CULTURE, ARTS & PRIDE COMMISSION Wednesday, November 14, 2018 12:00 noon Municipal Complex, Committee Meeting Room (3300) 100 Ann Edwards Lane Mount Pleasant, SC 29464 MINUTES Members Present: Rebecca Gosnell, Chair; Ann McGahey, Bren Romano Monteiro, Kenda Sweet, Amanda Tadlock, Charles Williams Staff Present: Nicole Harvey Ms. Gosnell called the meeting to order at 12:12 p.m. after some technical difficulties. 1. Approval of Minutes from the October 10, 2018 meeting Mr. Williams made a motion to approve the minutes of the October 10, 2018 meeting. Ms. Monteiro seconded the motion. All were in favor. 2. Public Comments None 3. Report from Subcommittees a. Green Mount P Ms. Sweet said that she and Ms. Harvey met with Mr. James Aton from the Transportation Department. Ms. Harvey said that Mr. Aton helps with anything we do related to the South Carolina Department of Transportation (SCDOT) such as Encroachment Permits for the traffic boxes and helping us to determine the breakaway sculpture base requirements.  Culture, Arts & Pride Commission November 14, 2018 Page 2 of 19 Ms. Sweet said they met to discuss the possibility of doing something in the roundabouts such as topiaries. She said that the next step was for her to research some sample photos of topiaries to be able to show people. Ms. Harvey said she was going to talk with Mr. Eddie Bernard on the types of trees, planting times, and when would be best to try to roll this out. She asked everyone to look as they are driving and identify roundabouts that are good candidates for the program. She said they know there are a couple that are not good candidates such as Hospital Drive and Shelmore on Mathis Ferry. She said that the one at Bessemer is already very well landscaped. She said there are some in Park West, but not the one at Queensgate because it will be part of the widening project. Ms. Harvey said that Carolina Park may have some good candidates. She said that the ones on Harry Hallman and at Porcher’s Bluff might be good. She asked that they pay attention to roundabouts and see which ones have good space to build this project out. She said she was also going to talk with Mr. Pat Carter from the Police Department about accident history at various roundabouts in case that is something to consider. Ms. Sweet said they are working on moving that project forward. Ms. Sweet asked if they should be working on submissions for the Pride Award and if that was to be announced in January. Ms. Harvey said they need to be doing that at present. She said they would decide in December and present the award at the January Council Meeting. Ms. Sweet said she would like to find a way through social media to ask the public to nominate so it was not just the committee nominating. She would like to get input from the public. Ms. Sweet said she wanted to follow up on a new trash truck and the possibility of them wrapping it. Ms. Harvey said she had not heard anything from the Public Services Department in a while. Ms. Sweet said that she is planning to look into Palmetto Pride, which is a statewide organization. She said they do competitions for children’s art to be used in public. She said she thought she might work with them on the trash truck idea. Ms. Sweet asked if they could be shown the logo design concepts that Ms. Tadlock came up with for the pollinator friendly program. Mr. Williams said it should not be a problem in getting the word out about the Pride Award. He asked that she send him the criteria and he will take care of it. Ms. Harvey shared the logo samples. Everyone liked them and agreed that the flower shape was their favorite. Ms. McGahey said she liked that the colors coordinate with the Town logo. Ms. Gosnell asked Ms. Tadlock if she would like to put “designed by” on it. Ms. Tadlock answered in the negative but said it does need to have the words Bee Friendly added to it. Ms. Gosnell said it sounded like the Committee wanted to adopt the flower shape as the official bee logo. Ms. Gosnell reviewed the to do list. She said that everyone should be looking at the roundabouts for potential project sites. She said they need to have recommendations for the Pride Award. She said that they are selecting in December. Ms. Harvey said that Vintage Coffee and Coastal Crust received the award last year. She said that previously East Cooper Medical Center, Towne Centre, the Market at Oakland and Ion, among others, have won. Mr. Williams asked about the roundabout on Rifle Range and if it would qualify. Ms. Gosnell said they need to be looking for a business that has done something outstanding in their beautification efforts. Ms. Harvey said that businesses and homeowner associations have won along with developments. Ms. Gosnell asked Ms. Sweet if she would send an email to the Committee to