TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION DECEMBER 13, 2021 MINUTES Staff Report Present: Louisa Montgomery, Chair, Gene Gallogly, Robert Crosland, Anne Shaw, Corey Barber. Staff: Kate Miller, Aaron Bennett, Joe Juan, Lynnette Lynes Ms. Montgomery called the meeting to order at 5:02 pm and reviewed the procedures with the public. I. Approval of Agenda Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Approval of Minutes November 8, 2021, Meeting Mr. Gallogly moved for approval of the minutes. Mr. Crosland seconded the motion. All in favor. III. Correspondence All correspondence was linked to the agenda. IV. General Public Comment Ms. Carole Tinkey, 208 Venning St, spoke regarding minor work to the Post House. She stated that this was an illegal addition that should not be allowed. She also suggested that the addition is not in keeping with the guidelines and changes the historic structure and affects the character of the district and is not in harmony with the district. She asked that the request be denied. Mr. Mike Tinkey, 208 Venning St, spoke regarding the minor work to the Post House. He asked that this request should be denied. He suggested that after-the-fact requests should not be allowed to be approved. Mr. Chris Colman, 118 Pitt St, spoke regarding 101 Mary Street dock request. He stated that this has been a previous issue. He stated that the house is currently for sale and has brought this to the attention of the Town Council. He also has requested information on having private use of a public property. There being no further comments, Ms. Montgomery continued with the agenda. V. Consent Motions Ms. Montgomery moved for consent approval for the following items: ➢ 130 Middle Street – Survey 6016/ Non-Historic – (TMS 532-09-00-033) Applicant is seeking Final Review for an addition. ➢ 319 Venning Street – Survey 6186/ Historic – (TMS 532-01-00-111) Applicant is seeking Final Review for a new pool and roof solar panels. ➢ 402 Patjens Lane – Survey 6212/ Non-Historic – (TMS 532-01-00-244) Applicant is seeking Final Review for alteration to previously approved plans. ➢ 835 Pitt Street – Survey 4220/ Historic – (TMS 532-09-00-053) Applicant is seeking Final Review for alterations including roof replacement, new paint color and repairs. Mr. Crosland seconded the motion. All in favor. VI. Business a. 11 Pierates Cruz – Survey 6071/Non-Historic - (TMS 532-09-00-017) Applicant is seeking Preliminary Comment for an addition. Mr. Bennett reviewed staff comments with the Commission. Ms. Patti Wilbourne and Ms. Liz Drake reviewed the request with the Commission. Mr. Warren Player, 10 Pierates Cruze, stated that the project is in keeping with the historic district with the exception of color. He suggested that Historic District Preservation Commission December 13, 2021 Page 3 of 6 breaking the color of the additions, makes it appear to be three condominiums. He asked that the paint colors be reconsidered and that the additions be the same color as the main, existing structure. Ms. Wilbourne noted that they are proposing two colors for the structure, but are still considering final paint colors. She stated that another comment regarding the window over the parapet can be reconsidered as well. There being no further comments, Ms. Montgomery closed public comment. The Commission offered comments for the applicant. b. 107 Bennett Street – Survey 6144/ Historic – (TMS 517-15-00-074) Applicant is seeking Preliminary Comment for new construction of accessory structure. Mr. Bennett reviewed staff comments with the Commission. Mr. Billy Connell, SMHA, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. The Commission offered comments for the applicant. c. 130 Middle Street – Survey 6016/ Non-Historic – (TMS 532-09-00-033) Applicant is seeking Final Review for an addition. This item was approved by consent. d. 222 Center Street – Survey 6050/ Non-Historic – (TMS 532-09-00-055) Applicant is seeking Final Review for addition/alteration and full demolition. Ms. Miller reviewed staff comments with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Crosland moved for approval of all minor work outlined in Nov 4th letter, with denial of the demolition at this time until plans for new construction are submitted for approval. Ms. Shaw seconded the motion. All in favor. e. 319 Venning Street – Survey 6186/ Historic – (TMS 532-01-00-111) Applicant is seeking Final Review for a new pool and roof solar panels. f. 402 Patjens Lane – Survey 6212/ Non-Historic – (TMS 532-01-00-244) Applicant is seeking Final Review for alteration to previously approved plans. These items were approved by consent. g. 443 Church Street – Survey 6207/Historic – (TMS 532-01-00-074) Applicant is seeking Final Review for an addition/alteration to existing accessory structure and new constriction of an accessory structure. Ms. Miller reviewed staff comments with the Commission. Ms. Kate Campbell and Ms. Victoria Goss reviewed the request with the Commission. Mr. George Grice, 824 Pitt Street, asked what the setbacks are for structures. There being no further comments, Ms. Montgomery closed public comment. Ms. Montgomery moved for approval. Mr. Crosland seconded the motion. Motion passed on a 4 to 1 vote with Ms. Shaw, Mr. Gallogly, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. Ms. Miller reviewed staff comments with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Gallogly moved for approval. Mr. Crosland seconded the motion. All in favor. i. 835 Pitt Street – Survey 4220/ Historic – (TMS 532-09-00-053) Applicant is seeking Final Review for alterations including roof replacement, new paint color and repairs. This item was approved by consent. VII. Staff Approvals Ms. Miller reviewed the staff approvals with the Commission and noted that anyone aggrieved by the staff approval can appeal the decision. a. 101 Pitt Street – Survey 5934/Historic – (TMS 532-01-00-079) New screened ice machine. b. 118 Pitt Street – Survey 5939/ Historic – (TMS 532-01-00-250) New fence. c. 210 Bank Street – Survey 6112/ Non-Historic – (TMS 532-05-00-008) New/replace roof. d. 237 Middle Street – No Survey/ Non-Historic – (TMS 532-09-00-022) Alteration to previously approved plans for roof and paint color. e. 100 Haddrell Street – Survey 6265/ Non-Historic – (TMS 517-15-00-043) Applicant is seeking Final Review for alterations to windows on previously approved plans. VIII. Discussion on handrail and window options in design guidelines. Ms. Miller reviewed draft options for the Commission to review.
