CITY OF MOSES LAKE PLANNING COMMISSION MEETING MINUTES OF May 16 ,2024 Commissioners Present: Nathan Nofziger (Chair), Charles Hepburn (Vice Chair), Gary Mann, Susan Tao Commissioners Absent: Adam Weber Staff Present: Planning Manager Vivian Ramsey, Planner Amy Harris, Long Range Planner James Bagley, Project Surveyor Levi Bisnett and Planning Technician Michelene Torrey The meeting was called to order at 6:00 p.m. Attendance was called by Secretary Michelene Torrey. Commissioner Weber was absent from the meeting and Commissioner Mann moved to excuse the absence, seconded by Vice Chair Hepburn. Motion Carried Unanimously. Item # 1- Approval of Minutes from May 2, 2024, Meeting Commissioner Mann moved to approve the minutes, seconded by Vice Chair Hepburn. Motion Carried Unanimously. Item #2 –PUBLIC HEARING PLN2024-0022 Janke Shoreline- Planner Amy Harris presented a shoreline stabilization project to the commission. The applicant requested to use a mix of native vegetation to help stabilize the eroding shoreline. Vice Chair Hepburn moved to approve the Shoreline Substantial Development Permit with the Findings of Facts as stated within the Staff Report, seconded by Commissioner Mann. Motion carried. Vice Chair Hepburn moved to approve the Shoreline Substantial Development Permit with the conditions stated within the staff report. Commissioner Mann seconded the motion. Motion carried. Item #3 6 Year Transportation Improvement Plan- Project Surveyor Levi Bisnett presented to the Commission the City of Moses Lake’s Six Year Transportation Improvement Plan. The improvement plan included intersections and currently undeveloped roads within the City of Moses Lake. The commission requested changes to the TIP to be brought back to the next meeting scheduled for May 31, 2024. Requested changes included Highway 17 and Wheeler Intersection traffic control as well as Wheeler Road Improvements. Item #4 & #5 Comprehensive Plan Amendments 2023 and 2024 Docket Long Range Planner James Bagley presented the commission with the requested comprehensive plan amendments that were submitted in 2023 and 2024. Meeting adjourned at 7:21 PM by Chair Nofziger.