remind them to give her some recommendations in the next week before they get away for holidays. Ms. McGahey asked if they would not have time for input from social media. Ms. Gosnell said that they would, but she wanted the Committee to do it before they forget. b. Town Hall Art Ms. Monteiro said she went to the Mount Pleasant Artist Guild’s meeting this month. She said they gave her about ten minutes to present and she talked mostly about the Town Hall Art project. She said she took some hard copies of the submission form. She said she was expecting 12-15 people to apply and there was probably around 100 people there. She said they have their own Facebook page that is more than just their newsletter and they have other means to get the information out for submission processes. She said she brought up the Facebook page that the Commission was awaiting approval on to launch. She said she told them the Commission was wanting the guild to be active in our projects and programs. Ms. Harvey said that she had 27 slides, and some have multiple entries from the same artist. Ms. Gosnell said they would come back to this as they were waiting on printouts of the submissions due to the technical difficulties and the screens not working. Ms. McGahey said that Experience Mount Pleasant had a post and asked if Ms. Harvey had sent it. She said they only had three submissions before she sent it to Mr. Marquel Coaxum and Ms. Allison Lane. She said that immediately she received a lot of responses once it was posted. Ms. Gosnell said they would come back to the selection for Town Hall Art. At 12:44 p.m. Ms. Gosnell said they were ready to go through the art selection. Ms. Harvey said Mr. Andrew Allen was the first one. Ms. Monteiro asked if he had three submissions. Ms. Harvey answered in the affirmative. She said she did print out everyone’s application with a little more information about the submissions if the commissioners had any questions. Ms. Gosnell asked how many selections they would be making. Ms. Monteiro said they never came up with a set number. Ms. Harvey said she walked through earlier looking at the hallways and she said she thought they could select one piece from each artist and have plenty of wall space. She said they do not have to fill every wall. She said there was one space by the court room on the first floor and on the second floor there are several spaces. She said on the third floor there are quite a few spaces and some of the walls are long and wide. She said a lot of the art work submitted is not very large. Ms. Gosnell asked if it made sense to look through and see if there was anything they do not want. Ms. Monteiro said they could say the ones they like and see how many that is and if they would need to pare it down. She asked if they were also selecting for the Mayor’s Office. Ms. Harvey answered in the affirmative. Ms. Harvey said it was up to the Commission as they have always selected it before. Ms. Sweet suggested they let the Mayor select his art. Ms. Monteiro said it would be nice as he looks at it every day. Ms. Sweet said they should let him decide which one he would like in his office. She asked if the picture, Rivers to the Sea, was a wall hanging. Ms. Harvey said it was mixed media. She said she did have a conversation with the artist because she needed her to explain it. She said that the way she described it was it would not be framed but would come out from the wall. Ms. Sweet said Rivers to the Sea looks like it was a kinetic sculpture that hangs on the wall. Ms. Monteiro asked if it was mounted to a board. Ms. Harvey read from her application that although this image shows Lumiere on the runway, for this installation the artist said she realizes that it needs to arrive framed. She said this would be accomplished as if the still form is bursting to life out of the flat frame dimension. Ms. Sweet asked if it was not Rivers to the Sea as she thought it was the picture of the woman wearing something. Ms. Harvey said that Rivers to the Sea was a four by eight, sculptural copper textile waterfall meditation that hangs on a wall suspended slightly above conventional hanging, so its virtual flow continues. Ms. Sweet said she understands that but does not understand the Lumiere. She said they are so similar, and they should pick one or the other. She said Rivers to the Sea because she can figure that one out. She asked how far it would come out from the wall and if people would scrape it as they walk by. Ms. Sweet asked how deep it was. Ms. Monteiro asked about the space being large enough on the first floor. Ms. Harvey said it was by the court room doors, Council Chambers. She said she would be afraid if it stuck out too much that the doors would hit it. Ms. Sweet said they may want to put something like that on