TOWN OF MOUNT PLEASANT, SOUTH CAROLINA BOARD OF ZONING APPEALS JULY 27, 2020 MINUTES Attachment 1—Staff Report Present: Barry Wolff, Chair, Julian Hopkins, Beth Santilli, Elliott Barrow, Stephen Wood, Megan Stevens. Absent: Stephen Duke. Staff: Michael Robertson, Lynnette Lynes Mr. Wolff called the meeting to order at 6:01 pm. A. Approval of Agenda Mr. Barrow moved for approval of the agenda. Ms. Stevens seconded the motion. All in favor. B. Approval of Minutes Mr. Barrow moved for approval of the minutes. Ms. Stevens seconded the motion. All in favor. C. Public Comment There being no comment, Mr. Wolff continued with the agenda. D. General Correspondence No correspondence. E. Explanation of Procedures and Administration of Oath Mr. Wolff reviewed the procedures and administered the oath to those speaking. Board of Zoning Appeals July 27, 2020 Page 2 of 3 F. Business 1. Case V-16-2020, 302 Bank Street, TMS# 532-05-00-203, Request for relief from the strict application of Sections 156.313(D)(3) OV-HD and 156.321 ISLC-OD, to allow greater than 40% impervious surface as defined in Sec. 156.007. Mr. Robertson reviewed staff comments with the Board (attachment 1). Mr. Stephan Zacharkiw, owner, reviewed the request with the Board. There being no comments, Mr. Wolff closed public comment. Mr. Wood moved for approval with the condition that lots 6-A total impervious surface coverage is reduced 4.69% of the total lot coverage for a total lot coverage of 34.31% and no future subdivision is allowed in perpetuity. Ms. Stevens seconded the motion. All in favor. 2. Case V-18-2020, 514 Deer Street, TMS# 532-09-00-127, Request for relief from the strict application of Sections 156.107 (B)(2), 156.111 (B)(3), and 156.303 (C) to allow a front yard setback of twelve feet for accessory structures on a lot fronting two, non-intersecting streets. The ordinance requires a 30-foot front yard setback on both streets. Mr. Robertson reviewed staff comments with the Board (attachment 1). Ms. Amber Aument, representative for the owner, reviewed the request with the Board. There being no comments, Mr. Wolff closed public comment. Mr. Wood moved for approval of the request limited to the request for the accessory dwelling unit was previously approved in 2017 and denial of the request for a pool as a hardship as outlined by the state statute has not been met. Mr. Barrow seconded the motion. All in favor. Board of Zoning Appeals July 27, 2020 Page 3 of 3 3. Case A-2-2020, 620 Coral Street, TMS#532-06-00-135, Appeal of the Decision of the Zoning Administrator that the proposed Accessory Dwelling Unit exceeds the allowed footprint. Record of the Zoning Administrator Mr. Robertson reviewed staff comments with the Board (attachment 1). Mr. John Hines, owner, and Mr. Chris McCarthy, architect, reviewed the request with the Board. There being no comments, Mr. Wolff closed public comment. Ms. Stevens moved to uphold the decision of the Zoning Administrator’s decision and deny the appeal. Mr. Hopkins seconded the motion.
