Absent: John Hackenberg. Staff: Austin Rutherford, Amanda Knight, Lynnette Lynes Mr. Rutherford called the meeting to order at 5:13 pm and asked that a temporary chair be nominated. Mr. Barber moved for Ms. Montgomery to serve as temporary chair. Mr. Crosland seconded the motion. All in favor. I. Approval of Agenda Mr. Crosland moved for approval of the agenda with moving item X to item VI. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes for October 12, 2020 and October 20, 2020 Mr. Gallogly moved for approval of the minutes. Mr. Crosland seconded the motion. All in favor. III. Correspondence Mr. Rutherford stated that all correspondence was added to the agenda and distributed to the Commission. IV. General Public Comment There being no comments, Ms. Montgomery continued with the agenda. V. Consent Motions Mr. Barber moved for consent approval of the following item including all staff comments:  Historic District Preservation Commission November 9, 2020 Page 2 of 8 ➢ 747 Pitt Street – Historic 5903/Survey 5903.01 – (TMS 532-09-00-045) Applicant is seeking Final Review for alterations to the home and a new pool. Motion failed due to the lack of a second. Mr. Crosland moved for consent denial of items IX.A-I. Mr. Gallogly seconded the motion. Motion failed on a 1 to 2 vote with Mr. Crosland in favor; Mr. Barber and Ms. Montgomery opposed and Mr. Gallogly abstaining. VI. Discussion of a Letter of Support regarding the planned Old Village Drainage Resilience Project. Ms. Knight reviewed the request with the Commission. Mr. Crosland moved for approval of the letter of support for the basin project as presented. Mr. Barber seconded the motion. All in favor. VII. Business A. 301 Center Street – Survey 6055 – (TMS 532-13-00-122) Applicant is seeking Final Review for enclosing a portion of the front porch. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). David McCall, architect, and Paula Kessler, homeowner, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Gallogly moved for approval. Ms. Montgomery seconded the motion. All in favor. B. 221 Queen Street – Survey 6097 – (TMS 532-05-00-029) Applicant is seeking Final Review for additions and alterations to the home. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Ms. Linda Balzac, architect, reviewed the request with the Commission. Ms. Montgomery seconded the motion. All in favor. C. 125 Pitt Street– Historic 5929 – (TMS 532-01-00-084) Applicant is seeking Preliminary Comment for the renovation of the former Old Village Bakery. Correspondence Ms. Rutherford reviewed staff comments with the Commission (attachment 1). Mr. Chris Altman, architect, reviewed the request with the Commission. Ms. Montgomery closed public comment. The Commission provided preliminary comments to the applicant. D. 744 Pitt Street – Survey 5959 – (TMS 532-09-00-069) Applicant is seeking Final Review for a new home, accessory garage, and pool. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). Mr. Daniel Beck, architect, and Mr. Will Deupree and Ms. Mary Deupree, owners, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval as the applicant has satisfied all requirements. Mr. Gallogly seconded the motion. Motion passed on a 3 to 1 vote with Mr. Gallogly, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. E. 747 Pitt Street – Historic 5903/Survey 5903.01 – (TMS 532-09-00-045) Applicant is seeking Final Review for alterations to the home and a new pool. Mr. Rutherford reviewed staff comments with the Commission (attachment 1). C. 118 Middle Street – Survey 6278 – (TMS 532-09-00-249) New roof. D. 707 Pitt Street – Survey 5908 - (TMS 532-09-00-039) Rear porch Improvements. The Commission convened at 7:12 pm for a short break and reconvened at 7:20 pm. IX. Properties under Consideration for Historic Designation Deferred from the October 20th Meeting. A. 221 Church Street – Survey 6199 – (TMS 517-15-00-026) Constructed in 1940. Mr. Rutherford reviewed staff comments with the Commission. Ms. Montgomery moved for approval of historic designation based on §156.432(B)(1)(e). Mr. Gallogly seconded the motion. All in favor. B. 200 Ferry Street – Survey 6100 – (TMS 532-05-00-019) Constructed in 1951. Mr. Rutherford reviewed staff comments with the Commission. Mr. Crosland moved to deny consideration of historic designation. Ms. Montgomery seconded the motion. Motion failed on a 2 to 2 vote with Mr. Montgomery and Mr. Crosland in favor; Mr. Barber and Mr. Gallogly opposed. C. 130 Middle Street – Survey 6016 – (TMS 532-09-00-033) Constructed in 1948. Mr. Crosland seconded the motion. All in favor. D. 924 Pitt Street – Survey 6266 – (TMS 532-13-00-053) Constructed in 1940. Mr. Rutherford reviewed staff