TOWN OF MOUNT PLEASANT, SOUTH CAROLINA OLD VILLAGE HISTORIC DISTRICT COMMISSION OCTOBER 14, 2019 MINUTES Green arrows are hyperlinks to the recording Attachment 1 - Staff Report Present: Leigh Rowe, Chair, Louisa Montgomery, Co-Chair, John Hackenberg, Gene Gallogly. Staff: Austin Rutherford, Jane Yager-Baumrind Ms. Rowe called the meeting to order at 5:02 pm. I. Approval of Agenda Ms. Montgomery moved to approve the agenda. Mr. Gallogly second the motion. All in favor. II. Approval of Minutes – September 9, 2019 Ms. Montgomery moved to approve the minutes. Mr. Hackenberg second the motion. All in favor. III. Correspondence Mr. Rutherford stated the Commission received all correspondence. IV. General Public Comment Ms. Ashley Woody, 110 Friend Street, expressed her concern with item VII and the encroachment on public property. She suggested that this would set a precedent and asked the Commission to deny the request. V. Consent Motions Ms. Montgomery moved for consent approval of the following items: ➢ 510 Pitt Street – Survey 4231 – (TMS 532-05-00-045) Applicant is seeking Final Review for a new accessory garage. Old Village Historic District Commission October 14, 2019 Page 2 of 5 ➢ 304 Morrison Street – Historic 6162/Survey 6162.01 – (TMS 532-01-00-054) Applicant is seeking Final Review for revisions to previously approved plan. Mr. Gallogly second the motion. All in favor. VI. Appeal to the Commission of Specific Interpretations and Decisions of the Zoning Official Pursuant to Section 156.433(I)(1). (Item continued at the August 12, 2019 and September 9, 2019 meetings) – REQUEST FOR CONTINUANCE Ms. Montgomery moved to approve the continuance for one month. Mr. Gallogly second the motion. All in favor. VII. Consideration of request for an encroachment permit for dock at 101 Mary Street. (This item referred to OVHDC from Transportation Committee of Town Council on September 30, 2019) – Encroachment Application, Staff Report, Correspondence Ms. Montgomery moved to approve the continuance for one month. Mr. Gallogly second the motion. All in favor. VIII. Business A. 320 Venning Street – Historic 6185 – (TMS 532-01-00-108) Applicant is seeking Final Review for additions and renovations to a Historic home. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Sebastian Von Marshall, Beau Clowney Architects, reviewed the application with the Commission. Mr. Gallogly moved to approve the request including the front and rear setback encroachments. Ms. Louisa Montgomery second the motion. All in favor. B. 916 Pitt Street – Survey 6284/6284.01 – (TMS 532-13-00-056) Applicant is seeking Final Review for the demolition of an existing accessory structure and to replace it with a new accessory dwelling unit (ADU) and a pool. Mr. Carl McCants, MC3 Designs, LLC, reviewed the application with the Commission. Ms. Montgomery moved to approve the ADU and pool including all staff recommendations as the structure is not historic. Mr. Gallogly second the motion. All in favor. C. 237 Middle Street – Survey 6045 – (TMS 532-09-00-022) Applicant is seeking Final Review for the demolition of a home with a previous approval for renovation. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Sam Lisi, Village Restoration, reviewed the application with the Commission. Ms. Cheryl Shell, 241 Middle Street, stated that she is opposed to the demolition of this home because it was built in 1837. She expressed concerned about losing the history of the home and neighborhood. Ms. Rowe asked if this home is considered historic. Mr. Rutherford answered the Commission needs to determine if the structure should be declared historic. Ms. Rowe moved to approve the demolition and that the structure is not considered historic based on justification B, C, & D as listed in staff comments. Ms. Montgomery second the motion. All in favor. D. 128 Chicco Lane – (TMS 532-05-00-032) Applicant is seeking Final Review for a new single-family home and a new accessory structure. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). He stated the garage would be considered at a later date and would not be included with this application. Ms. Bess Lee, homeowner reviewed the windows and shutters with the Commission. Ms. Rowe moved to approve the request not including the detached garage. Ms. Montgomery second the motion. All in favor. E. 103 Venning Street – Survey 6189 - (TMS 532-01-00-021) Applicant is seeking Final Review for additions to single-family home. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Ms. Linda Balzac, Architect, reviewed the application with the Commission. Ms. Montgomery moved to approve the plan as presented with the encroachments as it is consistent with the surrounding neighborhood. Mr. Gallogly second the motion. All in favor. F. 510 Pitt Street – Survey 4231 – (TMS 532-05-00-045) Applicant is seeking Final Review for a new accessory garage. G. 304 Morrison Street – Historic 6162/Survey 6162.01 – (TMS 532-01-00- 054) Applicant is seeking Final Review for revisions to previously approved plan. These items were approved through a consent motion. H. 716 Pitt Street – Survey 5953 – (TMS 532-09-00-073) Applicant is seeking Final Review for the demolition and replacement of a single-family home with a detached garage and pool. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Losse Knight, LFK Architects, reviewed the application with the Commission. Old Village Historic District Commission October 14, 2019 Page 5 of 5 Ms. Rowe moved to approve demolition on the main house based on justification B and D, demolition of the accessory shed on the basis it is not historically significant, approval of the new construction of home, pool and garage, and approval of horizontal wood slats. Ms. Montgomery second the motion. All in favor. I. 312/314 Venning Street – Historic 6184/6184.01/Survey 6184.02 – (TMS 532-01-00-109) Applicant is seeking Preliminary Review for additions and renovations to the Historic home and Final Review for new windows, doors, and roof. Mr. Rutherford reviewed the staff comments with the Commission (attachment 1). Mr. Michael Talercio, Charleston Drafting Company, reviewed the application with the Commission. Ms. Montgomery moved for final approval of the roof, doors, and windows as presented. Ms. Montgomery second the motion. All in favor. IX. Staff Approvals A. 404 Patjens Lane – Survey 6001 - (TMS 5320100247) Revisions to walkway. B. 401 Patjens Lane – Survey 6211 – (TMS 532-01-00-245) New Windows. C. 100 Friend Street – Survey 4226 – (TMS 532-05-00-042) New Windows. Mr. Rutherford reviewed the staff approvals with the Commission.
