ADVISORY BOARD MEETING MINUTES

Call to Order
The regular meeting was called to order by Ms. Rios at 6 p.m.
Approval of Minutes
Mr. Perry moved to approve the minutes dated June 12, 2024. Motion seconded by Mr. White. Motion
unanimously approved and passed.
Correspondence/Communication/Committee Reports
1. Creative District – Ms. Boyd spoke on the summer concert series, with the most recent concert being
at the Red, White, & Boom on July 3rd. A flyer was handed out to the board with the future dates and
bands listed for the remainder of the concert series.
2. Arts Committee – Ms. Boyd explained that the last meeting was cancelled. A spot needs to be filled
on this board. While steps to do that and scheduling the next meeting are in place, there is currently
nothing urgent for the 1% Committee.
3. Code Development & Design Standards Committee – Mr. Coutts shared that there is currently no
report for this committee.
Museum Update
Ms. Boyd shared the museum has brought many families and tourists this summer. The museum’s main
gallery opening will feature an artist from Whidbey Island named Dionne Matson. She shared that staff
are working on several projects with museum instructors in summer art camp, a booth at the Grant County
Fair, and hiring a new communications coordinator. The museum is also sponsoring a photography
contest, as well as a mental health art exhibit.
Recreation Update
Mr. Coutts shared information on pool attendance, season passes, and swim lessons for the Surf ‘n Slide
water park. Hiring for building attendants is currently underway for the Larson Recreation Center and
Explorer’s Day Camp continues to be at maximum attendance daily.

Parks Update
Mr. Aukett shared that aside from the normal routines of their busy season, crews also repaired the heaters
in the Surf ‘n Slide’s pool. Crews have also been working on fixing some irrigation lines at several
locations. There were questions posed by public members present regarding incorporating pickleball at
McCosh Park, which will be addressed at a future meeting when proposal plan is presented. Mr. Aukett
addressed some Board member questions about maintenance in our parks by discussing the future for
irrigation, watering of our parks, and the crews’ efforts at keeping City parks clean.
Director’s Report
1. Events – Mr. Coutts discussed the concert at McCosh Park, and the July 3rd fireworks show,
outlining that attendance was good. Mr. Coutts shared the importance of these events on social
media postings for community outreach.
2. Projects in Process – Mr. Coutts shared the ice rink chiller repairs are underway, as well as the Dano
Park prep for futsal courts.
3. RCO Grant Application – Mr. Coutts shared the current revision of the application, with support
letters from community organizations for both Sun Terrace Park and Longview Park.
4. SpringFest Review –Mr. Coutts shared that, following a recap meeting with SpringFest group,
collaboration between SpringFest and City departments involved made the event run smoother than
previous years.
5. Red, White & Boom Review – Mr. Coutts discussed the collaborative efforts of several departments
including the Police and Fire departments for public safety, and utility billing for vendors permits.
6. Park Board Vacancy Update – With the recent vacancy and the previous board member being a part
of the arts committee, Mr. Coutts and Ms. Boyd are looking for someone in that area to fill the
position. Current Board members’ suggestions were encouraged.
Adjournment
Mr. Harshman moved to adjourn the meeting. Motion seconded by Mr. White. Motion unanimously
approved. The meeting was adjourned at 7:21 p.m.
