Approval of Minutes of Prior Meeting Mr. Lange moved the draft minutes of October 11, 2017, be approved as submitted. Motion was seconded by Mr. Tracey. Motion unanimously approved and passed. Program Promotion – Monthly Update Mr. Grigg reports on the “Feed the Mammoth” program at the Museum and that there was a great turnout, however, they fell slightly below their goal by about $800.00. Mr. Grigg further comments regarding upcoming gallery shows and the upcoming wedding/bridal show to be held at the Museum. Discussion further held. Plat Reviews/Dedication, or Fee in Lieu of Land – Monthly Update Mr. Grigg indicates that there are four (4) plats for review and they have been presented in the past, however, he can answer any questions that the Commission may have with regards to the proposed plats. Mr. Grigg addresses the Fee in Lieu program and that the program may be going away. The City Council is not encouraging the development of any additional “mini parks.” Discussion further held regarding Fee in Lieu and Impact Fees programs. Mr. Grigg states that the Fee in Lieu program is also used to enhance existing parks, not just for developing new parks. Discussion further held about how much land is available in Moses Lake for future development and where the funds will be distributed if the Impact Fee program is implemented. Director’s Report: 2018 Budget– Update Mr. Grigg reviews the 2018 Budget with the Commission and indicates that the Budget has been passed. PARKS AND RECREATION COMMISSION MINUTES December 13, 2017 Mr. Grigg further explains that the 2018 Budget was a new approach that was implemented by our new Finance Director. Discussion further held regarding the 2018 Budget. Park Rules/Ordinances and Signage - Update Mr. Grigg addresses changes in the Parks Ordinances which came about due to high vandalism rates in the Parks. Enforcement of the new Park Ordinance requires that all the Parks have signs posted stating Park Rules. Mr. Grigg presents to the Commission the signs that will be placed in the Parks. Discussion held regarding the benefits of having the signs posted in the Parks, (i.e. our contact phone number and website). Mr. Maynard questions if barriers can be placed in the parks? Mr. Grigg indicates that he can have a discussion with our maintenance department regarding the barriers. Discussion further held. LRC –Update Mr. Grigg indicates that the LRC is in the process of being redesigned and that we will be executing a contract with The Driftmier Architects, PS, from Seattle. Mr. Grigg indicates that there are some exciting things possibly happening for the LRC. There is a possibility of concessions, changing rooms, a gymnasium, and the upstairs being designed for classrooms. The LRC currently has no “Certificate of Occupancy” and it is only open to City staff members. Mr. Grigg indicates that the LRC is being heated on a marginal basis for the skate shack and addresses the pole/beam removal in the middle of the gym. The cost of this removal has not been established. Mr. Grigg indicates the contract with The Driftmier Architects, PS, should be obtained in January. Discussion further held on when the work will start on the LRC and Mr. Grigg indicates that he cannot, at this time, give a specific start date. School District – Update Mr. Grigg reports that Susan Schwiesow, himself and Josh Meeks, of the Moses Lake School District, met earlier this week regarding the ongoing issue of the Parks inability to access the school gyms for the various Park programs. The purpose of the meeting was to come together and hopefully come up with a solution. Mr. Grigg indicates that a Joint Use Agreement will be put in place with Parks and the School District. Discussion further held regarding the Joint Use Agreement. Commission Questions/Comments Ms Rios questions the status of the Pioneer Meadow Trail. Mr. Grigg indicates that has not heard an update on that. Mr. Grigg states that beyond the Trails Team, no one else is spearheading the program. Discussion further held and Mr. Grigg indicated that he will follow up with the City Engineer. Further discussion was held regarding the Budget, an additional campground possibly around Blue Heron Park, the implementation of more trails, the Joint Use Agreement with the School District, and gifting for facility usage. Discussion was held regarding porta-pottie maintenance at the Ice Rink and Blue Heron Park and that there should be daily maintenance on the porta-potties. Further discussion was held regarding the Neppel Landing Trail and garbage on the trail, lightening issues on the trails, maintenance of city sidewalks and gutters of weeds, and the lack of inspection on the completion of work. Ty Howard from the Hockey Association addresses the Commission regarding the Banners and the 10% revenue back to the Parks Department. Discussion held. Mr. Grigg indicates that the 10% should be paid now and for sure in 2018. Mr. Howard further questions about the LRC and indicates that he entered the building and he wants to know who he speak to about occupying the building, and that he just asking to PARKS AND RECREATION COMMISSION MINUTES December 13, 2017 have a place to go indoors. Mr. Howard said it would be only the weekends and when they have a tournament. Discussion further held. Mr. Grigg states that he has addressed these concerns and that he has been told that it is not possible because the building is being redeveloped and it is not open to the public. Mr. Howard questions if he went directly to the City Council will he still be told no. Mr. Grigg indicates that any citizen can go to City Council. Discussion further held. Adjournment Mr. Maynard moves to adjourn. Motion seconded by Ms. Quilter. Meeting adjourned at 8:22 p.m.
