TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JANUARY 13, 2020 MINUTES Attachment 1 - STAFF REPORT Present: Louisa Montgomery, Vice-chair, John Hackenberg, Robert Crosland, Gene Gallogly Staff: Kate Dolan, Joe Juan, Julia Copeland, Jane Yager-Baumrind I. Approval of Agenda Mr. Hackenberg moved to approve the agenda. Mr. Gallogly seconded the motion. All in favor. Mr. Gallogly moved to approve the agenda with Item F being withdrawn. Mr. Crosland seconded the motion. II. Approval of Minutes Ms. Montgomery moved to approve the minutes with the spelling correction to Mr. Colman’s name. Mr. Gallogly seconded the motion. All in favor. III. Correspondence Ms. Dolan stated the Commission has received all correspondence. IV. General Public Comment Mr. Chris Colman, 118 Pitts Street, referenced the letter he sent the Commission regarding last month’s minutes and suggested that the minutes did not accurately reflect what was decided about the petition and request the Commission review this. Mr. Colman also expressed concern with the water fountain on Pitt Street. Mr. Mike Tinkey, 208 Venning Street, addressed the Commission regarding the island in Old Village adjacent to the McPhillip’s house. He stated it is there for a safety reasons and asked for it to remain. Historic District Preservation Commission January 13, 2020 Page 2 of 5 V. Consent Motions Ms. Montgomery moved to approve the following items for consent approval of the following items with conditions: ➢ 101 Haddrell Street – (TMS 517-15-00-044) Applicant is seeking Final Review for a new pool with the condition that an as-built survey be completed; ➢ 109 Center Street – Survey 6059/6059.01 – (TMS 532-13-00-001) Applicant is seeking after-the-fact Final Review for revised hardscaping as the improvements are within the guidelines; ➢ 627 Pitt Street – Survey 4225 – (TMS 532-05-00-031) Applicant is seeking Final Review for after-the-fact alterations to a home with the condition that the applicant return with a remedy for the rear french doors; ➢ 202 McCants Drive – Survey 6087 – (TMS 532-05-00-039) Applicant is seeking Final Review for alterations to a harbor-facing porch and removal of hardscaping as it is in compliance with the guidelines. Mr. Gallogly seconded the motion. All in favor. VI. Reconsideration of request for an encroachment permit for dock at 101 Mary Street. (This item referred to HDPC from Transportation Committee of Town of Council on September 30 and December 2, 2019) – Revised Dock Plan, Revised Staff Report, Correspondence from November. – Correspondence for January Ms. Montgomery moved to defer with staff and applicant request. Mr. Crosland seconded the motion. All in favor. VII. Business A. 101 Haddrell Street – (TMS 517-15-00-044) Applicant is seeking Final Review for a new pool. B. 109 Center Street – Survey 6059/6059.01 – (TMS 532-13-00-001) Applicant is seeking after-the-fact Final Review for revised hardscaping. C. 627 Pitt Street – Survey 4225 – (TMS 532-05-00-031) Applicant is seeking Final Review for after-the-fact alterations to a home. D. 202 McCants Drive – Survey 6087 – (TMS 532-05-00-039) Applicant is seeking Final Review for alterations to a harbor-facing porch and removal of hardscaping. E. 734 Pitt Street – Historic 5957 – (TMS 532-09-00-071) Applicant is seeking Final Review for a fence segment and alterations to a side porch. Ms. Dolan reviewed staff comments with the Commission. Ms. Heather Wilson, Architect, reviewed the application with the Commission. Mr. Gallogly moved to approve the application as presented. Ms. Montgomery seconded the motion. All in favor. Mr. Hackenberg moved to approve the fence and trellis at 734 Pitts. Mr. Gallogly seconded the motion. All in favor. F. 744 Pitt Street – Survey 5959 – (TMS 532-09-00-069, -253) Applicant is seeking Final Review for the Demolition of the single-family home. This item was withdrawn. VIII. Staff Approvals Ms. Dolan reviewed the staff comments and staff approvals with the Commission. IX. Adoption of 2020 Old Village Historic District Guidelines. Ms. Montgomery moved to approve the adoption of 2020 HDPC Guidelines. Mr. Gallogly seconded the motion. All in favor. X. Discussion and Possible Adoption of Various Amendments to the Design Guidelines Foundations #3 to Allow Horizontal Wood Screens, Foundations #8 regarding Flood Zone Floor Height, and Removing “Alteration/ removal of existing patios” from Work That Does Not Require a COA. The Commission discussed the 2020 Guidelines. Historic District Preservation Commission January 13, 2020 Page 4 of 5 Ms. Montgomery moved to approve the changes as discussed and presented by staff. Mr. Gallogly seconded the motion. All in favor. XI. Discussion Regarding Paint Color in the Old Village Historic District. Ms. Dolan stated that this was added for discussion by a Commission member. The Commission discussed whether paint color should be reviewed and approved by the Commission. Mr. Chris Colman, 118 Pitt Street, shared he is in possession of many books on home colors and he has offered to share the books with the Commission. Ms. Carol Tinkey, 208 Venning Street, asked what happened to the guidelines and ordinance that the residents worked on with staff. She suggested that the Commission veered from referencing them. Ms. Tinkey suggested that Mount Pleasant should be the community that others look to for guidance regarding historic district guidelines rather than Mount Pleasant looking to other communities on what they are doing. She suggested that the reasons for Commission decisions should be justified and the specific guidelines or ordinances should be referenced when making motions. The Commission agreed that paint colors should be approved by the Commission and asked staff to bring back a color palette and verbiage on how to address the painting of brick for the next meeting. XII. Notification of Town Council Action Regarding the Addition of Character and/or Pattern of Land Development to Criteria for Formation of Future Historic Districts and Designation of Historic Properties. Ms. Dolan reviewed staff comments with the Commission. The Commission received this as information. XIII. Adoption of 2020 Rules of Procedure (aka Bylaws). Kate Dolan stated the Commission received the revised rules of procedure. XIV. Election of 2020 Chair and Vice-Chair. Ms. Montgomery moved to defer the 2020 election of Chair and Vice-Chair until next meeting. Mr. Gallogly seconded the motion. All in favor.
