Attachment 1--Staff Report
Present: John Hackenberg, Robert Crosland, Gene Gallogly, Corey Barber.
Staff: Austin Rutherford, Jane Yager-Baurmind
Mr. Rutherford called the meeting to order at 5pm and stated that a
temporary chair would need to be elected. The Commission agreed that Mr.
Gallogly should chair the meeting.
I. Approval of Agenda
Mr. Hackenberg move to approve the minutes. Mr. Barber seconded the
motion. All in favor.
II. Approval of Minutes July 13, 2020
Mr. Crosland moved to approve the minutes. Mr. Barber seconded the
motion. All in favor.
III. Correspondence
Mr. Rutherford stated that the correspondence was provided to the
Commission and included with the agenda.
IV. General Public Comment
Ms. Ashley Woody, 110 Friend Street, expressed concern with the tree
protection ordinance and the construction at 104 Friend Street. She stated that
recently there was damage to a historic tree that was not approved and suggested
that more should be done to protect the trees.
There being no further comments, Mr. Gallogly continued with the agenda.

V. Consent Motions
Mr. Crosland moved for consent approval of the following items:
➢ 754 Pitt Street – Historic 5960/Survey 5960.01 – (TMS 532-09-00-245)
Applicant is seeking Final Review for a pool.
➢ 320 McCants Drive – Survey 6085 – (TMS 532-05-00-204) Applicant is
seeking Final Review for an accessory garage.
Mr. Gallogly seconded these items for consent. All in favor.
VI. Business
a. 754 Pitt Street – Historic 5960/Survey 5960.01 – (TMS 532-09-00-245)
Applicant is seeking Final Review for a pool.
b. 320 McCants Drive – Survey 6085 – (TMS 532-05-00-204) Applicant is
seeking Final Review for an accessory garage.
These items were approved by consent motion.
c. 915 Royall Avenue – Survey 5982 – (TMS 532-13-00-062) Applicant is
seeking Final Review for demolition of a home.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Mr. John Boensch reviewed his application with the Commission.
There being no comments, Mr. Gallogly closed public comment.
Mr. Crosland moved for approval of the demolition request based upon
Section 156.432(I)(2)(a) with a condition that the demolition permit shall not
be issued until the replacement home plans are submitted and approved. Mr.
Gallogly seconded the motion. All in favor.
d. 231 Bennett Street – Historic 6137 – (TMS 532-01-00-012) Applicant is
seeking Final Review for home rehabilitation, additions, accessory shed,
and site improvements. - Correspondence
Mr. Rutherford reviewed staff comments with the Commission

Mr. Ross Ritchie reviewed the request with the Commission.
Ms. Linda Balzac suggested that the renovations are sensitive to the
historic character of the house. She suggested that the window replacement
for the rear is appropriate as well.
There being no further comments, Mr. Gallogly closed public comment.
Mr. Hackenberg moved to approve as presented with staff approval of the
paint color. Mr. Gene Gallogly seconded the motion. All in favor.
VII. Staff Approvals
Mr. Rutherford reviewed the staff approvals with the Commission:
a. 967 Royall Avenue – New fencing
b. 931 Pitt Street – New fencing
c. 128 Chicco Lane – Lighting and hardscaping
d. 809 Pitt Street – New fencing
e. 201 McCants Drive – New roof
VIII. Discussion regarding short-term rentals (STRs) in the OV-HD.-
Correspondence
Mr. Rutherford reviewed the short-term rental ordinance with the Commission.
The Commission discussed whether short-term rentals should be allowed in the
historic district.
IX. Discussion regarding rescheduling of Historic Designation meeting.
Mr. Rutherford reviewed the different options of rescheduling meetings to
review the historic designation of structures with the Commission.
The Commission agreed that those structures proposed for historic designation
should be done in batches over the course of several meetings.

X. Review of SHPO’s CLG Evaluation for Town of Mount Pleasant
Mr. Rutherford reviewed the report from the State Historic Preservation
Office’s Certified Local Government Evaluation with the Commission.
The Commission received this as information.
There being no further business, the meeting adjourned at 6:35pm.
