Mr. Owens called the meeting to order at 8:30 a.m.
1. Approval of Minutes from the December 3, 2018 meeting
Ms. Landing moved for approval; seconded by Mr. Santos. All present
voted in favor.
2. Public Comments
Kevin Cunnane, 3032 River Vista Way, Mount Pleasant. Mr. Cunnane
stated that he noticed the Town was going to spend money on self-
contained breathing apparatus, and that it would comply with the
National Fire Protection Association (NFPA) standard. He stated that this
is excellent because it is a gold standard that is used internationally. Mr.
Cunnane stated that it is the right place to go when looking for an
equipment standard, but it is also the right place for our staffing
standard. Issues that tie together in the fire service all come back to the
basic assumptions of the NFPA codes and standards. He stated that we
also need to use it for our most important asset in fire protection which is
our people. The Town’s staffing standard should reach NFPA
requirements as well. He noted that how much air you have in the packs
is based on assumptions that you are going to have a certain amount of

crew to rescue someone when going into a fire. He stated that it is great
that we use the standard for the equipment, but we also need to use it
for our staffing. He stated that it all ties together, and the Town needs to
look at it in totality.
3. Award of contract for thirty-two (32) NFPA compliant self-contained
breathing apparatus (SCBA) units
Mr. DeMoura stated that Mr. Cunnane described the product very well.
The bid amount was $245,206.40. This provides the Town with thirty-
two (32) compliant cylinders. Mr. DeMoura asked the Committee for
adoption and approval of this request.
Mr. Owens stated that he is concerned about the cost. Each item is
about $7,600.00-$7,700.00. He stated that other packs cost much less
than that, and we only have one vendor that we are looking at providing
this product to the Town. Mr. Owens asked where we stand on product
delivery from this vendor. He stated that he likes competition and needs
feedback.
Mr. Griles stated that this is a Federal Emergency Management Agency
(FEMA) grant with a 90/10 split. The Town’s share is a little over
$24,000.00. He stated that with the FEMA grant there are certain
solicitation requirements. Staff followed those and, also sent it to
disadvantage business enterprises which was required through the grant.
The Town did solicit competition, but it only received the one Bid. Mr.
Griles stated that this purchase includes the harness/backpack, face piece
and two cylinders.
Mr. Owens stated that he was looking at tanks that ranged from $895 to
2,500with the harness, mask and tank. He stated there is no doubt we do
not want to compromise quality. If we are within the guidance of the
grant, he understands.
Ms. Landing stated that of the $245,206.40, the Town is responsible for
$24,260.00 the rest is coming from the FEMA grant.
Mr. DeMoura replied that it was correct. FEMA is covering 90%.

Mr. Santos made a motion to approve staff recommendation for
Rhinehart Fire Services in the amount of $245,206.40 to purchase 32
NFPA compliant SCBA units and accessories as described. Ms. Landing
seconded the motion. All present voted in favor.
4. Award of contract for pine straw and mulch maintenance services
Mr. Griles stated that the Town received bids from qualified contractors
to provide the pine straw and mulch maintenance service at various
locations and facilities within the Town. Staff received three bids with
Lowcountry Mulch, Inc., being the lowest responsive and responsible
bidder. They are the current contractor and they have successfully
performed. Staff recommends contracting with Lowcountry Mulch, Inc.,
in the amount not to exceed $218,325.00 to provide pine straw and
mulch maintenance services for the Town. The quantities may vary,
which is the reason for this being a not to exceed amount.
Ms. Landing asked if Lowcountry Mulch is a local company.
Mr. Griles affirmed in the positive.
Mr. Owens asked if they are part of the local vendor partnership
program.
Kathy Frame, Assistant Procurement Officer, stated that they do not
qualify for the program. While they are in Mount Pleasant, their principal
place of business is in Charleston.
Ms. Landing made a motion to approve to award the contract for pine
straw and mulch maintenance services to Lowcountry Mulch, Inc., in the
amount not to exceed $218,325.00. Mr. Santos seconded the motion. All
present voted in favor.
5. Adjourn
There being no other business, meeting adjourned at 8:39 a.m.