comments. Mr. Barber moved for approval of historic designation based on §156.432(B)(1)(d), (e), and (k). Motion failed due to the lack of a second. E. 102 Pitt Street – Survey 5935 – (TMS 532-01-00-090) Constructed in c.1960. (Dates to at least 1946). Mr. Rutherford reviewed staff comments. Ms. Jennifer Short, 10 Pitt Street, expressed concern with a fence that is proposed as it would impact the parking on the side of the building. She stated that if the building is approved as historic, it would be non-conforming. Ms. Montgomery moved for approval of historic designation based on §156.432(B)(1)(a), (e), and (h). Mr. Gallogly seconded the motion. All in favor. X. Properties under Consideration for a Historic Designation Recommendation to Town Council Staff Report A. 310 Bennett Street – Survey 6155.01 – (TMS 532-01-00-059) Constructed in c. 1940s. Mr. Rutherford reviewed staff comments. Ms. Montgomery moved for approval of historic designation based on §156.432(B)(1)(e). Mr. Barber seconded the motion. Motion failed on a 2 to 2 vote with Mr. Barber and Ms. Montgomery in favor; Mr. Gallogly and Mr. Crosland opposed. B. 327 Bennett Street – Survey 6127.01 – (TMS 532-01-00-027) Constructed in c. 1940s. (Wrong photo is provided on Survey sheet. It is the garage/shed directly on Bennett Street.)  Historic District Preservation Commission November 9, 2020 Page 6 of 8 Mr. Rutherford reviewed staff comments. Mr. John Horlbeck, owner, stated that the building was built in the same location of the stable, but it is not known if it is the actual stable. He stated that the metal casing is on a frame structure and the structure is failing. Mr. Crosland moved to deny consideration of historic designation. Ms. Montgomery seconded the motion. All in favor. C. 206 Center Street – Survey 6048.01 – (TMS 532-09-00-023) Constructed in 1940s. This item was removed by staff. D. 114 Hibben Street – Survey 6223.01 – (TMS 517-15-00-068) Constructed in c. 1940s. Mr. Rutherford reviewed staff comments. Ms. Montgomery moved for deferral. Mr. Gallogly seconded the motion. All in favor. E. 114 Hibben Street – Survey 6223.02 – (TMS 517-15-00-068) Constructed in c. 1940s. This was a scribner error and was removed by staff. F. 125 Live Oak Drive – Survey 4242.01 – (TMS 517-15-00-061) Constructed in c. 1925. Mr. Rutherford reviewed staff comments. Mr. Gallogly moved for approval of historic designation based on §156.432(B)(1)(e). Ms. Montgomery seconded the motion. All in favor. G. 124 Mary Street – Survey 6253.01 – (TMS 517-15-00-075) Constructed in c. 1940s. Ms. Montgomery seconded the motion. All in favor. H. 223 Pitt Street – Survey 5923.01 – (TMS 532-01-00-038) Constructed in c. 1940s. Mr. Rutherford reviewed staff comments. Ms. Montgomery moved for approval of historic designation based on §156.432(B)(1)(e). Mr. Gallogly seconded the motion. Motion passed on a 3 to 1 vote with Mr. Barber, Mr. Gallogly, and Ms. Montgomery in favor; Mr. Crolsand opposed. I. 120 Venning Street – Survey 6178.01 – (TMS 532-01-00-018) Constructed in c. 1940. Mr. Rutherford reviewed staff comments. Ms. Montgomery moved to deny consideration of historic designation. Mr. Crosland seconded the motion. All in favor. XI. Discussion regarding a Viewing Site and/or Historic Site near the Hibben Street Ferry. Letter, History Sheet, Correspondence Ms. Montgomery stated that she asked for discussion on this issue. She suggested that the end of Hibben Street should be converted to a historic park area that includes historical information. The Commission agreed to forward this to the Historical Commission to partner with the Commission and for staff to draft a letter. XII. Discussion regarding the Design Guidelines for Paint. Mr. Crosland stated that he asked for discussion on this issue. The Commission agreed to review the paint chart, noting those colors that should not be included as an appropriate color. XIII. Discussion regarding Flood Floor Height in Design Guidelines.  Historic District Preservation Commission November 9, 2020 Page 8 of 8 Mr. Rutherford reviewed the changes to the flood floor height with the Commission. The Commission agreed to defer this issue to next month for staff to provide additional information. XIV. Discussion of Items for Next Agenda The Commission agreed that the following items should be included on next month’s agenda: ➢ Recommendation on changes to design guidelines for paint ➢ final approval to submit letter to TA to designate a historic site near Hibben Street Ferry area ➢ Continued discussion regarding Flood Floor Height in Design Guidelines. ➢ Recommendation for completing an updated Historic Survey There being no further business, the meeting adjourned at 8:58 pm.
