease with the previous recommendations from board members. The revised lease would be reviewed by the Board and then sent to the attorney recommended by the Aircraft Owners and Pilots Association (AOPA). Mr. Pearce would like a copy of the current lease as a Word document. NEW BUSINESS: A. RECOMMENDATIN ON CHANGING AIRPORT ADVISORY BOARD BACK TO A COMMISSION: After some discussion, Mr. Jackson made a motion to change the Advisory Board back to a Commission according to RCW 14.08.120. It was seconded by Mr. Prickett. There were additional comments by Mr. Dent and Mr. Pearce. Mr. Pearce made a motion to table this item until a later date. There was no second on the motion. After further discussion a vote was made on Mr. Jackson's motion, and it passed unanimously. B. AIRPORT INSPECTION: See above. C. VOLUNTEER TIME: Mr. Prickett requested timesheets. Weed spraying was discussed with Bill Aukett, Parks Maintenance Superintendent. Mr. Aukett said a pre- emergent was applied last fall and they would be applying pre-emergent again in a few weeks. Parks Maintenance will continue to do spot spraying and the Board can report areas that need attention. The Board explained what property they felt needed to be maintained by the City. The Experimental Aircraft Association #355 (EAA) requested use of the airport for a pancake breakfast fly-in over Memorial Day weekend. They requested the irrigation be turned off Friday, Saturday, and Sunday. Mr. Pearce made a motion to have the City staff plat the existing west property. The motion was seconded and passed unanimously. A motion was made by Mr. Prickett to adjourn the meeting. It passed unanimously.
