TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION OCTOBER 12, 2020 MINUTES YOUTUBE STREAMING LINK Attachment 1—STAFF REPORT Present: Robert Crosland, Gene Gallogly, Corey Barber, Louisa Montgomery Absent: John Hackenberg. Staff: Austin Rutherford, Lynnette Lynes Mr. Rutherford called the meeting to order at 5:03 pm and stated that a temporary chair would need to be elected. Mr. Gallogly moved to appoint Robert Crosland as temporary chair. Ms. Montgomery seconded the motion. All in favor with Mr. Crosland abstaining. I. Approval of Agenda Ms. Montgomery moved for approval of the agenda. Mr. Crosland seconded the motion. All in favor. II. Approval of Minutes from July 7, 2020 Special Meeting and September 14, 2020 Ms. Montgomery moved for approval of the minutes. Mr. Gallogly seconded the motion. All in favor. III. Correspondence All correspondence received was added to the agenda. IV. General Public Comment There being no comments, Mr. Crosland continued with the agenda. V. Consent Motions Ms. Montgomery moved for consent approval of the following items: Historic District Preservation Commission October 12, 2020 Page 2 of 7 ➢ 224 Queen Street – Historic 6094 – (TMS 532-05-00-022) Applicant is seeking Final Review to change the paint color of a historic home. ➢ 301 Center Street – Survey 6055 – (TMS 532-13-00-122) Applicant is seeking Final Review to expand a rear-yard pool/deck. ➢ 223 Bennett Street – Historic 6139 – (TMS 532-01-00-010) Applicant is seeking Final Review for a new harbor-side porch and corresponding doorway. Mr. Gallogly seconded the motion. All in favor. VI. Old Business – a. 203 Center Street – Historic 6058/Survey 6058.01 – (TMS 532-13-00-019) Applicant is seeking Final Review for the demolition of a shed and addition of a terrace, pool, and new shed. Correspondence, New Correspondence Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Kate Campbell reviewed the request with the Commission. She also read letters from neighbors in favor of the plan. There being no comments, Mr. Crosland closed public comment. Mr. Crosland moved for approval of the request including demolition based on §156.432(I)(3)(a) and approval of the setback encroachment based on §156.313(E)(4) as submitted. Mr. Barber seconded the motion. All in favor. VII. Business - STAFF REPORT a. 224 Queen Street – Historic 6094 – (TMS 532-05-00-022) Applicant is seeking Final Review to change the paint color of a historic home. This item was approved by a consent motion. b. 324 Pitt Street – Survey 5944 – (TMS 532-05-00-050) Applicant is seeking Final Review to lift the home for flood resiliency, make appropriate modifications including staircases, and other site improvements. Correspondence Mr. Rutherford reviewed staff comments with the Commission (attachment 1). There being no further comments, Mr. Crosland closed public comment. Mr. Crosland moved for approval as materials and design meet guidelines and there is a precedent for setback encroachment. Mr. Gallogly seconded the motion. All in favor. c. 957 Pitt Street – Survey 5891/5891.01 – (TMS 532-13-00-031) Applicant is seeking Preliminary Comment for extensive modifications and additions to existing home. Mr. Rutherford reviewed staff comments with the Commission. Mr. Justin Ferrick reviewed the request with the Commission. There being no further comments, Mr. Crosland closed public comment. The Commission provided comment on the proposed plan. d. 301 Center Street – Survey 6055 – (TMS 532-13-00-122) Applicant is seeking Final Review to expand a rear-yard pool/deck. e. 223 Bennett Street – Historic 6139 – (TMS 532-01-00-010) Applicant is seeking Final Review for a new harbor-side porch and corresponding doorway. IX. Consideration for the Third Vested Rights Extension for 967 Royall Avenue Mr. Crosland moved for approval. Ms. Montgomery seconded the motion. All in favor. The Commission convened for a short break at 6:25 pm and reconvened at 6:32 pm. X. Properties under Consideration for a Historic Designation Recommendation to Town Council – STAFF REPORT, Correspondence Mr. Rutherford reviewed the proposed properties for historic designation with the Commission as follows: 1. 242 Bennett Street – Survey 6153 – (TMS 532-01-00-061) Constructed in 1936. Mr. Gallogly moved to recommend approval based on §156.432(B)(1)(e). Ms. Montgomery seconded the motion. All in favor. 2. 218 King Street – Survey 6123.01 – (TMS 532-01-00-037) Constructed in c. 1930s. Ms. Montgomery moved to recommend approval based on §156.432(B)(1)(e). Mr. Gallogly seconded the motion. All in favor. 3. 104 Mary Street – Survey 4241 – (TMS 517-15-00-077) Constructed in 1938. Ms. Montgomery moved to recommend approval based on §156.432(B)(1)(e). All in favor. 5. 102 Pitt Street – Survey 5935 – (TMS 532-01-00-090) Constructed in c. 1960. Correspondence Mr. Crosland moved for deferral. Mr. Gallogly seconded the motion. Ms. Montgomery seconded the motion. All in favor. Ms. Montgomery moved for deferral to the next special meeting. Mr. Crosland seconded the motion. All in favor. The Commission convened for a short break at 7:38 pm and reconvened at 7:42 pm. 11. 704 Pitt Street – Survey 4222 – (TMS 532-09-00-077) Constructed in 1960 (likely back to at least 1920). Ms. Linda Balzac reviewed the history of the building with the Commission. Mr. Crosland moved to recommend approval based on §156.432(B)(1)(a), (d) and (e). Ms. Montgomery seconded the motion. All in favor. 12. 806 Pitt Street – Survey 5961 – (TMS 532-09-00-067) Constructed in 1938. Mr. Crosland moved to recommend approval based on §156.432(B)(1)(c) and (e). Mr. Gallogly seconded the motion. All in favor. 13. 826 Pitt Street – Survey 5964 – (TMS 532-09-00-064) Constructed in 1938. Correspondence Mr. Crosland moved for deferral to the November 17th meeting. Mr. Barber seconded the motion. All in favor. XI. Discussion Regarding Porch Percentage of Building Area Ratio Mr. Rutherford reviewed staff comments with the Commission. The Commission discussed whether changes should be made to the porch percentage required. The Commission agreed that no changes would be made.