one of the other floors. Ms. Monteiro said that something like that would overshadow a small thing next to it and it would need its own little corner. She said they should pick and then see where they could be. Ms. Harvey asked if she was talking about the blue one. Ms. Monteiro said any of them because all three of them come out. Ms. Sweet said she would suggest that they pick one of hers. Ms. McGahey said she liked the blue one. Ms. Sweet said she liked the blue one and the Rivers to the Sea. Ms. Harvey said she could find out from the artist how far it comes out from the wall and determine which one of those they would have more appropriate space. Ms. Monteiro said she would hate for the artist to think they are picking things based on size. Ms. Harvey emailed the artist to ask the depth of the pictures. Ms. Monteiro asked if the Andrew Allen pictures were photos of places here in Mount Pleasant. Ms. Sweet said one was downtown and looked like Francis Marion or the Mills House. Mr. Williams asked where they would be placed. Ms. Harvey said in the hallways of all three floors. She said on the first floor there is only the space outside of Council Chambers. She said there are hanging bars. Ms. Sweet said the Sunset over the Ravenel was gorgeous. Ms. Monteiro asked if they were going to do check marks and then talk about them. Ms. Gosnell said she thought they should talk about the ones they did not think they wanted. Ms. Sweet said with Fer she did not think they could do three or four by the same person. She said she liked the sunset a lot since she had a tree in there now. Ms. McGahey said she did not think goats were appropriate. She said the sunset or the horse. They reviewed. Ms. Sweet said for Constantine she likes one of the shrimp boats. Ms. Monteiro asked to look at Andrew Allen again. Ms. Sweet said to go with his boat. Ms. Monteiro agreed. Ms. Sweet said she would do it larger than the 16 x 20. Ms. Monteiro said everything she liked was very Mount Pleasant. Ms. Monteiro said on Rebecca Banet they are going to wait to get some feedback from her on the depth. Ms. Sweet said she liked the Ravenel Bridget Sunset. Ms. Monteiro said she chose that one as well. She said with Heather Moran she liked Frank. Ms. McGahey and Ms. Sweet agreed. Ms. Gosnell said that was what she was thinking as they do not have the right context if they are broken up. Ms. Monteiro said she thought that they work together. Ms. Sweet asked if they would not do Lady Eva. Ms. Monteiro said just the two of those and did not know how they would be framed but maybe could be together or have similar frames. She said for Karen Hakim-Butt she liked the beach one. Ms. Sweet said they were tiny. Ms. Gosnell asked if they could do them as a group or do the driftwood. Ms. Monteiro said they could maybe find a special place for a small piece. She said on Lucia Bolibruchova’s she liked the Bull Island one as Rainbow Row is more downtown. The group agreed. Ms. Monteiro said with Phyllis Malpas’ pieces she liked Daybreak on the Wando. She said she liked Chris Manning’s and it says any size. Ms. Harvey said she checked what that meant and was told that it would be printed on canvas and will be any size they want it to be. She said that once they have made their decisions on all of them, they can go look at the space and figure out where they are going to hang each of them. Ms. Monteiro said with Mark Hood she liked Boone Hall. She said they are not very large. Ms. Sweet said it was two by three feet. Ms. Monteiro said they could do one on top of the other. Ms. Gosnell said she likes the bridge and Boone Hall pictures. Ms. Monteiro said they are thinking about Boone Hall and the view of above the Ravenel Bridge with one on top of the other possibly. She said that will be determined when they figure out where each one of them are going to be placed. Ms. Monteiro asked to review Gloria Union Smith. Ms. Sweet said she liked abstract number one. Ms. Monteiro and Ms. McGahey said they liked number one also. Ms. Monteiro said they could do both of them because they are the same size. Ms. Sweet said she liked number one. Ms. Monteiro said she also has the Majestic Herring and they do not have any birds. Ms. Sweet said she was wanting to do abstract because they do not have one. Ms. Monteiro said they could do both of them. Ms. Sweet said they need to see how much room they have. Ms. Monteiro said for Constantine Voronin they have End of Working Day, Saint Phillips Church, and the Magic of Three. She likes End of Working Day and the Magic of Three. Ms. Tadlock said she liked the Magic of Three. Ms. Sweet agreed. Ms. Monteiro said the Magic of Three and End of Working Day. She said if they come up with an issue of space they will reduce down. Ms. Harvey asked if Ms. Sweet would give