MINUTES
Members Present: Kathryn Whitaker, Chair; Brad Dunnells, Ann
McGahey, Bren Romano Monteiro, Courtney

Members Absent: Corey Alston, Nicole Thomas

Ms. Whitaker called the meeting to order at 12:05 p.m.
1. Approval of Minutes from the September 15, 2021 meeting
Ms. McGahey made a motion to approve the September 15,
2021 minutes. Ms. Monteiro seconded the motion. All were in favor.
2. Public Comments
None
3. Subcommittee Assignments Review
Ms. Harvey shared the subcommittee assignments.
4. Report from Subcommittees
a. Sculpture
Ms. Harvey said they had been communicating with Mr.
Jarod Charzewski and Mr. Herb Parker at the College of
Charleston (CofC).
Ms. McGahey said they downsized the department due
to relocation for renovations and they do not have enough
space for students to work on large public display sized
sculptures. She said they said an alternative would be to
reach out to their art graduates to ask if they were interested.

The Committee and staff discussed the budget for this as
the college was asking for $1,200 per sculpture instead of the
usual $750. They also discussed having high school students
possibly from the Charleston County School of the Arts (SOA)
complete a sculpture.
Ms. Harvey suggested offering the college one alumni
space for $1,200 and the other to SOA for $750 (the
customary student stipend). She said she would ask Ms.
Nicole Thomas to discuss and see if SOA is interested.
Ms. Whitaker asked if there was a motion to approve
$1,200 for the CofC alumni contest and $750 for SOA. Ms.
McGahey made the motion. Mr. Dunnells seconded the
motion. All were in favor.
b. Art on the Half Shell
Ms. Harvey said a selected artist was unable to paint her
oyster so she returned it. She shared previous submissions
for review and replacement selection.
Ms. Sarre arrived at the meeting at 12:17 p.m.
The Commission discussed the submissions and selected
a first choice and a second choice as a backup.
c. Performing Arts
Mr. Dunnells said they have a plan to focus on the Town
Hall Concert Series. He said they would open an application
process to other performers or other performing arts genres.
He said Ms. Sarre had an application draft for review.
Ms. Harvey shared what Ms. Sarre submitted and said she
would edit it and email it to everyone. She said they have
a performing arts show called Laurel Canyon on November 14
at 5 p.m. by the Village Repertory Theatre. She said it was 60’s
and 70’s "sounds of California" music.
The Commission discussed the budget for Performing Arts,
discussed having a performance for the holidays and possibly
having it in conjunction with the Mayor’s Music & Art event.

They continued discussion on the types of performances to
have such as carolers, HALO, and other groups.
Ms. Harvey said she would like to select art at the
November meeting or consider moving the December
Commission meeting from December 8 to December 1.
The Commission continued discussion about the mayor’s
reception and using children or professionals for entertainment.
Ms. Sarre suggested Mr. Brad and Mrs. Jennifer Moranz
to have a performance. She said she would contact them.
d. Unincorporated Areas
(1) Sweetgrass Basket Stand Project
Ms. Harvey said a small group of them could finish the
two undone first-round stands and they need to pick a date for
the next round. She said Towne Centre is fine with the ones
near them being done. The Commission decided on Nov. 13.
e. Culture
Ms. Harvey said they talked about putting the
Unincorporated Areas subcommittee under Culture. After
discussion, they decided to change it to Sweetgrass Basket
Stand Project since that is the current primary focus.
f. Marketing
Ms. Harvey said they are restructuring the assistant
position in the Special Events Office to full time. She said she
would like to start having spotlights again on the various
artists involved with the Culture, Arts & Pride Commission.
5. New Business
The Commission discussed murals and discussed involvement with
Lucy Beckham High School and various other schools in Mount
Pleasant.
6. Adjourn
There being no further business, the meeting adjourned at 1:09 p.m.
