TOWN OF MOUNT PLEASANT, SOUTH CAROLINA OLD VILLAGE HISTORIC DISTRICT COMMISSION NOVEMBER 11, 2019 MINUTES Green arrows are hyperlinks to the recording Attachment 1 - STAFF REPORT Present: Leigh Rowe, Chair, Louisa Montgomery, Co-Chair, John Hackenberg, Gene Gallogly. Staff: Austin Rutherford, Joe Juan, Kate Dolan, Jane Yager-Baumrind Ms. Rowe called the meeting to order at 5:04 pm. I. Approval of Agenda Ms. Montgomery moved to approve the agenda. Mr. Gallogly second the motion. All in favor. II. Approval of Minutes October 14, 2019 Ms. Montgomery moved to approve the minutes. Mr. Hackenberg second the motion. All in favor. III. Correspondence Mr. Rutherford reviewed the correspondence with the Commission. IV. Consent Motions Ms. Rowe moved for consent approval of the following items: ➢ 111 Hibben Street – Historic 6226/6226.03/Survey 6226.01/6226.02/ 6226.04/6226.05 – (TMS 532-01-00-003) Applicant is seeking Final Review to repair, replace, and extend an existing fence. ➢ 320 Venning Street – Historic 6185 – (TMS 532-01-00-108) Applicant is seeking Final Review for foundation alterations to previously approved additions. ➢ 205 Morrison Street – Survey 6165 – (TMS 532-01-00-029) Applicant is seeking Final Review for alteration of windows. Ms. Montgomery second the motion. All in favor. V. Appeal to the Commission of Specific Interpretations and Decisions of the Zoning Official Pursuant to Section 156.433(I)(1). (Item continued at the August 12, 2019, September 9, 2019, and October 14, 2019 meetings) – REQUEST FOR CONTINUANCE Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Chris Coleman, 118 Pitt Street, stated that he is in favor of the continuance in order to review options with staff. There being no comments, Ms. Rowe closed public comments. The Commission agreed to continue this item. VI. Consideration of request for an encroachment permit for dock at 101 Mary Street. (This item referred to OVHDC from Transportation Committee of Town Council on September 30, 2019, Continued by OVHDC on October 14, 2019) – Encroachment Application, Staff Report, Correspondence Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Lewis Seabrook, 1037-F Chuck Dawley Blvd., reviewed the application with the Commission. Ms. Molly Fair, previous owner of 101 Mary St, stated that this is not a new structure, but rebuilding the dock. She stated that this is part of a dock master plan for several of the lots on this block. She suggested that the request would not affect the character of the Old Village and asked the Commission to approve the rebuilding of the dock. Mr. Curtis Ravenel, owner of 101 Mary Street, stated that the dock should be considered a historic area and asked the Commission to approve the dock. Old Village Historic District Commission November 11, 2019 Page 3 of 6 Mr. Chris Coleman, 118 Pitt Street, stated that the dock has not been in use since Hurricane Hugo. He suggested that the Commission does not have purview to approve structures encroaching on Town or public right-of-way. He asked the Commission to deny the request for the proposed dock. Mr. Hamlin O’Kelly, 652 Coleman Blvd., attorney for Ms. Fair and Mr. Ravenel, stated that as explained by staff, the Commission has purview to approve moving forward with submittal of the encroachment permit. He stated that the Commission received correspondence in favor of the request and asked the Commission to approve the encroachment permit. Mr. Martin Bluford, 132 Hibben Street, expressed concern with what the impact this would have for the area and the neighborhood. He suggested that a better plan should be submitted showing exactly what would be constructed and how this would impact the view. Ms. Elizabeth Middour, 200 Hibben Street, expressed concern with the request for a dock and suggested that it would impede the view of the harbor from the street. She suggested that this would impact the view of the vista. She stated that she is opposed to the request and asked that the Commission deny the request. There being no further comments, Ms. Rowe closed public comment. Mr. Hackenberg moved to deny the request. Ms. Montgomery second the motion. All in favor. VII. Request for a second one-year extension of 967 Royall Avenue COA in accordance with §156.049 Vested Rights Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Ms. Montgomery moved for approval of the request for a one-year extension. Mr. Gallogly second the motion. All in favor