her the list with the chosen ones. Ms. Sweet said they will let the Mayor decide what he wants in his office. Ms. Gosnell said to summarize their tasks that are on their to do list was they are all responsible for looking at roundabouts, make recommendation for the Pride Award, and are waiting on information on the trash truck so Ms. Sweet can follow up on. She Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride Commission November 14, 2018 Page 11 of 19 said she was reaching out to the Restaurant Association about the oyster display, doing a site visit the next Tuesday at 12:30 p.m. to look at placement for the oysters, and drafting a letter to Mr. Riggs summarizing the Commission’s intentions with Paint the Town. She said they are getting submissions for the January silhouettes as well as the oysters. She said that Marketing is going to focus on those artist submissions that are out and trying to get people excited about participating. She said they should also announce the new selection of artists for Town Hall. Ms. Monteiro asked if they were going to announce that first or did they want to announce them with the artist and photo after they were hung. Ms. Harvey said if they get the approval and get the social media pages up and running, they could do some preliminary posts about the selected artists and list them out and then post the individual pictures as they bring them in and get them hung. She said they may not be able to do them it all at one time. She said they need to notify the artist first and identify the spaces. Ms. Sweet said if they do not have enough space then on the ones they picked double they could narrow it down. Ms. Gosnell asked Ms. McGahey to select a Marketing Subcommittee date for early December so they can review all the things they have going on and make sure that she has everything that she needs from the group to promote what is happening. c. Sculpture Ms. McGahey said there was nothing new to report on Sculpture. She said they are still working on the bases. Ms. Harvey said that she put in the PUPS request. She said the request is for identification of lines and she is having them mark both locations that they discussed at the library. She said that once that was completed, they could go over and look. She said they are also marking the location at the Jones Center. She said it goes out to all the utility companies to identify where the lines are. She said she had talked with Carey from the College of Charleston Sculpture Department and he knows the Commission is wanting to get the sculptures mounted. Ms. McGahey said that as far as going to the College of Charleston to select for next year, that usually happens after spring semester starts in January. She said that sometimes they go in January and sometimes early February. She said she had not reached out to them yet to officially set up a time. She said she will check back with them after the semester starts in January. d. Emerging Arts Ms. Gosnell said that she understood the Oysters are set to arrive soon and asked about the submission documents. Ms. Harvey said she thought the submission document was finalized but she wanted them to review it before it gets posted and they were awaiting confirmation of the delivery date. She said they were to be delivered the week of December 3. She said at the December meeting they would be selecting art. She said her goal was to get that submission request out hopefully by tomorrow or Friday at the latest. She said they will collect the submissions, select them in December, and depending on the timeline for artists and everyone involved have them completed by the end of January. She said she wanted to see if they could work with the Charleston Restaurant Association and hopefully debut at the Oyster Festival and then be moved to Memorial Waterfront Park. Ms. Gosnell said she would reach out to the Charleston Restaurant Association to make sure the Commission has permission to have them at the festival. She said she pulled up the document that Ms. Harvey had sent to them for review. She said it was a dimensions document, paint tips, and an Art on the Half Shell artist request. Ms. Harvey said that when they finalize the Word document and turn it into a pdf she will merge the files into one pdf. She said when people open it on the website, they can have all the information in one file. Ms. Sweet asked if there was any place on the sculpture where their names would go with a plaque or anything. Ms. Harvey said they could have one made. Ms. Sweet said she did not know if they needed it but thought it was something the Commission has to decide. Ms. Gosnell said the artists should sign the work. The Commission agreed. Ms. McGahey asked how many they decided they could do. Ms. Harvey said five. Ms. Sweet asked