TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION JULY 12, 2021 MINUTES STAFF REPORT Present: Louisa Montgomery, Chair, Gene Gallogly, Anne Shaw, Corey Barber, Robert Crosland. Staff: Kate Miller, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:01 pm. I. Approval of Agenda Mr. Crosland moved for approval. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes May 10, 2021 and June 14, 2021 Ms. Montgomery moved for approval of the minutes with the following corrections: ➢ For May 10th meeting— ▪ page 2, correct name spelling to Ouzts; ▪ page 4, correct name spelling to Patti Melbourne. Mr. Crosland seconded the motion. All in favor. III. Correspondence All correspondence was distributed to the Commission and linked to the agenda. IV. General Public Comment Mr. Tom Foster, 846 Pitt St, asked that Item D, 300 Center be deferred as they did not receive notification of the request in time to submit correspondence. He also stated that they have not had an opportunity to review the plans as well. He stated that they are opposed to the request at this time until they can review the entire request. Consent Motions Mr. Crosland moved for consent approval of the following items: ➢ 123 Pitt Street – Survey 5930/Historic – (TMS 532-01-00-083) Applicant is seeking Final Review for alteration/addition. ➢ 319 Venning Street – Survey 6186/Historic – (TMS 532-01-00-111) Applicant is seeking Final Approval for partial demolition, alterations, and additions. ➢ 640 Pitt Street – Survey 5949/.01/Non-Historic – (TMS 532-05-00-040) Applicant is seeking Final Approval for alteration/addition and hardscaping. ➢ 922 Pitt Street – Survey 5972/Historic – (TMS 532-13-00-054) Applicant is seeking Final Approval for addition/alteration. ➢ 931 Pitt Street – Survey 6282/Non-Historic - (TMS 532-13-00-027) Applicant is seeking Final Review for new/changes to windows and dormers. Ms. Shaw seconded the motion. Ms. Montgomery moved to amend the motion for approval of 319 Venning with the condition that the front door color be approved by staff. Ms. Shaw seconded the amendment. All in favor. Ms. Montgomery called for a vote on the amended motion. All in favor. VI. Business A. 0 Live Oak Drive – No Survey/Non-Historic – (TMS 517-15-00-082) Applicant is seeking Final Review for new construction and accessory structure. Ms. Miller reviewed staff comments with the Commission. Mr. Ross Ritchie, architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval of the request. Mr. Barber seconded the motion. All in favor. This item was approved by consent. C. 205 McCants Drive – Survey 6081/.01/Non-Historic – (TMS 532-09-00- 037) Applicant is seeking Preliminary Comment for demolition and new construction. Ms. Miller review staff comments with the Commission. Mr. Tyler Smith, architect, reviewed the request with the Commission. Ms. Linda Balzac, 422 Hobcaw Drive, suggested that the dormer fits with the home and keeps the roofline from looking “too mountainous”. There being no further comments, Ms. Montgomery closed public comment. The Commission provided comments on the proposed design. D. 300 CENTER STREET – No Survey/ Non-Historic – (TMS 532-09-00-282) Applicant is seeking Final Approval for addition and new fence. Ms. Miller reviewed staff comments with the Commission. Ms. Balzac reviewed the request with the Commission. Mr. Tom Foster stated that he is opposed to the request. He suggested that having the addition detached for a minimal amount from the main structure is not in the spirit of the setback requirements. He asked that the request be deferred in order to appropriately review the request. He suggested that the request should be required to have a COA. He suggested that the request would adversely affect his property and property values. He read a letter from his neighbors for the record. There being no further comments, Ms. Montgomery closed public comment. Mr. Gallogly seconded the motion. All in favor. E. 319 Venning Street – Survey 6186/Historic – (TMS 532-01-00-111) Applicant is seeking Final Approval for partial demolition, alterations, and additions. This item was approved by consent with the front door color to be approved by staff. F. 640 Pitt Street – Survey 5949/.01/Non-Historic – (TMS 532-05-00-040) Applicant is seeking Final Approval for alteration/addition and hardscaping. G. 922 Pitt Street – Survey 5972/Historic – (TMS 532-13-00-054) Applicant is seeking Final Approval for addition/alteration. H. 931 Pitt Street – Survey 6282/Non-Historic - (TMS 532-13-00-027) Applicant is seeking Final Review for new/changes to windows and dormers. These items were approved by consent. The Commission convened for a short break at 6:37 pm and reconvened at 6:47 pm. VII. Staff Approvals a. 107 New Street – Survey 6106/Non-Historic – (TMS 532-05-00-018) Replace existing roof with same material and color. b. 202 McCants Drive – Survey 6087/ Non-Historic – (TMS 532-05-00-039) Install boatlift on existing dock. c. 340 Middle Street – Survey 6004/Non-Historic – (TMS 532-13-00-014) Replace existing roof with same material and color. d. 724 Pitt Street – No Survey/ Non-Historic – (TMS 532-09-00-260) Change previously approved living fence to wood fence.
