1. Call to Order
Mayor Haynie called the meeting to order at 5:00 p.m. Daniel Brownstein,
Howard Chapman, Laura Hyatt, Jake Rambo, John Iacofano, Gary
Santos and Mike Tinkey were all present. Guang Ming Whitley was
absent.
2. Public Comment
Michelle Stress stated she would like to thank Council for listening to the
residents and establishing the Tree Task Force.
3. Executive Session
Councilman Chapman made a motion to go into executive session for the
reasons stated on the agenda and read by Mayor Haynie, seconded by
Councilman Iacofano. The motion carried unanimously and the meeting
was adjourned into executive session at 5:03 p.m.
A. Legal & Contractual Items
Discussion and possible action on pending litigation captioned
James N. Deierlein, Jr., et al. vs. the Commission of Public Works
for the Town of Mount Pleasant, et al. (2023-CP-10-01688)
B. Personnel
(1) Consideration of applications to serve on the Board of
Zoning Appeals (1 vacancy)
(2) Consideration of applications to serve on the Historic
District Preservation Commission (1 vacancy)
(3) Consideration of applications to serve on the Culture,
Arts & Pride Commission (1 vacancy)
(4) Consideration of applications to serve on the
Commercial Design Review Board (2 vacancies)
(5) Consideration of applications to serve on the newly
established Tree Task Force (7 vacancies)
4. Post Executive Session
Council may take action on any item, including any subsection of
any section, listed on an executive session agenda or discussed in
executive session during a properly noticed meeting.
Mayor Haynie reconvened the meeting at 5:44 p.m. stating no votes or
action were taken.
Councilman Rambo moved to direct the Town Administrator to proceed
as discussed in executive session in the Deierline item, seconded by
Councilman Santos. The motion carried unanimously.
Councilman Iacofano moved to appoint Cheryll Woods Flowers to serve
on the Board of Zoning Appeals, seconded by Councilwoman Hyatt. The
motion carried unanimously.
Councilman Tinkey moved to appoint Krystine Edwards to the Historic
District Preservation Commission, seconded by Councilman Brownstein.
The motion carried unanimously.
Councilwoman Hyatt moved to appoint Karen Smalls-Horlback to the
Culture, Arts and Pride Commission, seconded by Councilman Tinkey.
The motion carried unanimously.
Councilman Chapman moved to reappoint Timothy Kiel and appoint
Daniel Cruz to the Commercial Design Review Board, seconded by
Councilman Iacofano. The motion carried unanimously.
Councilman Rambo moved to appoint David Quick, Michelle Mansour,
Shanna Harris, James McKee, Edward Oswald, Deidre Kennedy and
George Grice to the Tree Task Force, seconded by Councilwoman Hyatt.
Councilman Brownstein stated he will be voting no on this item, which is
not a reflection on any one person, but he feels a more balanced group is
needed.
The motion carried with a 7-1 vote with Councilman Brownstein voting
opposed with all others present in favor. The motion carried.

5. Adjourn
There being no further business, the meeting was adjourned at 5:48 p.m.