if they wanted to put in the application about having them signing the artwork. Ms. McGahey asked if they had decided how they will be displayed at Memorial Waterfront Park. She asked if they would be grouped together or scattered around. Ms. Harvey said that was still to be determined. Ms. Gosnell said she thought in January they should do a site visit. Mr. Williams asked if the Town had the final say on this. Ms. Harvey said that as always, the Commission has to get approval. Ms. Gosnell said that as far as the Oysters go, they have the submission paperwork completed, the check has been sent and the product is in production and they have a delivery time. She said she will be checking with the Restaurant Association on the initial roll out display. She said Ms. Harvey is organizing their movement with the Town staff. She asked if they need to draft a letter to Mr. DeMoura for placement in the park or who else it would need to go to. Ms. Harvey said she thought they need to meet at the park sooner rather than later to figure out where they would like to have them. Ms. Harvey answered in the negative. Ms. Gosnell said they could meet next Tuesday at 12:30 p.m. and invited anyone who wanted to join. Ms. Sweet said that was the twentieth. She said they could select where they would like to put them and put that in the letter. Ms. Harvey said if they want to put any in the pier area that would go through Charleston County Parks and Recreation. e. Traffic Box Art Ms. Harvey said she had been working on collecting the high- resolution images and the South Carolina Department of Transportation (SCDOT) Encroachment Permit has been sent to Transportation and sent up to them. She said it was all in process. Ms. Harvey said if they have not seen a current Mount Pleasant Magazine to pick one up as there is a great article on the boxes. She said she was not sure why there was a picture of a traffic box that Ms. Greta Kruesi did in California as well as her turtle one here. She said there are pictures of a lot of the boxes. She said there was some confusion in production as it says on the picture that the Town of Mount Pleasant provided pictures, but Ms. Harvey said she did not provide the one from California. She said she told Mount Pleasant Magazine how much she appreciated their support and the article. f. Paint the Town Ms. Gosnell said the idea they discussed at the last meeting did not turn out to be doable. Ms. Harvey said that it potentially was. Ms. Gosnell said not on a large scale. She said that Ms. Sweet spoke to Mr. Ed Riggs at the state level of The Accommodations Tax Advisory Committee to see if the Committee could do the public/private partnership where the businesses donate the space and the Commission pays the artist for their work. She said he did say that he did not see any particular reason why they could not move forward with that private/public partnership. Ms. Gosnell asked if it would be wise for her to draft that agreement and run it back through Mr. Riggs. Ms. Sweet said she thought so. Ms. Gosnell said she would draft a letter to him. Mr. Williams asked how aggressive they were going to be with that and asked if they were going to have one done and then get feedback from the community. Ms. Gosnell answered in the negative and said once they get everyone’s approval the Commission is going to have an article come out in the Moultrie News. She said in that same time period they are going to go out with the letters of agreement and talk to businesses and get everyone who is interested onboard. She said she has a trove of artists who are standing by and waiting for the go ahead. She said at that point they will load all the sites on the website and let people start making their pairings. She wants to see it as a burst of activity and turn it into an art tour of Mount Pleasant. Mr. Williams said that would be awfully expensive. He said he thought they would do it, not on a trial basis, but do one and see what the public thinks of it before they jump in. He said that the Town of Mount Pleasant is kind of split people wise. He said some people might not like it especially down here, but they would love it in the north end. Ms. Gosnell said that the business owners are going to make that decision about how they want to represent themselves in an artistic manner. She said she thought they will make a decision that reflects their constituency. Ms. Sweet said what would address that issue possibly is to have samples to show them including some smaller pieces of mural art, so Telephone (843) 884-8517 - Fax (843) 856-2180 www.tompsc.com  Culture, Arts & Pride Commission November 14, 2018 Page 16 of 19 people do not think they have to do an entire wall of their building and they can do something small as well. She said that they would