SPECIAL TOWN COUNCIL MEETING
Tuesday, April 11, 2023, 5:00 p.m.

MINUTES
1. Call to Order
Mayor Haynie called the meeting to order at 5:00 p.m. Brenda Corley,
Howard Chapman, Laura Hyatt, Jake Rambo, John Iacofano and Carl
Ritchie were all present. Mr. Santos arrived at 5:07 p.m. during the
executive session. Ms. Whitley was absent.
2. Public Comment
Mr. Howard Chapman, 824 Natchez Circle stated Isle of Palms
Council Member Jan Anderson asked him to pass along her sincere ,
personal appreciation for the police and public safety assistance during
the incident on Good Friday.
3. Executive Session
Mr. Chapman moved to go into executive session for the reasons
stated on the agenda, seconded by Mr. Ritchie. All present voted in favor.
The motion carried 7-0.
The meeting was adjourned into executive session at 5:02 p.m.

(1) Consideration of applications to serve on the Planning
Commission
(2) Consideration of applications to serve on the Culture, Arts and
Pride Commission
(3) Consideration of applications to serve on the Historic District
Preservation Commission
(4) Consideration of applications to serve on the Historical
Commission
4. Post Executive Session
Council may take action on any item, including any subsection of any
section, listed on an executive session agenda or discussed in an
executive session during a properly noticed meeting.
Mayor Haynie reconvened the meeting at 5:56 p.m.
Ms. Corley moved to reappoint William Smyth and appoint new
member Michelle Mansour to the Planning Commission, seconded by Mr.
Rambo. All present voted in favor. The motion carried 8-0.
Mr. Chapman moved to reappoint Clyde Hopper, Deborah
Sutherland, Bryan Blalock and Courtney Theis to the Historical
Commission, seconded by Mr. Rambo. All present voted in favor. The
motion carried 8-0.
Mr. Rambo moved to appoint Chase Barrett to the Culture, Arts and
Pride Commission, seconded by Ms. Hyatt. All present voted in favor.
The motion carried 8-0.
Mr. Iacofano moved to appoint Christian Hayes to the Historic District
Preservation Commission, seconded by Mr. Ritchie. All present voted in
favor. The motion carried 8-0.
5. Adjourn
There being no further business, the meeting was adjourned at 5:58
p.m.