Old Village Historic District Commission November 11, 2019 Page 4 of 6 VIII. Business A. 931 Pitt Street – Survey 6282 – (TMS 532-13-00-027) Applicant is seeking Final Review for a new pool. Ms. Dolan reviewed the staff report with the Commission (attachment 1). The applicant being absent, the Commission continued review of the request. Ms. Montgomery moved for approval with removal of concrete, so it falls within the guidelines with the condition that a post construction as-built survey be conducted to ensure that the construction does not exceed the 40% lot coverage. Mr. Gallogly second the motion. All in favor. B. 111 Hibben Street – Historic 6226/6226.03/Survey 6226.01/6226.02/ 6226.04/6226.05 – (TMS 532-01-00-003) Applicant is seeking Final Review to repair, replace, and extend an existing fence. C. 320 Venning Street – Historic 6185 – (TMS 532-01-00-108) Applicant is seeking Final Review for foundation alterations to previously approved additions. D. 205 Morrison Street – Survey 6165 – (TMS 532-01-00-029) Applicant is seeking Final Review for alteration of windows. The Commission approved these through a consent motion. E. 625 Royall Avenue – Survey 5993/5993.01 – (TMS 532-09-00-084) Applicant is seeking Final Review for after-the-fact alterations to a home of new construction. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Phil Clark, Clark Design Group, reviewed the request with the Commission. Ms. Montgomery moved for final approval. Mr. Gallogly second the motion. All in favor. Old Village Historic District Commission November 11, 2019 Page 5 of 6 F. 312/314 Venning Street – Historic 6184/6184.01/Survey 6184.02 – (TMS 532-01-00-109) Applicant is seeking Final Review for the renovation and new additions to the Historic home. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Matt Hamnet reviewed the application with the Commission. Ms. Rowe moved for approval of the request, with declaration that the parking is conforming in accordance with §156.313(E)(4) due to the historic designation of the home, with the condition that the driveway have a grassy median and the chimney is repointed according to the guidelines. Ms. Montgomery second the motion. All in favor. G. Pitt Street/Venning Street Right-Of-Way – Applicant is seeking Final Review for Right-of-Way improvements stemming from a Joint Town/Mount Pleasant Waterworks project to replace stormwater, water, and sewer lines. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Brian Brooks, Mount Pleasant Waterworks, reviewed the application with the Commission. Mr. Mike Tinkey, 208 Venning Street, asked that all utilities be placed underground while this work is being completed. He suggested that the internet, cable, and cell service be reviewed as well since there is currently poor service. He suggested that there should not an additional hookup fee for the lines being replaced. He suggested that the placement of the stop sign at the intersection of Venning St/Pitt St. should be reviewed and moved closer to the actual intersection. He asked if five-foot sidewalks would be placed on Venning St and suggested that this might not be possible. Mr. Chris Coleman, 118 Pitt Street, expressed concern with widening the sidewalks and suggested that there is no need for a sidewalk on the north side of the street. Ms. Montgomery moved for approval with use of the brick running bond for the slab in plain concrete color. Ms. Rowe second the motion. All in favor. H. 101 Pitt Street – Historic 5934 – (TMS 532-01-00-079) Applicant is seeking Final Review for a covered structure to the seating area. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Mr. Luke Jarrett, Synchronicity, reviewed the application with the Commission. Mr. Gallogly moved to approve the application for a covered structure. Ms. Montgomery second the motion. All in favor. Ms. Rowe moved to approve the setback to zero lot line since it is a commercial structure. Ms. Montgomery second the motion. All in favor. I. 106 Center Street – Historic 6046/6046.01 – (TMS 532-09-00-021) Applicant is seeking Final Review for a new bulkhead and other site improvements on the harbor side of the property. Mr. Rutherford reviewed the staff report with the Commission (attachment 1). Ms. Linda Balzac, architect, reviewed the application with the Commission. Ms. Rowe moved for approval of the request with fill in excess of 24 inches. Ms. Montgomery second the motion. All in favor.