have that in the portfolio. Ms. Gosnell said at this point they do not have enough approval at a variety of levels to move forward and she would be working diligently on that. g. It’s Raining Art! Ms. Monteiro said they had the contest and presented the three winners at the Towne Centre Fall Fest. She said that Councilor Whitley was there and took part in the presentation. She said that the families were excited, and the children were thrilled. She said that next are the silhouettes. Ms. Harvey said she thought they were supposed to select those in January. Ms. Monteiro said she could not remember either but thought they were selecting in January and asked if they would send out the request for submissions in December. Ms. Harvey said that on the timeline they have request for submissions in November, select in December, and January install. Ms. Gosnell said especially since they know there are one hundred plus people on the Facebook page of the Artist Guild. Ms. Monteiro said that was the next step to see if they can have some artwork to pick at the December meeting. She said it makes sense that if they do not have enough and they have to extend it for a time they could do that. h. Marketing Ms. Gosnell said that coming up they have artist submission information going out for the Oysters and for Silhouettes. Ms. McGahey said she thought Ms. Harvey had an update on the process of launching social media. She said they have three of the four signatures that they need to launch the Commission pages. She said as soon as they have the fourth signature, they will get those pages launched. Ms. Sweet asked if they could have a tutorial. Ms. McGahey said she could do that. She asked if they decided if they were going to do a logo for the social media when they had the Marketing subcommittee meeting. Ms. Harvey said she thought they decided they were going to stick with the Town’s logo. Ms. Monteiro asked about using a photo of some recent work. Ms. Harvey said at the last meeting they said they were going to switch out pictures of current installations of things. She said it was different traffic boxes, sculptures, and various things. She said they would rotate what the Commission’s profile picture and cover photos would be. Ms. McGahey said that on Instagram the profile pic is small. Ms. Harvey said it would perhaps just be the Town logo mark. Ms. Monteiro said they talked several times about whether or not they should create a CAP logo. She said they always end up saying just stick with the Town one. She said at some point may feel a need to do that and that would be perfect for the page. Ms. Gosnell said that just getting their work out there is enough without the extra burden of branding themselves at this point. Ms. Monteiro said she did think that they would eventually brand themselves and it would be a logical next step. Ms. McGahey said when they scroll through Instagram the profile picture is very tiny and probably smaller than a dime. She said that you do not enlarge it like you can on Facebook. New Business Ms. Gosnell asked if there was any new business. Ms. McGahey said she had spent some days in Phoenix, Arizona and they are a pro-sculpture city and said it was inspiring to see that. She said there are large sculptures and small pockets of space in front of skyscraper buildings for sculpture. She said one can see it from the road even in the downtown area and it was nice. Ms. Gosnell said that Ms. Stephanie Meadows had officially resigned her position due to conflicts. She said they will be looking forward to welcoming a new committee member and said that comes through Council. She said they would be open to any suggestions that the Commission has. Ms. Harvey said if they open the email she recently sent with the minutes, agenda, and action items to consider, there is a link to apply to be on commissions. She asked that they identify any people that they think would be good candidates and have them fill out the application. She said they had been fortunate to get very good people. She said it was a time commitment and to communicate they are a very active committee. Ms. Gosnell said she thought they would be well served if they had someone from the Artist Guild. She said that she did reach out to them last month and did not get a response. Ms. Monteiro said she had thought of someone but had not talked to them yet, but he would have the time and is one of the better location scouts in Charleston and lifelong resident and would be a great addition. Ms. Gosnell said it would be good to have some diversity either in gender or color. Ms. Sweet said she had a great man last time who applied but he had not lived here a year yet and maybe now he has. Ms. Gosnell said that on the to do list she was adding recruit prospective members. 5.
