10. Administration and Finance Committee
a. Consider a motion to approve Resolution No. 22-20 appointing Interim Manager,
Charles Kraus, as Borough Secretary.
b. Discuss Committee’s recommendation to proceed with reviewing and updating
Borough Ordinance 40 Manager; review and update manager’s job description;
review the PA Borough Code section pertaining to Borough Mangers, in

Manger.
c. Motion to approve Resolution No. 23-20 appointing Borough Manager/Interim
Borough Manager as chief administrative officer of the police and non-uniform
pension plans. (Titles rather than individual names as recommended by RJ Hall
pension funds manager)
d. Motion to approve memo from Interim Borough Manager notifying Borough
Council of the 2021 MMO for the Uniform Pension Plan and attached worksheet.
e. Motion to approve memo from Interim Borough Manager notifying Borough
Council of the 2021 MMO for the Non-Uniform Pension Plan and attached
worksheet.
11. Public Safety Committee
a. North Market Street Crosswalk Traffic Study
Chief Goshen completed/presented a traffic study for crosswalk evaluation on
North Market Street adjacent to Mount Joy Borough Park. He recommends the
ladder crosswalk design, signage and reduction in speed. Councilor Eichler
made a motion to move to full Council, Chief Goshen’s recommendation for
North Market Street crosswalk, parking restriction and signage as outlined in the
study; seconded by Councilor Castaldi. Motion carried unanimously.
b. Noise Exemption Request for Legion Fundraiser Event October 24, 2020 at 560
Clay Alley: Ref Borough Ordinance 170 (Noise)
The explanation for the request was discussed under Public Input. Chief Goshen
explained that this is in reference to Noise Ordinance 170-6, specifically Section
C, paragraph 3, which stipulates exemptions to the ordinance. Councilor
Castaldi made a motion to move to full Council the exemption from Borough
Ordinance 170-6 for the American Legion for the event on October 24, 2020 from
12pm to 5pm; seconded by Councilor Eichler. Motion carried unanimously.
c. Discussion on and if appropriate a motion to provide a public notice regarding
Halloween observance in the Borough. Sample wording:
Mount Joy Borough will continue to follow the Lancaster Inter-Municipal
Commission's long-standing Trick Or Treat scheduling policy.
While not a Borough-sponsored activity, we communicate this recommended
date/time for everyone's safety.

The Borough will not be changing this date/time for any reason, including
inclement weather.
Participation in Trick Or Treating is entirely up to the preference of individual
families.
We encourage those who do partake this year to follow available CDC and
PADOH guidance related to COVID-19
12. Public Works Committee
a. Motion to recommend the Model Stormwater Ordinance to Council for approval
to have ARRO and solicitor review it.
b. Discussion to inform Council about Boy Scout Troop and MSMJ doing work at
Gateway Park to clean up and repair the stone wall and stone arch
c. Discussion about grass strips
d. Discussion on request by Lifegate Church to rent the pavilion at War Memorial
Park.
e. Discussion on accepting Mr. Newcomer’s request for the waiver of all fees
associated with his stormwater project application. The solicitor commented on
this request and recommended additional wording on the permit when issued to
make clear the borough’s position on this waiver, if given.
13. Public Input Period - Comments of Any Borough Resident or Property Owner. Time limit
of three minutes per individual.
14. Any other matter proper to come before Council.
15. Authorization to pay bills.
16. Meetings and dates of importance see the orange calendar.
17. Executive Session.
18. Adjourn.
